Whom, over the past two centuries, has society construed as sexual "victims"? Where and when did the notion of consent—so crucial for law and politics today—emerge? In this brilliantly insightful work, Pamela Susan Haag traces the evolution of public wisdom on some of society's most private and controversial matters. At once an investigation of social history, popular culture, legal doctrine, and political theory, her book shows how in contemporary America the history of sexual rights is inextricably intertwined with that of liberalism. Haag examines the nineteenth-century obsession with the perils of seduction and twentieth-century disputes over white slavery, arranged marriages, interracial relationships, and rape. The history of heterosexual modernity and identity must, she argues, be viewed as a crucial component of a much larger historical narrative—that of the ways in which individual freedom and citizenship have been continually redefined in American liberal culture. She illuminates the development of liberalism from its "classic" stage that ended after the post-Reconstruction era to a "modern" version that came to fruition with the judicial acceptance of the right to privacy. During World War I, the first American war in which women were mobilized on a mass scale by the armed services, more than sixteen thousand women served overseas with the American Expeditionary Force. Although wealthy women volunteers—members of the so-called'heiress corps'—monopolized public attention, Susan Zeiger reveals that the majority of AEF women were wage-earners. Their motives for enlistment ranged from patriotism to economic self-interest, from a sense of adventure to a desire to challenge gender boundaries. Zeiger uses diaries, letters, questionnaires, oral histories, and memoirs to explore the women's experience of war. She draws upon insights from labor history, political history, popular culture, and the study of gender and war to analyze the ways in which women's wartime service heightened and made visible the contradictions in the prevailing gender relations. Zeiger argues that the interests of AEF women clashed with those of the wartime state at a crucial historical moment. Women sought to expand their personal opportunities for mobility and professional success and lay claim to equal citizenship. The government, determined to contain the disruption to the status quo, created a separate, subordinate status for women in the military,'domesticating'women's service and reinscribing it within conventional limits.

The American Association of University Women (AAUW) is one of the nation's oldest and most influential voices for equality in education, the professions, and public life. Tracing the history of the AAUW, Susan Levine provides a new perspective on the meaning of feminism for women in mainstream liberal organizations. In so doing, she explores the problems that women confront and the strategies they have developed to achieve equal rights. Established in 1921 with the merging of two regional groups of women college graduates, the AAUW has grown to become a vital resource center for educational policy and women's concerns. While not always favoring the label "feminist," AAUW has sought to end discrimination against women, providing fellowships for women to pursue higher education, lobbying for changes in public policy, and conducting groundbreaking research. From the beginning, however, both achievement and controversy have marked the organizations' efforts. The AAUW, self-identified as the voice of moderation and mainstream women, has also been bound by social convention of class and race. One result, a bitter conflict in the late 1940s over racial integration, forced AAUW to change its national policies. Yet the organization emerged stronger than ever and at present boasts over 135,000 members. By examining the experience of groups like AAUW, Levine suggests that feminism was not so much "reborn" in the 1970s as it was adopted by a rapidly growing constituency of college educated women demanding the realization of their goals. This relationship, which began in the Progressive era, emerged as maternalist reformers developed an inverted discourse of social housekeeping in order to call for state protection and regulation of the home. Modernists followed suit, turning the genre of domestic fiction inside out in order to represent new struggles on the border between home, market and state. Edmunds uses the work of Djuna Barnes, Jean Toomer, Tillie Olsen, Edna Ferber, Nathanael West, and Flannery O'Connor to trace the significance of modernists' radical reconstitution of the genre of domestic fiction. Using a grotesque aesthetic of revolutionary inversion, these writers looped their depictions of the domestic sphere through revolutionary discourses associated with socialism, consumerism and the avant-garde. These authors used their grotesque discourses to deal with issues of social conflict ranging from domestic abuse and racial violence to educational reform, public health care, eugenics, and social security. With the New Deal, the U.S. welfare state realized maternalist ambitions to disseminate a modern sentimental version of the home to all white citizens, successfully translating radical bids for collective social security into a racialized order of selective and detached domestic security. The book argues that modernists engaged and contested this historical trajectory from the start. In the process, they forged an enduring set of terms for understanding and negotiating the systemic forms of ambivalence, alienation and conflict that accompany Americans' contemporary investments in "family values.
