The Artful Species explores the idea that our aesthetic responses and art behaviors are connected to our evolved human nature. Our humanoid forerunners displayed aesthetic sensibilities hundreds of thousands of years ago and the art standing of prehistoric cave paintings is virtually uncontested. In Part One, Stephen Davies analyses the key concepts of the aesthetic, art, and evolution, and explores how they might be related. He considers a range of issues, including whether animals have aesthetic tastes and whether art is not only universal but cross-culturally comprehensible. Part Two examines the many aesthetic interests humans take in animals and how these reflect our biological interests, and the idea that our environmental and landscape preferences are rooted in the experiences of our distant ancestors. In considering the controversial subject of human beauty, evolutionary psychologists have traditionally focused on female physical attractiveness in the context of mate selection, but Davies presents a broader view which decouples human beauty from mate choice and explains why it goes more with social performance and self-presentation. Part Three asks if the arts, together or singly, are biological adaptations, incidental byproducts of nonart adaptations, or so removed from biology that they rate as purely cultural technologies. Davies does not conclusively support any one of the many positions considered here, but argues that there are grounds, nevertheless, for seeing art as part of human nature. Art serves as a powerful and complex signal of human fitness, and so cannot be incidental to biology. Indeed, aesthetic responses and art behaviors are the touchstones of our humanity.

No-fault automobile-insurance regimes were the culmination of decades of dissatisfaction with the use of the traditional tort system for compensating victims of automobile accidents. They promised quicker, fairer, less-contentious, and, it was hoped, less-expensive resolution of automobile-accident injuries. This monograph considers how these plans have fared. After reviewing the intellectual and political history of no-fault auto insurance, the monograph concludes that no-fault lost political popularity because of the perception that it did not deliver the promised consumer premium cost reductions. Analysis of data from a variety of sources confirms this view, demonstrating that premiums and claim costs have become substantially larger in no-fault states than in other states over time. These cost increases can be traced to a variety of factors, including growth in excess claiming in no-fault states and convergence between no-fault and tort states in litigation patterns and noneconomic-damage payments. However, the primary driver of no-fault's cost growth has been high medical costs. The extent to which these additional costs represent augmented utilization of medical services rather than cost shifting from the medical insurance system to the automobile insurance system remains unclear." --Back cover.

The Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA) requires that debtors filing for bankruptcy whose monthly income exceeds the median income for their household size in their state use the IRS expense standards rather than their current expenses to calculate their monthly disposable income (MDI). This report assesses this new requirement's effects on debtors and the courts.
The pending expiration of the Terrorism Risk Insurance Act (TRIA) of 2002 is the impetus for this assessment of how TRIA redistributes terrorism losses. The authors find that the role of taxpayers is expected to be minimal in all but very rare cases and that, even with TRIA in place, a high fraction of losses would go uninsured in each of the attack scenarios examined.
The Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA) limited the types and quantities of exempt household goods on which debtors could avoid certain liens. Part of the motivation for these changes was a perception that debtors were using their household goods as collateral to obtain loans that they never intended to repay. The Executive Office for U.S. Trustees (EOUST) asked the RAND Corporation to analyze the similarities and differences in the amounts and types of loans secured by debtors' household goods reported in bankruptcy cases filed before and after BAPCPA. RAND found no changes in debtor or creditor behavior due to the new definition of household goods. Some interview participants noted that it may be too early to tell whether debtors are changing their practices related to this issue.
