The core structure of the regulatory regime for international civil aviation (the ‘Chicago System’) is inter–national. The features of the Chicago System were designed in an era when the world’s airlines were State–owned, and the most pressing international concerns were for navigation and safety regulation. Economic liberalization and intense globalization since the Second World War have impacted on the industry; today, it is global. This book observes the developing governance of global aviation, taking into account the concepts of sovereignty, jurisdiction and territoriality, and the proliferation of actors and participants as partners in a global public policy network, to posit that an upgraded system of global governance for civil aviation helps to explain the emerging complex landscape for global governance of civil aviation. As evidence of the emerging, complex matrix of governance of global aviation, this book identifies and reviews a selection of contemporary, transnational economic and environmental challenges facing the globalized aviation sector, e.g. fair competition safeguards, consumer protection, noise pollution and greenhouse gas emissions, and the respective ‘legal’ and policy actions taken at national level (United Arab Emirates, Qatar and People’s Republic of China), regional level (the European Union) and international level (UN Framework Convention on Climate Change and International Civil Aviation Organization). The book concludes that economic and environmental regulation of international aviation, designed for an inter–national world of yesterday, evolves into global governance of aviation, which is more suited for today’s global world. Substance use disorders continue to be a major health concern in the United States and worldwide, although their causes and effective treatments remain elusive. Research in this area has expanded dramatically over the past two decades and provided insights into psychobiological, behavioral, and genetic factors that contribute to the onset and maintenance of substance use disorders and associated neuropsychological abnormalities. This research has provided a strong empirical foundation that has direct implications for clinical neuropsychological practice and created a need to provide the practitioner with a cogent and up-to-date summary of current developments, which is the goal of this volume. Chapters in this volume are organized into three sections that are designed to provide a translational overview of basic research and treatment findings regarding addictions, neuropsychological and neurological sequalae of the most common substances of abuse, and consideration of special issues that might confound interpretation of neuropsychological test results. Section I provides an overview of addictions, including diagnoses based on the DSM-IV, as well as the most current conceptualizations of addiction from psychobiological, genetic, and behavioral and no economics perspectives, providing the reader with a broad evidence-based conceptual framework. Section II reviews the most common substances of abuse including coverage of structural and functional neuroimaging findings, epidemiological evidence, and neuropsychological sequelae. Substances included in this section represent the most commonly encountered drugs of abuse. Section III includes coverage of the number of special topics, including specific issues related to psychiatric, medical, and neurological comorbidities. Topics included in this section represent areas of common concerns faced by clinical neuropsychologists in the interpretation and application of neuropsychological test results.

For almost four decades these key issues have competed for public attention with health care, war, terrorism, and the growing inequity between the incomes of the middle classes and those of corporate America. The authors examine several contemporary issues and trace the increasing polarization in Congress. They examine whether abortion, defense and welfare spending, and taxes are uniquely polarizing or, rather, models of a more general pattern of increasing ideological division in the U.S. Congress. By examining the impact of religion on these key issues the authors effectively address the question of how the various religious denominations have shaped the House and Senate. Throughout the book they draw on key roll call votes, survey data, and extensive background research to argue that the political ideologies of both parties have become grounded in distinctive religious visions of the good society, in turn influencing the voting patterns of elected officials.

It tells the story of how Flint's local institutions and citizens interpret and rationalize their city's massive auto-industry job loss and consequent decline, and it relates these interpretations to statewide, national, and international forces that led to the deindustrialization. Using a critical-theory approach, Dandaneau reveals the futility of Flint's efforts to confront essentially global problems and moreover depicts the disturbing conceptual and cultural distortions that result from its sustained powerlessness. Dandaneau shows that all policy solutions to Flint's problems were in essence public relations solutions, and he gives a moving portrayal of the consequences for local communities of the internationalization of American business.
