New Insights into ECCU's Tourism Sector Competitiveness

Tourism has become the main driver of economic growth and employment and the most important source of income in the ECCU. Preserving and, possibly, enhancing the competitiveness of the tourism product is key for these countries. Unfortunately, the evidence shows that tourism arrivals to the ECCU have been declining slightly while global demand for tourism is on the rise. The objective of this paper is to study the structural determinants of competitiveness for the ECCU, defined as the relative cost advantage over other touristic regions (Di Bella, Lewis, and Martin 2007). Using a gravity model, we show that proximity to North American and European markets is indeed an important competitive advantage for the ECCU. However, despite this advantage, and, in some cases, specialization in high-end tourism, regression analysis shows that arrivals to the ECCU are sensitive to relative prices. Our simulations show that mitigating supply-side constraints would improve the ECCU’s competitiveness and allow the region to regain global market shares.

We study the growth determinants in the Eastern Caribbean Currency Union (ECCU), using the Growth at Risk (GaR) framework with a focus on financial variables. We find that excessive bank credit growth is associated with lower future real GDP growth in the medium term especially on the low quantiles of growth distribution. Moreover, worsening of both global financial conditions and external conditions are associated with lower future growth in the short term, especially at the high quantiles of growth distribution. Country-specific results are broadly in line with ECCU-wide results, with some variation potentially due to the strong Citizenship-By-Investment program inflows and lack of credit union data. The establishment of a macroprudential framework in the ECCU would need to pay close attention to credit growth not only of banks but also credit unions and continue to monitor global and external conditions.

We show that the response of firm-level investment to real exchange rate movements varies depending on the production structure of the economy. Firms in advanced economies and in emerging Asia increase investment when the domestic currency weakens, in line with the traditional Mundell-Fleming model. However, in other emerging market and developing economies, as well as some advanced economies with a low degree of structural economic complexity, corporate investment increases when the domestic currency strengthens. This result is consistent with Diaz Alejandro (1963)—in economies where capital goods are mostly imported, a stronger real exchange rate reduces investment costs for domestic firms.

We estimate the determinants of disagreement about future inflation in a large and diverse sample of countries, focusing on the role of monetary policy frameworks. We offer novel insights that allow us to reconcile mixed findings in the literature on the benefits of inflation targeting regimes and central bank transparency. The reduction in disagreement that follows the adoption of inflation targeting is entirely due to increased central bank transparency. Since the benefits of increased transparency are non-linear, the gains from inflation targeting adoption have accrued mainly to countries that started from a low level of transparency. These have tended to be developing countries.

Reckoning with Pinochet is the first comprehensive account of how Chile came to terms with General Augusto Pinochet’s legacy of human rights atrocities. An icon among Latin America’s “dirty war” dictators, Pinochet had ruled with extreme violence while building a loyal social base. Hero to some and criminal to others, the general cast a long shadow over Chile’s future. Steve J. Stern recounts the full history of Chile’s democratic reckoning, from the negotiations in 1989 to chart a post-dictatorship transition; through Pinochet’s arrest in London in 1998; the thirtieth anniversary, in 2003, of the coup that overthrew President Salvador Allende; and Pinochet’s death in 2006. He shows how transnational events and networks shaped Chile’s battles over memory, and how the Chilean case contributed to shifts in the world culture of human rights. Stern’s analysis integrates policymaking by elites, grassroots efforts by human rights victims and activists, and inside accounts of the truth commissions and courts where top-down and bottom-up initiatives met. Interpreting solemn presidential speeches, raucous street protests, interviews, journalism, humor, cinema, and other sources, he describes the slow, imperfect, but surprisingly forceful advance of efforts to revive democratic values through public memory struggles, despite the power still wielded by the military and a conservative social base including the investor class. Over time, resourceful civil-society activists and select state actors won hard-fought, if limited, gains. As a result, Chileans were able to face the unwelcome past more honestly, launch the world’s first truth commission to examine torture, ensnare high-level perpetrators in the web of criminal justice, and build a public culture of human rights. Shipwreck Modernity engages early modern representations of maritime disaster in order to describe the global experience of ecological crisis. In the wet chaos of catastrophe, sailors sought temporary security as their worlds were turned upside down. Similarly, writers, poets, and other thinkers searched for stability amid the cultural shifts that resulted from global expansion. The ancient master plot of shipwreck provided a literary language for their dislocation and uncertainty. Steve Mentz identifies three paradigms that expose the cultural meanings of shipwreck in historical and imaginative texts from the mid-sixteenth through the early eighteenth centuries: wet globalization, blue ecology, and shipwreck modernity. The years during which the English nation and its emerging colonies began to define themselves through oceangoing expansion were also a time when maritime disaster occupied sailors, poets, playwrights, sermon makers, and many others. Through coming to terms with shipwreck, these figures adapted to disruptive change. Traces of shipwreck ecology appear in canonical literature from Shakespeare to Donne to Defoe and also in sermons, tales of survival, amateur poetry, and the diaries of seventeenth-century English sailors. The isolated islands of Bermuda and the perils of divine anger hold central places. Modern sailor-poets including Herman Melville serve as valuable touchstones in the effort to parse the reality and understandings of global shipwreck. Offering the first ecocritical account of early modern shipwreck narratives, Shipwreck Modernity reveals the surprisingly modern truths to be found in these early stories of ecological collapse.

King George’s Army: British Regiments and the Men who Led Them 1793–1815 will contain five volumes, with coverage given to cavalry regiments (Volume 1), infantry regiments (Volumes 2–4), and Ordnance and other regiments (Volume 5). It is the natural extension to the web series of the same name by the same author which existed one Napoleon Series from 2009 until 2019, but greatly expanded to include substantially more biographical information including biographies of leading political gures concerned with the administration of the army as well as commanders in chief of all major commands. Volume 1 covers in great detail the cavalry regiments that comprised the army of King George III for the period of the Great War with France, and the men who commanded them. Regimental data provided includes shortform regimental lineages, service locations and dispositions for the era, battle honors won, tables of authorized establishments, demographics of the field officer cohorts and of the men. But the book is essentially concerned with the field officers, the lieutenant colonels and majors who commanded the regiments, and Volume 1 alone contains over 1,000 mini-biographies of men who commanded the regiments, including their dates of birth and death, parentage, education, career (including political), awards and honors, and places of residence. Volumes 2 to 5 will extend the coverage to ultimately record over 4,500 biographies across more than 200 regiments. These biographies will show the regimental system in action, officers routinely transferring between regiments for advancement or opportunity, captains who were also (brevet) colonels, many who retired early, some who stayed the distance to become major generals and beyond. Where it has been possible to accurately ascertain, advancement by purchase, exchange or promotion has also been noted. Readers with military ancestors will no doubt find much of interest within, and the author hopes that the work will allow readers to break down a few ‘brick walls’; either through connecting to the officers recorded, or through an understanding of the movements of the regiments around the world, or from the volunteering patterns of the militia regiments into the regular army. Encyclopedic in scope, and aimed to be a lasting source of reference material for the British army that fought the French Revolution and Napoleon between 1793 and 1815, King George’s Army: British Regiments and the Men who Led Them will be a necessary addition to every military and family history library for years to come.

Glaucoma is a group of disorders characterised by an abnormally high intraocular pressure (IOP), which can damage the optic nerve and lead to blindness. Glaucoma occurs in several forms: chronic open-angle (primary), acute angle-closure, congenital (inherited as an autosomal recessive trait), and secondary to other causes. Chronic open-ended glaucoma constitutes about 90% of the instances of glaucoma and is frequently familial in nature. Congenital glaucoma can be triggered by varicella, mumps, parvovirus, HIV and herpes among others. Secondary glaucoma can result from trauma and drugs such as steroids. This new book includes within its scope the prevention, pathogenesis, etiology, diagnosis and treatment of glaucoma. International research efforts are reported.
