This is the first book to compare the distinctive welfare states of Latin America, East Asia, and Eastern Europe. Stephan Haggard and Robert Kaufman trace the historical origins of social policy in these regions to crucial political changes in the mid-twentieth century, and show how the legacies of these early choices are influencing welfare reform following democratization and globalization. After World War II, communist regimes in Eastern Europe adopted wide-ranging socialist entitlements while conservative dictatorships in East Asia sharply limited social security but invested in education. In Latin America, where welfare systems were instituted earlier, unequal social-security systems favored formal sector workers and the middle class. Haggard and Kaufman compare the different welfare paths of the countries in these regions following democratization and the move toward more open economies. Although these transformations generated pressure to reform existing welfare systems, economic performance and welfare legacies exerted a more profound influence. The authors show how exclusionary welfare systems and economic crisis in Latin America created incentives to adopt liberal social-policy reforms, while social entitlements from the communist era limited the scope of liberal reforms in the new democracies of Eastern Europe. In East Asia, high growth and permissive fiscal conditions provided opportunities to broaden social entitlements in the new democracies. This book highlights the importance of placing the contemporary effects of democratization and globalization into a broader historical context.

More and more people receive psychiatric diagnoses and the use of psychopharmacological drugs keeps increasing. Concurrently, media report the popularity of “brain doping” or “study drugs” on campuses as well as at the workplace. This open access book tests the hypothesis of whether mental health and enhancement can be seen as two sides of the same coin: that the demands on cognitive and emotional functioning have been increasing and psychoactive substances are used to meet these demands. Whether the increasing number of diagnoses means that really more people are suffering from psychological problems will be discussed just as whether the media accurately describe “brain doping” as a new and rising trend. An individual section describes non-pharmacological alternatives to maintain and increase one’s mental well-being. To answer these and many more questions, the author critically reviews evidence from epidemiology, psychiatry, and psychology. That people with and without psychiatric diagnoses are often using the same substances – for example, the stimulant drugs Adderall or Ritalin – to cope with their problems is presented as evidence to look beyond the traditional distinction between disorder, health, and enhancement. Likewise, different meanings of “drug” in historical and present contexts illustrate that the way we think of mental health and (il)legitimate drug use reflects our own culture. The book’s focus on addiction/substance use disorders makes it also relevant to the ongoing discussion of drug policy.

This first volume in the series on "Comparative Brain Research in Mammals" deals with the brains of Insectivora. The importance of Insectivora lies above all in the fact that, (1) insectivore-like ancestors are regarded as the initial group for the evolution of higher mammals, and (2) the insectivore brains retained many conservative traits, though the animals have adapted to different living environments. Therefore, the study of Insectivora brains enables an insight into the size and composition of the brain structure of earlier ancestors of the higher mammals including primates and humans; in addition, it illumi nates the various evolutionary trends which made the successful adaptation to different biotopes possible. The alterations which the brain has experienced in the course of the phylo geny and the related adaptive radiation will be examined in the succeeding volumes on the brains of other Eutheria, e.g., bats (Volume 2) and primates (Volume 4). In Volume 3 the brains of marsupials will be compared with those of conservative and evolved Eutheria.

Point Pleasant's Silver Bridge, the first eyebar suspension bridge in the United States, was an engineering marvel when it was constructed in 1927 and 1928. Located on US Highway 35, the bridge spanned the Ohio River and linked Point Pleasant, West Virginia, with the towns of Kanauga and Gallipolis, Ohio. For almost 40 years, the structure provided dependable service for travelers in the region. On December 15, 1967, this service came to a dramatic and disastrous end. At 4:58 p.m., during the height of rush hour, the bridge suddenly collapsed. Rescue and recovery operations started immediately but were hampered by poor weather conditions and freezing rain. The cause of the collapse was linked to the bridge's innovative design. Undetected corrosion stress cracks caused an eyebar on the Ohio side to fracture; because the eyebars were linked together in a chain, the failure of one led to the catastrophic collapse of the entire bridge. In total, 46 lives were lost in the disaster.

The coincidence of these events raises long-standing questions about the relationship between economic and political change. In this book, Stephan Haggard and Robert Kaufman explore this relationship, addressing a variety of questions: What role have economic crises played in the current wave of political liberalization and democratization? Can new democracies manage the daunting political challenges posed by economic reform? Under what economic and institutional conditions is democracy most likely to be consolidated? Drawing on contemporary political economy and the experiences of twelve Latin American and Asian countries, they develop a new approach to understanding democratic transitions. Haggard and Kaufman first analyze the relationship between economic crisis and authoritarian withdrawal and then examine how the economic and institutional legacies of authoritarian rule affect the capacity of new democratic governments to initiate and sustain economic policy reform. This is now recognized as one of the most selective and differential hallmarks of all cancer cells and tissues, being the opposite of the condition found in normal tissues and a potential target in order to achieve either a stable disease or even regression with no toxicity. The book discusses topics such as lactic acid and its transport system in the pH paradigm, mechanisms to decrease extra cellular pH and increase intracellular pH, NHE-1 activity in cancer, carbonic anhydrases, vacuolar ATPase proton pump, and the sodium-bicarbonate cotransporter system.
