Since its Company Tax Communication of 2001, the European Commission has been promoting a comprehensive harmonization of corporation taxes within the Internal Market on the basis of consolidation and formulary apportionment of the profits of cross-border enterprises, both in the form of a Home State Taxation (HST) and of the Common Consolidated Corporate Tax Base. This study assesses whether this approach represents a viable alternative to the arm's length standard currently applied in international tax law. The study comprises four parts. First, a theoretical concept of formulary apportionment is presented, followed by an evaluation of the practical experiences of four jurisdictions (United States, Canada, Switzerland and Germany) with formulary apportionment at the subnational level. Next, a proposal for harmonization on the basis of consolidation and apportionment is developed, and the book concludes with an overall analysis of the merits and drawbacks of the proposed model for harmonization.
Meteorological variables affect composition, structure, growth, health, and dynamics of forest ecosystems. The measurement of meteorological data at forest monitoring plots is essential for the interpretation of climate change effects. Within an ecological monitoring network, standard meteorological variables such as precipitation, air temperature, relative humidity, solar radiation, wind velocity, and direction should be measured. These variables are essential for the calculation of total deposition of air pollutants, for the interpretation of biological processes or for the derivation of water budgets and percolation from the rooting zone. Additional variables of interest are soil temperature, stand precipitation, and soil moisture. The magnitude and changes in time of the meteorological variables can be assessed as explanatory factors for other observations made in forest ecological monitoring. A detailed description of different methods is given. As an example for an integrated analysis, the application of meteorological data in water budget modeling is described and results of a pilot study are shown.

In order to think theoretically about our global age it is important to understand how the global has been conceived historically. 'Eurafrica' was an intellectual endeavor and political project that from the 1920s saw Europe's future survival - its continued role in history - as completely bound up with Europe's successful merger with Africa. In its time the concept of Eurafrica was tremendously influential in the process of European integration. Today the project is largely forgotten, yet the idea continues to influence EU policy towards its African 'partner'. The book will recover a critical conception of the nexus between Europe and Africa - a relationship of significance across the humanities and social sciences. In assessing this historical concept the authors shed light on the process of European integration, African decolonization and the current conflictual relationship between Europe and Africa.
