Participatory Budgeting continues to spread across the globe as government officials and citizens adopt this innovative democratic program in the hopes of strengthening accountability, civil society, and well-being. Governments often adapt PB's basic program design to meet local needs, thus creating wide variation in how PB programs function. Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six PB types to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.
Using the case study of Laos, a small landlocked country in Southeast Asia that has seen some of the world’s most brutal forms of poverty and violence, this book examines the power of traditional and indigenous conflict resolution systems as a tool for social justice. It explores how the conflict resolution mechanisms build infrastructures that support social harmony, and address larger scale conflicts within communities, nations and international arenas. The book discusses how over centuries, foreign powers have polarised and used the ethnic groups of Laos to support their own agendas, and how in spite of this, the Lao people have consistently managed to recreate the peace and harmony that support their social relationships, whether that is within groups or between many distinct groups. Through the development and use of appropriate grassroots conflict resolution structures that do not require a formal court system and exists outside the political arena, they have been successful in resolving conflicts within and across cultural groups. The book shows that the conflict resolution systems of Laos are embedded in the fabric of ordinary, everyday life, and operate independently of the hierarchical structures that dominate governing institutions. Brain diseases can have a large impact on patients and society, and treatment is often not available. A new approach in which somatic cells are reprogrammed into induced pluripotent cells (iPS cells) is a significant breakthrough for regenerative medicine. This promises patient-specific tissue for replacement therapies, as well as disease-specific cells for developmental modeling and drug treatment screening. However, this method faces issues of low reprogramming efficiency, and poorly defined criteria for determining the conversion of one cell type to another. Cells contain epigenetic “memories” of what they were that can affect reprogramming. This book discusses the various methods to reprogram cells, the control and determination of cell identity, the epigenetic models that have emerged and the application of iPS cell therapy for brain diseases, in particular Parkinson’s disease and Vanishing White Matter (VWM).
Moral duties are regularly attributed to groups. In the media or on the street, we might hear that a specific country has a moral duty to defend human rights, that environmentalists have a moral duty to push for global systemic reform, or that the affluent have a moral duty to alleviate poverty. Do such attributions make conceptual sense or are they mere political rhetoric? And what does that imply for the individual members of these groups? Group Duties offers the first comprehensive answer to these questions. Stephanie Collins defends a Tripartite Model of group duties - so-called because it divides groups into three fundamental categories. First, we have combinations - collections of agents that don't have any goals or decision-making procedures in common. These groups cannot bear moral duties. Instead, we should re-cast their purported duties as a series of duties, one held by each agent in the combination. Each duty demands its bearer to 'I-reason': to do the best they can, given whatever they happen to believe the others will do. Second, there are groups whose members share goals but lack decision-making procedures. These are coalitions. Coalitions also cannot bear duties, but their alleged duties should be replaced with members' several duties to 'we-reason': to do one's part in a particular group pattern of actions, on the presumption that others will do likewise. Third and finally, collectives have group-level procedures for making decisions. They can bear duties. Collectives' duties imply duties for collectives' members to use their role in the collective with a view to the collective doing its duty. With the Tripartite Model in-hand, Collins argues that we can target our political demands at the right entities, in the right way, for the right reasons.

Current debates about the future of the family are often based on serious misconceptions about its past. Arguing that there is no biologically mandated or universally functional family form, Stephanie Coontz traces the complexity and variety of family arrangements in American history, from Native American kin groups to the emergence of the dominant middle-class family ideal in the 1890s. Surveying and synthesizing a vast range of previous scholarship, as well as engaging more particular studies of family life from the seventeenth to the nineteenth centuries, Coontz offers a highly original account of the shifting structure and function of American families. Her account challenges standard interpretations of the early hegemony of middle-class privacy and "affective individualism," pointing to the rich tradition of alternative family behaviors among various ethnic and socioeconomic groups in America, and arguing that even middle-class families went through several transformations in the course of the nineteenth centure. For people living in U.S. cities, social services come not only from the government but increasingly also from local religious communities. Ever since the Clinton administration's welfare reform, faith-based institutions, and especially congregations, have been allowed to bid for federal funds for their programs. In The Other Philadelphia Story, drawing on the first-ever census of congregations in any American city, Ram Cnaan and his colleagues provide an authoritative account of the functioning of congregations, their involvement in social services, and their support of other charitable organizations. An in-depth study of 1,392 congregations in Philadelphia, the book illuminates how these groups function as community hubs where members and neighbors alike gather throughout the week. Cnaan's findings show that almost every assembly of parishioners emphasizes caring for others, even if the help is modest. Thus American congregations uphold an implicit but strong norm of social responsibility and work to improve the quality of life for members and nonmembers alike. Many of the problems associated with urban life persist in the face of governmental inaction, and the burden of responsibility cannot be shouldered entirely by congregations. However, in a city such as Philadelphia, where half the residents are regular attenders of religious congregations, hopes for urban improvement are largely to be found in these local groups. Special focus is given in the book to kinds of care that often go unnoticed: volunteerism, provision of refuge, and informal assistance to community members in need. All told, Cnaan asserts, congregations are an essential component of Philadelphia's civil society. Without them, the quality of life would deteriorate immeasurably.
