We talk not only of enjoying music, but of understanding it. Music is often taken to have expressive import--and in that sense to have meaning. But what does music mean, and how does it mean? Stephen Davies addresses these questions in this sophisticated and knowledgeable overview of current theories in the philosophy of music. Reviewing and criticizing the aesthetic positions of recent years, he offers a spirited explanation of his own position. Davies considers and rejects in turn the positions that music describes (like language), or depicts (like pictures), or symbolizes (in a distinctive fashion) emotions. Similarly, he resists the idea that music's expressiveness is to be explained solely as the composer's self-expression, or in terms of its power to evoke a response from the audience. Music's ability to describe emotions, he believes, is located within the music itself; it presents the aural appearance of what he calls emotion characteristics. The expressive power of music awakens emotions in the listener, and music is valued for this power although the responses are sometimes ones of sadness. Davies shows that appreciation and understanding may require more than recognition of and reaction to music's expressive character, but need not depend on formal musicological training.

The IMF is a purposive actor in world politics, primarily driven by a set of homogenous economic ideas, Stephen C. Nelson suggests, and its professional staff emerged from an insular set of American-trained economists. The IMF treats countries differently depending on whether that staff trusts the country's top officials; that trust in turn depends on the educational credentials of the policy team that Fund officials face across the negotiating table. Intellectual differences thus lead to lasting economic effects for the citizens of countries seeking IMF support.Based on deep archival research in IMF archives and personnel files, Nelson argues that the IMF has been the Johnny Appleseed of neoliberalism: neoliberal policymakers sprout and take root in countries that have spent recent decades living under the Fund’s conditional lending arrangements. Nelson supports his argument through quantitative measures and illustrates the dynamics of relations between the Fund and client countries in a detailed examination of newly available archives of four periods in Argentina’s long and often bitter relations with the IMF. The Currency of Confidence ends with Nelson’s examination of how the IMF emerged from the global financial crisis as an unexpected victor.
How are alliances made? In this book, Stephen M. Walt makes a significant contribution to this topic, surveying theories of the origins of international alliances and identifying the most important causes of security cooperation between states. In addition, he proposes a fundamental change in the present conceptions of alliance systems. Contrary to traditional balance-of-power theories, Walt shows that states form alliances not simply to balance power but in order to balance threats. Walt begins by outlining five general hypotheses about the causes of alliances. Drawing upon diplomatic history and a detailed study of alliance formation in the Middle East between 1955 and 1979, he demonstrates that states are more likely to join together against threats than they are to ally themselves with threatening powers. Walt also examines the impact of ideology on alliance preferences and the role of foreign aid and transnational penetration. His analysis show, however, that these motives for alignment are relatively less important. In his conclusion, he examines the implications of "balance of threat" for U.S. foreign policy.
Despite writing about himself extensively and repeatedly, John Milton, the archetypal Puritan author, resolutely avoids the obligatory Augustinian narrative of sinfulness, conviction of sin, reception of the Word, regeneration of the spirit, and sanctification. The doctrine of fall, grace, and regeneration, so well illustrated in Paradise Lost, has no discernible effect on Milton's overt self-representations. Exploring this anomaly in his new book, Stephen M. Fallon contends that Milton, despite his deep engagement with theology, is not a religious writer. Why, Fallon asks, does Milton write about himself so compulsively? Why does he substitute, for the otherwise universal theological script, a story of precocious and continued virtue, even, it seems, a narrative of sinlessness? What pressures does this decision to reject the standard narrative exert on his work? In Milton's Peculiar Grace, Fallon argues that Milton writes about himself to gain immortality, secure authority for his arguments, and exert control over his readers' interpretations. He traces the return of the repressed narrative of fallenness in the author's unacknowledged and displaced self-representations, which in turn account for much of the power of the late poems. Fallon's book, based on close readings of Milton's "self-constructions" in prose and poetry throughout his career, provides a new view of Milton's life and his importance for contemporary literary theory-in particular for continued questions about authorial intention.

Banking on Growth Models contends that China's rapid economic rise from the late 1970s to today has been built on and shaped by a highly politicized and inefficient bank-centric financial system. In recent years anthropologists have focused on informal, unfree, and other nonnormative labor arrangements and labeled them as "noncapitalist." In Along the Integral Margin, Stephen Campbell pushes back against this idea and shows that these labor arrangements are, in fact, important aspects of capitalist development and that the erroneous "noncapitalist" label contributes to obscuring current capitalist relations. Through powerful, intimate ethnographic narratives of the lives and struggles of residents of a squatter settlement in Myanmar, Campbell challenges narrow conceptions of capitalism and asserts that nonnormative labor is not marginal but rather centrally important to Myanmar's economic development. A shift in the global balance of power away from the United States further undermines the foundations on which the global human rights regime is based. American decline exposes the contradictions, hypocrisies and weaknesses behind the attempt to enforce this regime around the world and opens the way for resurgent religious and sovereign actors to challenge human rights. Historically, Hopgood writes, universal humanist norms inspired a sense of secular religiosity among the new middle classes of a rapidly modernizing Europe. Human rights were the product of a particular worldview (Western European and Christian) and specific historical moments (humanitarianism in the nineteenth century, the aftermath of the Holocaust). They were an antidote to a troubling contradiction—the coexistence of a belief in progress with horrifying violence and growing inequality. The obsolescence of that founding purpose in the modern globalized world has, Hopgood asserts, transformed the institutions created to perform it, such as the International Committee of the Red Cross and recently the International Criminal Court, into self-perpetuating structures of intermittent power and authority that mask their lack of democratic legitimacy and systematic ineffectiveness. At their best, they provide relief in extraordinary situations of great distress; otherwise they are serving up a mixture of false hope and unaccountability sustained by "human rights" as a global brand. The Endtimes of Human Rights is sure to be controversial. Hopgood makes a plea for a new understanding of where hope lies for human rights, a plea that mourns the promise but rejects the reality of universalism in favor of a less predictable encounter with the diverse realities of today’s multipolar world.
In Putin's Labor Dilemma, Stephen Crowley investigates how the fear of labor protest has inhibited substantial economic transformation in Russia. Putin boasts he has the backing of workers in the country's industrial heartland, but as economic growth slows in Russia, reviving the economy will require restructuring the country's industrial landscape. At the same time, doing so threatens to generate protest and instability from a key regime constituency. However, continuing to prop up Russia's Soviet-era workplaces, writes Crowley, could lead to declining wages and economic stagnation, threatening protest and instability. Crowley explores the dynamics of a Russian labor market that generally avoids mass unemployment, the potentially explosive role of Russia's monotowns, conflicts generated by massive downsizing in "Russia's Detroit" (Tol'yatti), and the rapid politicization of the truck drivers movement. Labor protests currently show little sign of threatening Putin's hold on power, but the manner in which they are being conducted point to substantial chronic problems that will be difficult to resolve. Putin's Labor Dilemma demonstrates that the Russian economy must either find new sources of economic growth or face stagnation. Either scenario—market reforms or economic stagnation—raises the possibility, even probability, of destabilizing social unrest.
In Heroic Sagas and Ballads, Stephen A. Mitchell examines the world of the medieval Icelandic legendary sagas and their legacy in Scandinavia.
