If a mariner does not meet certain requirements related to safety and security at sea, CG officers are to serve the mariner with a complaint that lists the allegation(s) and initiate proceedings that can result in the mariner's credential being suspended or revoked. As part of the Coast Guard¿s (CG) initial plans to replace many of its vessels, it intended to convert its 110-foot patrol boats into 123-foot patrol boats with increased capabilities. However, structural problems on the 7 converted 123-foot boats led the CG to remove these boats from service. The CG implemented mitigation strategies to recover lost operational hours. This report addresses: operational challenges created by the removal from service of the 123-foot patrol boats and the CG strategies for mitigating their loss; effects these mitigation strategies have had on overall CG operational hours, as well as operating and maintenance costs, patrol boat crews, and mission performance; and issues that could affect the sustainability of these strategies.
The retreat of Arctic sea ice combined with expected increasing human activity in the area -- in shipping traffic and oil and gas exploration -- has increased the strategic interest that the U.S. and other nations have in the Arctic. As a result, the Coast Guard is expected to acquire increased responsibilities in the region. This report examined the extent to which the Coast Guard is: (1) coordinating with stakeholders on Arctic issues and operations and what, if any, further opportunities exist to enhance coordination; (2) taking action to identify requirements for future Arctic operations; and (3) taking steps to identify and mitigate challenges to meet current and future Arctic requirements. U.S. Customs and Border Protection (CBP) is responsible for ensuring the security of cargo containers shipped into the U.S. CBP oversees the Customs-Trade Partnership Against Terrorism, or C-TPAT program which aims to secure the supply chain through partnerships with international trade co. Member co. agree to allow CBP to validate their security practices and, in exchange, they are awarded benefits, such as reduced scrutiny of their cargo. This report assesses the progress CBP has made in the last 3 years in : (1) improving its benefit-award policies for C-TPAT members; (2) addressing challenges in validating members¿ security practices; and (3) addressing mgmt. and staffing challenges. U.S. Customs and Border Protection (CBP) is responsible for the security of cargo containers shipped to the U.S. In FY 2008, 611 ports shipped a total of 9.8 million containers to the country. The 9/11 Act requires 100% of U.S.-bound cargo containers to be scanned by 2012, and CBP has begun implementing the Secure Freight Initiative (SFI) to address this requirement. This report assessed CBP's efforts to implement the 9/11 Act requirement. It addresses: (1) CBP's progress at the initial ports participating in the SFI program; (2) CBP plans to implement SFI; (3) the extent to which CBP has estimated costs and conducted a cost-benefit analysis of 100% scanning; and (4) any challenges to integrating 100% scanning with existing container security programs. The threat of terrorist attacks against U.S. citizens and property both at home and abroad has been an issue of growing national concern. This report provides information on national policy and strategy to combat terrorism and federal agencies' roles and responsibilities in implementing them. Specifically, the report discusses agencies' programs and activities to: (1) prevent and deter terrorism; (2) respond to terrorist threats or incidents; and (3) manage the consequences of a terrorist act, especially involving weapons of mass destruction. AS is a U.S. insular area that operates its customs and immigration programs according to its own laws and independent of the U.S. As such, U.S. agencies, such as U.S. Customs and Border Protection, have no roles in operating the customs or immigration programs in AS. U.S. officials have raised questions about how AS operates its customs and immigration programs, and if this introduces any risks to the security of AS or the rest of the U.S. This report reviewed AS's customs and immigration programs. The 1998 High School Transcript Study provides the U.S. Department of Education and other educational policymakers with information regarding current course offerings and students' course-taking patterns in U.S. secondary schools.
