In today's information age, the coexistence of nuclear weapons with advanced conventional weapons and information-based concepts of warfare is a military contradiction. Nuclear deterrence was initially predicated on geopolitical, military, and technical assumptions. These were based on Cold War politics, rational deterrence theory, the concept of mutual vulnerability, and the fact that information and technology diffusion were limited. Today, however, far from being obsolete, nuclear and other weapons of mass destruction have not only survived, but have become weapons for states that face security threats, including perceived threats of nuclear blackmail, or expectation of conflicts. This study focuses on this unplanned coexistence of two distinct arts of war, including the possibility that states like the U.S. may be held hostage to nuclear blackmail by "outlier" regimes or terrorists, such as North Korea. It shows that restricting nuclear proliferation should still be on the agenda of policymakers, and calls for a revitalized global nonproliferation regime. This unique survey by a leading expert will appeal to anyone interested in arms control, nuclear proliferation, and defense policy.

Since the 1930s, appeasement has been labeled as a futile and possibly dangerous policy. In this landmark study, Stephen Rock seeks to restore appeasement to its proper place as a legitimate—and potentially successful—diplomatic strategy. Appeasement was discredited by Neville Chamberlain's disastrous attempt to satisfy Adolf Hitler's territorial ambitions and avoid war in 1938. Rock argues, however, that there is very little evidence to support the belief that dissatisfied states and their leaders cannot be appeased or that appeasement undermines a state's credibility in later attempts at deterrence. Rock looks at five case studies from the past 100 years, revealing under what conditions appeasement can achieve its goals. From British appeasement of the United States near the beginning of the twentieth century to American conciliation of North Korea in the early 1990s, Rock concludes that appeasement succeeds or fails depending on the nature of the adversary, the nature of the inducements used on the antagonist, and the existence of other incentives for the adversary to acquiesce. Appeasement in International Politics suggests the type of appeasement strategy most appropriate for various situations. The options range from pure inducements, reciprocity, to a mixture of inducements and threats. In addition to this theoretical framework, Rock's explicit comparison of appeasement and deterrence offers important guidelines for policymakers on when and how to implement a strategy of appeasement. At a time when the strategy of engagement plays an increasingly central—and controversial—role in U.S. foreign policy, Appeasement in International Politics reestablishes the long-discredited use of inducements as an effective means of preventing conflict.

Nuclear weapons are here to stay. They have survived into the twenty-first century as instruments of influence for the US, Russia, and other major military powers. But, unlike the Cold War era, future nuclear forces will be developed and deployed within a digital-driven world of enhanced conventional weapons. As such, established nuclear powers will have smaller numbers of nuclear weapons for the purpose of deterrence working in parallel with smarter conventional weapons and elite military personnel. The challenge is to agree proportional reductions in nuclear inventories or abstinence requiring an effective nonproliferation regime to contain aspiring or threshold nuclear weapons states. This is the most comprehensive view of nuclear weapons policy and strategy currently available. The author’s division of the nuclear issue into the three ages is a never seen before analytical construct. With President Obama reelected, the reduction and even elimination of nuclear weapons will now rise to the top of the agenda once more. Moreover, given the likelihood of reductions in US defense spending, the subject of the triad, which is covered in Chapter One, will no doubt be an important subject of debate, as will the issue of missile defense, covered in Chapter 10. Hood identifies more than three hundred former Confederate soldiers, sailors, and government officials who reintegrated into American society and attained positions of authority and influence in the federal government, the United States military, academia, science, commerce, and industry. Their contributions had a long-lasting and positive influence on the country we have today. For example, ten postwar presidents appointed former Confederates as Supreme Court justices, secretaries of the U.S. Navy, attorneys general, and a secretary of the interior. Dozens of former Southern soldiers were named U.S. ambassadors and consuls, and eight were appointed generals who commanded troops during the Spanish-American War. Former Confederates were elected mayors of such unlikely cities as Los Angeles, Minneapolis, and Santa Fe, and served as governors of multiple non-Confederate states and territories. Ex-Southern soldiers became presidents of professional societies including the American Bar Association and the American Medical Association, to name only a few. Others paved the way in science and engineering by leading the American Society of Civil Engineers, the American Chemical Society, the American Association for the Advancement of Science, and the Geological Society of America. One former Confederate co-founded the environmental preservation group Sierra Club, and another was president of the Society for Classical Studies. Former soldiers in gray founded or co-founded many colleges and universities—some exclusively for women and newly freed African-Americans. Other former Rebels served as presidents of prominent institutions, including the University of California, Berkeley, and taught at universities outside the South including Harvard, Yale, the University of Wisconsin-Madison, Johns Hopkins, and Amherst College. Several others served on the governing boards of the United States Military Academy at West Point and the United States Naval Academy at Annapolis. Every reader of Patriots Twice has benefited from the post-Civil War reconciliation when former combatants put down their swords, picked up their plowshares, and accepted the invaluable contributions of these (and thousands of other) former Confederates. The men who carried the bayonets found common cause and moved on together. This is an important concept everyone should—no, must—embrace to keep America united, strong, and free.
