The New Starts program is an important source of new capital investment in mass transportation. To be eligible for fed. funding, a project must advance through the different project development phases of the New Starts program, including alternatives analysis, preliminary engineering, and final design. The Fed. Transit Admin. (FTA) evaluates projects as a condition for advancement into each project development phase of the program. FTA has acted recently to streamline the process. This report discusses the: (1) Time it has generally taken for projects to move through the New Starts process and what Congress and FTA have done to expedite the process; and (2) Options that exist to expedite the process. To reduce the number of crashes involving commercial motor carriers, the Federal Motor Carrier Safety Admin. (FMCSA) orders unsafe carriers out of service. To help keep these carriers off the road, FMCSA's voluntary Performance and Registration Info. Systems Management (PRISM) grant program helps states establish info. systems connections between state vehicle registration and FMCSA's safety databases. These connections provide states with up-to-date info. on carriers' safety status when carriers try to register or renew registrations with the state. This report examined: (1) PRISM's effectiveness; and (2) the potential to fully implement the program nationally. Charts and tables.
Federal and other decision makers have had a renewed interest in how high speed rail (HSR) might fit into the national transport. system and address increasing mobility constraints on highways and at airports due to congestion. This report reviews: (1) the factors affecting the economic viability-- meaning whether total social benefits offset or justify total social costs -- of HSR projects, incl. difficulties in determining the economic viability of proposed projects; (2) the challenges in developing and financing HSR systems; and (3) the federal role in the potential development of U.S. HSR systems. In 2010, auto manufacturers recalled more vehicles than any other year, according to the Nat. Highway Traffic Safety Admin. (NHTSA), the federal oversight authority for vehicle recalls. However, many recalled vehicles are never fixed, posing a risk to vehicle operators, other drivers, and pedestrians. After the recent recalls of Toyota vehicles, Congress raised questions about the auto safety defect recall process, including the sufficiency of NHTSA's oversight authorities and whether vehicle owners are being effectively motivated to comply with recalls. This report reviewed laws and documents and interviewed NHTSA and stakeholders about the (1) extent of NHTSA's role in the recall process, and how its authorities compare to selected federal and foreign agencies that oversee recalls; (2) benefits and challenges of the recall process for NHTSA and manufacturers; and (3) options for improving the recall process. The U.S. transportation sector relies almost exclusively on oil; as a result, it causes about a third of the nation's greenhouse gas emissions. Advanced technology vehicles powered by alternative fuels, such as electricity and ethanol, are one way to reduce oil consumption. The fed. gov¿t. set a goal for fed. agencies to use plug-in hybrid electric vehicles -- vehicles that run on both gasoline and batteries charged by connecting a plug into an electric power source -- as they become available at a reasonable cost. This report examined the: (1) potential benefits of plug-ins; (2) factors affecting the availability of plug-ins; and (3) challenges to incorporating plug-ins into the fed. fleet. Illustrations.
The American Recovery and Reinvestment Act of 2009 (Recovery Act) appropriated $8 billion for high and conventional speed passenger rail. The Federal Railroad Administration (FRA) was responsible for soliciting applications, evaluating them to determine program eligibility and technical merits, and selecting awards, which were announced in January 2010. This report examines the extent to which FRA: (1) applied its established criteria to select projects; (2) followed recommended practices for awarding discretionary grants; and (3) communicated outcomes to the public, compared with selected other Recovery Act competitive grant programs. The American Recovery and Reinvestment Act (Recovery Act) and subsequent appropriations have dramatically increased federal funds available for high speed intercity passenger rail from $120 million in FY 2008 and FY 2009 combined to $10.5 billion available in FY 2010. Other issues, such as developing industry capacity to supply rail equipment and fostering multiyear public support for such systems must be resolved. This report reviewed: (1) how states started or improved passenger rail services in the recent past; (2) rail industry plans to accommodate the increased passenger rail investments; and (3) Federal Railroad Admin. plans to oversee the use of federal intercity passenger rail funds. The Intermodal Surface Transportation Efficiency Act of 1991 required states to develop and implement 6 systems for managing highway pavement, bridges, highway safety, traffic congestion, public transportation facilities and equipment, and intermodal transportation facilities and systems. In 1995, the National Highway System Designation Act made the systems optional. This report identifies: the status of the states' development and implementation of the transportation management systems; how the states expect to use the systems; and the factors that have facilitated or hindered the development and implementation of the systems.
On April 20, 2010, an explosion at the mobile offshore drilling unit Deepwater Horizon resulted in a massive oil spill in the Gulf of Mexico. The spill's total cost is unknown, but may result in considerable costs to the private sector, as well as federal, state, and local governments. The Oil Pollution Act of 1990 (OPA) set up a system that places the liability -- up to specified limits -- on the responsible party. The Oil Spill Liability Trust Fund (Fund), administered by the Coast Guard, pays for costs not paid for by the responsible party. This testimony focuses on: (1) how oil spills are paid for; (2) the factors that affect major oil spill costs; and (3) implications of major oil spill costs for the Fund. Charts and tables.
In May 2010, the Fed. Motor Carrier Safety Admin. (FMCSA) alerted the congressional Subcommittees on Transportation, Housing and Urban Development and Related Agencies that it might have violated statutory restrictions when obligating funds to states for its Commercial Vehicle Information Systems and Networks (CVISN) program. CVISN awards grants to state offices to support improved IT exchanges between government agencies and the motor carrier industry to enhance motor carrier safety and other efforts. In 2005, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) provided $25 million annually in contract authority and established funding restrictions for CVISN awards. FMCSA temporarily shut down the CVISN program in May 2010 to determine whether it violated funding restrictions and to prevent exacerbating any problems; it has not determined when it will restart the program. This report addresses (1) whether FMCSA complied with statutory requirements when awarding CVISN grants to states and (2) actions that the agency is taking to manage the award of CVISN grants effectively. In 2003, the ACRP was authorized to conduct applied research to help airport operators solve shared challenges that are not addressed by other federal research. A detailed study of changing patterns of consumption, showing how these related to wider political, social and economic developments. This book, based on extensive original research, argues that everyday Irish consumption underwent major changes in the 16th century. The book considers the changing nature of imported goods in relation especially to two major activities of daily living: dress and diet. It integrates quantitative data on imports with qualitative sources, including wills, archaeological and pictorial evidence, and contemporary literature and legislation. It shows that changes in Irish consumption mirrored changes occurring in England and across Europe and that they were a function of broader developments in the Irish economy, including the increasing participation of Irish merchants in European markets. The book also discusses how consumption was related to wider political, economic and cultural developments in Ireland, showing how the acquisition and interpretation of material goods were key factors in the mediation of political and social boundaries in a semi-colonised and contested society. Susan Flavin completed her doctorate in early modern history at the University of Bristol.
