The Intermodal Surface Transportation Efficiency Act of 1991 required states to develop and implement 6 systems for managing highway pavement, bridges, highway safety, traffic congestion, public transportation facilities and equipment, and intermodal transportation facilities and systems. In 1995, the National Highway System Designation Act made the systems optional. This report identifies: the status of the states' development and implementation of the transportation management systems; how the states expect to use the systems; and the factors that have facilitated or hindered the development and implementation of the systems.

In these, female voices speak out, commenting on their daily lives, on identity, gender, status, familial relationships and social engagement. Wills show women to have been active participants in a civil society, well aware of their personal authority and potential influence, whose committed actions during life and charitable strategies after death could and did impact the health of that society. From an intensive analysis of more than 1200 wills, this pioneering work focuses on women from all parts of the country and all strata of society, revealing an entire population of articulate, opportunistic, and capable individuals who found the spaces between the lines of the law and used those spaces to achieve personal goals. Author Susan James demonstrates how wills describe strategies for end-of-life care, create platforms of remembrance, and offer insights into the myriad occupational endeavors in which women were engaged. James illuminates how these documents were not simply instruments of bequest and inheritance, but were statements of power and control, catalogues of material culture from which we are able to gauge a woman’s understanding of her own reality and the context that formed her environment. For her time, Mira Lloyd Dock was an exceptional woman: a university-trained botanist, lecturer, women’s club leader, activist in the City Beautiful movement, and public official—the first woman to be appointed to Pennsylvania’s state government. This book is written by a philosopher for other philosophers and for that section of the reading public who buy in large quantities and, no doubt, devour with great earnestness the popular books written by scientists for their enlightenment. We common readers, to adapt a phrase from Samuel Johnson, are fitted neither to criticize physical theories not to decide what precisely are their implications. We are dependent upon the scientists for an exposition of those developments which – so we find them proclaiming – have important and far-reaching consequences for philosophy. Unfortunately, however, our popular expositors do not always serve us very well. The two who are most widely read in this country are Sir Arthur Eddington and Sir James Jeans. They are not always reliable guides. Their influence has been considerable upon the reading public, upon theologians, and upon preachers; they have even misled philosopher who should have known better. Accordingly, it has seemed to me to be worth while to examine in some detail the philosophical views that they have put forth and to criticize the grounds upon which these views are based.
