Negotiation within Domination examines the formation of colonial governance in New Spain through interactions between indigenous peoples and representatives of the Spanish Crown. The book highlights the complexity of native negotiation and mediation with colonial rule across time, culture, and place and how it shaped colonial political and legal structures from the sixteenth to the eighteenth centuries. Although indigenous communities reacted to Spanish presence with significant acts of resistance and rebellion, they also turned to negotiation to deal with conflicts and ameliorate the consequences of colonial rule. This affected not only the development of legal systems in New Spain and Mexico but also the survival and continuation of traditional cultures. When the U.S. liberated the Philippines from Spanish rule in 1898, the exploit was hailed at home as a great moral victory, an instance of Uncle Sam freeing an oppressed country from colonial tyranny. Weaving the Past is the first comprehensive history of Latin America's indigenous women. While concentrating mainly on native women in Mesoamerica and the Andes, it also covers indigenous peoples in a variety of areas of South and Central America. Drawing on primary and secondary sources, it argues that change, not continuity, has been the norm for indigenous peoples whose resilience in the face of complex and long-term patterns of cultural change is due in no small part to the roles, actions, and agency of women.

McGann Memorial Prize, Rocky Mountain Council on Latin American Studies, 2004 Southwest Book Award, Border Regional Library Association, 2003 In their efforts to impose colonial rule on Nueva Vizcaya from the sixteenth century to the middle of the seventeenth, Spaniards established missions among the principal Indian groups of present-day eastern Sinaloa, northern Durango, and southern Chihuahua, Mexico—the Xiximes, Acaxees, Conchos, Tepehuanes, and Tarahumaras. Yet, when the colonial era ended two centuries later, only the Tepehuanes and Tarahumaras remained as distinct peoples, the other groups having disappeared or blended into the emerging mestizo culture of the northern frontier. Why were these two indigenous peoples able to maintain their group identity under conditions of conquest, while the others could not? In this book, Susan Deeds constructs authoritative ethnohistories of the Xiximes, Acaxees, Conchos, Tepehuanes, and Tarahumaras to explain why only two of the five groups successfully resisted Spanish conquest and colonization. Drawing on extensive research in colonial-era archives, Deeds provides a multifaceted analysis of each group's past from the time the Spaniards first attempted to settle them in missions up to the middle of the eighteenth century, when secular pressures had wrought momentous changes. Her masterful explanations of how ethnic identities, subsistence patterns, cultural beliefs, and gender relations were forged and changed over time on Mexico's northern frontier offer important new ways of understanding the struggle between resistance and adaptation in which Mexico's indigenous peoples are still engaged, five centuries after the "Spanish Conquest.
This book shows the influence of medieval musical manuscripts on the articulation of national identity in Enlightenment Spain. For the eighteenth century Jesuit Andrés Marcos Burriel (1719-1762) and his associate the calligrapher Francisco Palomares (1728-1796), the notation that preserved the music of the past was a central source in the study of history.
In order to study canal irrigation in the Valley of Oaxaca, archaeologist Susan H. Lees visited more than 20 villages in the region. She interviewed residents and photographed local water systems. In this volume, Lees analyzes the relationship between water control and local and state government; compares Oaxacan irrigation with that in other regions; and assesses the role of organized labor in the establishment and maintenance of an irrigation system.
After thirty years of military rule and state-sponsored violence, Guatemala reinstated civilian control and began rebuilding democratic institutions in 1986. Responding to these changes, Guatemalan women began organizing to gain an active role in the national body politic and restructure traditional relations of power and gender. This pioneering study examines the formation and evolution of the Guatemalan women's movement and assesses how it has been affected by, and has in turn affected, the forces of democratization and globalization that have transformed much of the developing world. Susan Berger pursues three hypotheses in her study of the women's movement. She argues that neoliberal democratization has led to the institutionalization of the women's movement and has encouraged it to turn from protest politics to policy work and to helping the state impose its neoliberal agenda. She also asserts that, while the influences of dominant global discourses are apparent, local definitions of femininity, sexuality, and gender equity and rights have been critical to shaping the form, content, and objectives of the women's movement in Guatemala. And she identifies a counter-discourse to globalization that is slowly emerging within the movement. Berger's findings vigorously reveal the manifold complexities that have attended the development of the Guatemalan women's movement.
A reading of contemporary women's fiction in Spanish America in which space, rather than time, is seen as the driver of the narrative. Space is critical to imaginative writing. This book offers an interdisciplinary framework for reading novels, and in particular women's fiction in Spanish America, with a focus on geoplot, on space rather than time as the narrative engine. Following the work of Lefebvre and Friedman, the author examines recent works by Spanish America's most visible women novelists - Angeles Mastretta [Mexico], Isabel Allende [Chile], Rosario Ferré [Puerto Rico], Sara Sefchovich [Mexico] and Laura Restrepo [Colombia] -and the ways in which their female protagonists challenge the spatial barriers erected by capitalist hegemony. Margins, borders, liminal spaces, the chora-space, and the body are emphasized as potential sites of transgression. The analysis identifies spatial negotiation as a mechanism both for cementing and for undermining authority, thus exposing the strategies through which literature constructs and represents power. The experiment with neoliberal market-oriented economic policy in Latin America, popularly known as the Washington Consensus, has run its course. With left-wing and populist regimes now in power in many countries, there is much debate about what direction economic policy should be taking, and there are those who believe that state-led development might be worth trying again. Susan Gauss’s study of the process by which Mexico transformed from a largely agrarian society into an urban, industrialized one in the two decades following the end of the Revolution is especially timely and may have lessons to offer to policy makers today. The image of a strong, centralized corporatist state led by the Partido Revolucionario Institucional (PRI) from the 1940s conceals what was actually a prolonged, messy process of debate and negotiation among the postrevolutionary state, labor, and regionally based industrial elites to define the nationalist project. Made in Mexico focuses on the distinctive nature of what happened in the four regions studied in detail: Guadalajara, Mexico City, Monterrey, and Puebla. It shows how industrialism enabled recalcitrant elites to maintain a regionally grounded preserve of local authority outside of formal ruling-party institutions, balancing the tensions among centralization, consolidation of growth, and Mexico’s deep legacies of regional authority.
American anthropologist Oscar Lewis secured permission from Fidel Castro to undertake three years of field research on cultural and economic change in Cuba in the decade after the victory of Castro’s M-26 Movement. This book delves into Lewis’ research goals, methods, the training and composition of his field team, and the difficulties of executing the plan in the political climate in Cuba at the time. The government’s reasons for early termination of the research agreement are enumerated and their many discrepancies and inconsistencies evaluated. In a compelling first-hand account of development assistance gone awry, Susan Walsh recounts how national, international, and multilateral organizations failed the Jalq'a people in the Bolivian Andes during the early millennium. Intent on assisting potato farmers, development organizations pushed for changes that ultimately served their own interests, paradoxically undermining local resilience and pushing farmers off their lands. Apart from collective memories of lived experiences, much of the modern world's historical sense comes from written sources stored in the archives of the world, and some scholars in the not-so-distant past have described unlettered civilizations as "peoples without history." In Praise of the Ancestors is a revisionist interpretation of early colonial accounts that reveal incongruities in accepted knowledge about three Native groups. Susan Elizabeth Ramírez reevaluates three case studies of oral traditions using positional inheritance--a system in which names and titles are inherited from one generation by another and thereby contribute to the formation of collective memories and a group identity. Ramírez begins by examining positional inheritance and perpetual kinship among the Kazembes in central Africa from the eighteenth to the mid-twentieth centuries. Next, her analysis moves to the Native groups of the Iroquois Confederation and their practice of using names to memorialize remarkable leaders in the seventeenth and eighteenth centuries. Finally, Ramírez surveys naming practices of the Andeans, based on sixteenth-century manuscript sources and later testimonies found in Spanish and Andean archives, questioning colonial narratives by documenting the use of this alternative system of memory perpetuation, which was initially unrecognized by the Spaniards. In the process of reexamining the histories of Native peoples on three continents, Ramírez broaches a wider issue: namely, understanding of the nature of knowledge as fundamental to understanding and evaluating the knowledge itself.

In Domesticating Democracy Susan Helen Ellison examines foreign-funded alternate dispute resolution (ADR) organizations that provide legal aid and conflict resolution to vulnerable citizens in El Alto, Bolivia. Advocates argue that these programs help residents cope with their interpersonal disputes and economic troubles while avoiding an overburdened legal system and cumbersome state bureaucracies. Ellison shows that ADR programs do more than that—they aim to change the ways Bolivians interact with the state and with global capitalism, making them into self-reliant citizens. ADR programs frequently encourage Bolivians to renounce confrontational expressions of discontent, turning away from courtrooms, physical violence, and street protest and coming to the negotiation table. Nevertheless, residents of El Alto find creative ways to take advantage of these micro-level resources while still seeking justice and a democratic system capable of redressing the structural violence and vulnerability that ADR fails to treat.
In this work Susan Socolow examines bureaucrats in early modern society by concentrating on those of Buenos Aires under the Bourbon reforms in the late colonial bureaucracy, Socolow studies the individuals who held positions in the colonial civil service—their recruitment, aspirations, job tenure, professional advancement, and economic position. The late eighteenth century was a critical time for the southernmost regions of Latin America, for in this period they became a separate political entity, the Viceroyalty of the Rio de la Plata. Socolow's work, part of a continuing study of the political, economic, and social elites of the emerging city of Buenos Aires, here considers the bureaucracy put into place by the Bourbon reforms. The author examines the professional and personal circumstances of all bureaucrats, from the high-ranking heads of agencies to the more lowly clerks, contrasting their expectations and their actual experiences. She pays particular attention to their recruitment, promotion, salary, and retirement, as well as their marriage and kinship relationships in the local society.

This volume examines the organization and ritual economy of a pre-Columbian chiefdom that developed in central Honduras over a 1,400-year period from 400 BC to AD 1000. Extremely applicable and broadly important to the archaeological studies of Mesoamerica, Ritual and Economy in a Pre-Columbian Chiefdom models the ritual organization of pre-Columbian societies across Honduras to expand the understanding of chiefdom societies in Central America and explore how these non-Maya societies developed and evolved. As part of the ritual economy, a large quantity of jade and marble artifacts were deposited as offerings in the ritual architecture of the El Cajón region’s central community of Salitrón Viejo. Over 2,800 of these high-value items were recovered from their original ritual contexts, making Salitrón Viejo one of the largest in situ collections of these materials ever recovered in the New World. These materials are well dated and tremendously varied and provide a cross-section of all jade-carving lapidary traditions in use across eastern Mesoamerica between AD 250 and 350. Caspicara was the most renowned sculptor of the eighteenth-century Andean world. Yet many works that are attributed to this Indigenous artist cannot be firmly documented as he is nearly absent in traditional archival records. Susan Webster seeks to analyze not only the visual imagery and material culture of his many works, but she also seeks to lay the foundation for understanding how scholars can revive the life and records of artists and other historical figures--many of whom were Indigenous in this period--with different methodologies. By cultivating artistic theory, popular religious devotion, and specific styles of sculpture, Webster's examination of the labor and workshop practices of this period contextualize the extensive commercial networks that existed within Quito and emanated beyond it. Webster explores the reason why authors constructed an almost completely fictional life story and canon for this artist that continued for two centuries, how this story fueled the agendas and goals of these authors in melding the colonial past with a newly independent country that could measure itself against western European culture, and as a potent story for tourists. She then considers the ways in which Caspicara's work was at the center of debates of sculpture versus painting in Quito. These debates and their development in the city also add context to notions of authorship, and how it was documented (or not). The violence and economic devastation of the 1980–1992 civil war in El Salvador drove as many as one million Salvadorans to enter the United States, frequently without authorization. In Nations of Emigrants, the legal anthropologist Susan Bibler Coutin analyzes the case of emigration from El Salvador to the United States to consider how current forms of migration challenge conventional understandings of borders, citizenship, and migration itself. Interviews with policymakers and activists in El Salvador and the United States are juxtaposed with Salvadoran emigrants' accounts of their journeys to the United States, their lives in this country, and, in some cases, their removal to El Salvador. These interviews and accounts illustrate the dilemmas that migration creates for nation-states as well as the difficulties for individuals who must live simultaneously within and outside the legal systems of two countries. During the 1980s, U.S. officials generally regarded these migrants as economic immigrants who deserved to be deported, rather than as political refugees who merited asylum. By the 1990s, these Salvadorans were made eligible for legal permanent residency, at least in part due to the lives that they had created in the United States. Remarkably, this redefinition occurred during a period when more restrictive immigration policies were being adopted by the U.S. government. At the same time, Salvadorans in the United States, who send relatives more than $3 billion in remittances annually, have become a focus of policymaking in El Salvador and are considered key to its future.
