How Americans make energy choices, why they think locally (not globally), and how this can shape U.S. energy and climate change policy. How do Americans think about energy? Is the debate over fossil fuels highly partisan and ideological? Does public opinion about fossil fuels and alternative energies divide along the fault between red states and blue states? And how much do concerns about climate change weigh on their opinions? In Cheap and Clean, Stephen Ansolabehere and David Konisky show that Americans are more pragmatic than ideological in their opinions about energy alternatives, more unified than divided about their main concerns, and more local than global in their approach to energy. Drawing on extensive surveys they designed and conducted over the course of a decade (in conjunction with MIT's Energy Initiative), Ansolabehere and Konisky report that beliefs about the costs and environmental harms associated with particular fuels drive public opinions about energy. People approach energy choices as consumers, and what is most important to them is simply that energy be cheap and clean. Most of us want energy at low economic cost and with little social cost (that is, minimal health risk from pollution). The authors also find that although environmental concerns weigh heavily in people's energy preferences, these concerns are local and not global. Worries about global warming are less pressing to most than worries about their own city's smog and toxic waste. With this in mind, Ansolabehere and Konisky argue for policies that target both local pollutants and carbon emissions (the main source of global warming). The local and immediate nature of people's energy concerns can be the starting point for a new approach to energy and climate change policy.

Why is an understanding of political competition essential for the study of public economics and public policy generally? The central feature of democracy is that the will of the people determines the policies enacted by the government. In representative democracies such as the United States, citizens influence the government primarily through voting in elections. The success of democratic governance, therefore, rests in large part on the ability of citizens to select leaders who will act in accordance with their policy preferences. In the end, a government lives up to this democratic ideal (or doesn't) through the enactment of specific policies. How, then, do citizens' votes relate to their preferences over government policy outputs? What intervening factors either assist or interfere with voters' selection of candidates who espouse views closest to their own? Understanding the relationship between citizens' policy views and their voting behavior is central to the evaluation of elections and of democratic governance more generally. This book studies the opinions of ordinary citizens on specific policies and the relationships between these policy views and people's vote choices in presidential elections. Specifically, I focus on testing the empirical implications of spatial theories of voting, which, in their simplest form, assume that each citizen's policy views can be represented by a location on some liberal-conservative policy spectrum, with candidates in a given election each taking a position on this same dimension. For nearly as long as there have been electoral districts in America, politicians have gerrymandered those districts. Though the practice has changed over time, the public reaction to it has remained the same: gerrymandering is reviled. There is, of course, good reason for that sentiment. Gerrymandering is intended to maximize the number of legislative seats for one party. As such, it is an attempt to gain what appears to be an unfair advantage in elections. Nevertheless, gerrymandering is not well understood by most people and this lack of understanding leads to a false sense that there are easy solutions to this complex problem. Gerrymandering: The Politics of Redistricting in the United States unpacks the complicated process of gerrymandering, reflecting upon the normative issues to which it gives rise. Traditional approaches to the study of voting and elections often fail to address these questions by ignoring other elections taking place simultaneously. In this groundbreaking book, Stephen Nicholson shows how issue agendas shaped by state ballot propositions prime voting decisions for presidential, gubernatorial, Senate, House, and state legislative races. As a readily accessible source of information, the issues raised by ballot propositions may have a spillover effect on elections and ultimately define the meaning of myriad contests. Nicholson examines issues that appear on the ballot alongside candidates in the form of direct legislation. Found in all fifty states, but most abundant in those states that feature citizen-initiated ballot propositions, direct legislation represents a large and growing source of agenda issues. Looking at direct legislation issues such as abortion, taxes, environmental regulation, the nuclear freeze, illegal immigration, and affirmative action, Nicholson finds that these topics shaped voters' choices of candidates even if the issues were not featured in a particular contest or were not relevant to the job responsibilities of a particular office. He concludes that the agendas established by ballot propositions have a far greater effect in priming voters than is commonly recognized, and indeed, that the strategic use of initiatives and referenda by political elites potentially thwarts the will of the people.

Digital technologies are reshaping the global economy and complicating cooperation over its governance. Innovations in technology and business propel a new, digitally-driven phase of globalization defined by the expansion of cross-border information flows that is provoking political conflict and policy discord. This Element argues that the activities of digital value chains (DVCs), the central economic actors in digital globalization, complicate international economic relations. DVC activities can erode individual privacy, shift tax burdens, and cement monopoly positions. These outcomes generate a new politics of globalization, and governments are responding with increasing restrictions on cross-border data flows. This monograph: 1) explains the new sources of political division stemming from digital globalization; 2) documents policy barriers to digital trade; 3) presents a framework to explain digital trade barriers across countries; and 4) assesses the prospects for international cooperation on digital governance, which requires countries move beyond coordinated liberalization and toward coordinated regulation.
Politicians are reviled. From jokes on late-night TV talk shows to radio show rants and from public opinion polls to ubiquitous conventional wisdom-politicians are among the most despised professional class in modern society. Drawing on seminal work in political science, Stephen K. Medvic convincingly argues to the masses that this blanket condemnation of politicians is both unfair and unwarranted. While some individual politicians certainly deserve scorn for misjudgments, moral failings, or even criminal acts, the assumption that all of them should be cast in a similar light is unjustified. More importantly, that deeply cynical assumption is dangerous to the legitimacy of a democratic system of government. Politicians, as a class, deserve respect, not out of blind obedience to authority but because democratic deliberation requires it. Medvic explains how cognitive biases in the way people reason often lead us to draw unjustified conclusions of politicians in general based on the malfeasance of some. Scandals involving politicians are likely to be remembered and to serve as "evidence" of the belief that "they all do it." Most politicians, in fact, care deeply about their cities, states, and nation. But they face a trap of unrealistic and contradictory expectations from the public about how politicians should behave. Medvic, in turn, demonstrates the necessity of ambition, the utility of politics for resolving conflicts peacefully, and the value of ideology in framing political choices. In the end, citizens must learn to tolerate the inherent messiness of politics as the only viable alternative to violent conflict. The election of President Obama in 2008 and the apparent decline of American power in the world has rekindled an old and important debate. Is the United States exceptional in its values and institutions, as well as in the role that it is destined to play in world affairs? In this book, Stephen Brooks argues that American exceptionalism has been and continues to be real. In making this argument he focuses on five aspects of American politics and society that are most crucial to an understanding of American exceptionalism today. They include the appropriate relationship between the state and citizens, religion, socio-economic mobility, America's role in the world, and ideas about the Constitution. American exceptionalism matters in domestic politics chiefly as a political narrative around which support for and opposition to certain policies, values and vision of American society coalesce. Practitioners, policymakers, and scholars across fields and disciplines seek to understand factors that shape public opinion and public service values, especially in today's polarized context. Yet we know little about how the two relate. Research on public service motivation (PSM), a drive to help others grounded in public institutions, has grown to examine career decisions and behaviors within and outside the workplace, but does the influence of PSM extend to individual values? Using data from the Cooperative Congressional Election Study surrounding the 2016 US presidential election, we first examine the antecedents of PSM; how do individual characteristics as well as socioeconomic and sociocultural factors influence levels of PSM? Second, we describe the role PSM plays in shaping public opinion on policy preferences, budget priorities, and political behaviors. Findings have implications for both understanding who has PSM as well as how PSM shapes public preferences, attitudes, and behaviors.
Voter turnout was unusually high in the 2004 U.S. presidential election. At first glance, that level of participation—largely spurred by war in Iraq and a burgeoning culture war at home—might look like vindication of democracy. If the recent past is any indication, however, too many Americans will soon return to apathy and inactivity. Clearly, all is not well in our civic life. Citizens are participating in public affairs too infrequently, too unequally, and in too few venues to develop and sustain a robust democracy. D emocracy at Risk reveals the dangers of civic disengagement for the future of representative democracy.
