Traffic stops are the most common contact between police officers and the public. Rulings by the United States Supreme Court provide police officers wide discretion in selecting which drivers and vehicles to search. Previous research using data from departments around the country finds racial and ethnic disparities in the decision to search. Using data collected by police officers in Minneapolis for the calendar year 2002, this study examines different explanations for racial and ethnic disparities. Traffic stop data is combined with reported crime and census data using ArcView mapping software. The study uses multivariate techniques to explore the relationship between situational, neighborhood, and individual characteristics and the decision to search, the reason for searches, and the disposition of traffic stops. After accounting for arrests, crime rates and neighborhood economic characteristics, this study finds African American and Hispanic drivers have a greater likelihood of being searched during traffic stops. Previous research uses the reason for the search to determine the level of discretion available to officers. This study finds disparities between the reasons given for searches and dispositions. Traffic stops involving African American drivers have a greater likelihood of the reason-disposition disparity. These findings suggest the presence of contextual discrimination.
