The recent movement in K-12 education toward common standards in key subjects represents an unprecedented opportunity for improving learning outcomes for all students. These standards initiatives - the Common Core State Standards for English Language Arts and Mathematics (CCSS) and the Next Generation Science Standards (NGSS) - are informed by research on learning and teaching and a decade of standards-based education reform. While the standards have been developed separately in English/Language Arts and Science, there are areas where the standards intersect directly. One such area of intersection occurs between the "Literacy in Science" portions of the Common Core State Standards for English/Language Arts and the practices in the NGSS (originally outlined in the NRC's A Framework for K-12 Science Education), particularly the practice of "Obtaining, evaluating and communicating information". Because the CCSS literacy in science standards predated the NGSS, developers of the NGSS worked directly with the CCSS team to identify the connections between the two sets of standards. However, questions about how the two sets of standards can complement each other and can be used in concert to improve students' reading and writing, as well as listening and speaking, in science to learn science continue to exist. Literacy for Science is the summary of a workshop convened by the National Research Council Board on Science Education in December 2013 to address the need to coordinate the literacy for science aspect of CCSS and the practices in NGSS. The workshop featured presentations about the complementary roles of English/language arts teachers and science teachers as well as the unique challenges and approaches for different grade levels. Literacy for Science articulates the knowledge and skills teachers need to support students in developing competence in reading and communicating in science. This report considers design options for curricula and courses that provide aligned support for students to develop competencies in reading and communicating, and addresses the role of district and school administrators in guiding implementation of science and ELA to help ensure alignment. Literacy for Science will be a useful point of reference for anyone interested in the opportunities and challenges of overlapping science and literacy standards to improve the learning experience.

NASA's Office of the Chief Technologist (OCT) has begun to rebuild the advanced space technology program in the agency with plans laid out in 14 draft technology roadmaps. It has been years since NASA has had a vigorous, broad-based program in advanced space technology development and its technology base has been largely depleted. However, success in executing future NASA space missions will depend on advanced technology developments that should already be underway. Reaching out to involve the external technical community, the National Research Council (NRC) considered the 14 draft technology roadmaps prepared by OCT and ranked the top technical challenges and highest priority technologies that NASA should emphasize in the next 5 years. This report provides specific guidance and recommendations on how the effectiveness of the technology development program managed by OCT can be enhanced in the face of scarce resources.
U.S. business data are used broadly, providing the building blocks for key national-as well as regional and local-statistics measuring aggregate income and output, employment, investment, prices, and productivity. Beyond aggregate statistics, individual- and firm-level data are used for a wide range of microanalyses by academic researchers and by policy makers. In the United States, data collection and production efforts are conducted by a decentralized system of statistical agencies. This apparatus yields an extensive array of data that, particularly when made available in the form of microdata, provides an unparalleled resource for policy analysis and research on social issues and for the production of economic statistics. However, the decentralized nature of the statistical system also creates challenges to efficient data collection, to containment of respondent burden, and to maintaining consistency of terms and units of measurement. It is these challenges that raise to paramount importance the practice of effective data sharing among the statistical agencies. With this as the backdrop, the Bureau of Economic Analysis (BEA) asked the Committee on National Statistics of the National Academies to convene a workshop to discuss interagency business data sharing. The workshop was held October 21, 2005. This report is a summary of the discussions of that workshop. The workshop focused on the benefits of data sharing to two groups of stakeholders: the statistical agencies themselves and downstream data users. Presenters were asked to highlight untapped opportunities for productive data sharing that cannot yet be exploited because of regulatory or legislative constraints. The most prominently discussed example was that of tax data needed to reconcile the two primary business lists use by the statistical agencies.
Although people in the United States have historically been reasonably supportive of federal censuses and surveys, they are increasingly unavailable for or not willing to respond to interview requests from federalâ€"as well as privateâ€"sources. Moreover, even when people agree to respond to a survey, they increasingly decline to complete all questions, and both survey and item nonresponse are growing problems. In March 2016, the National Academies of Sciences, Engineering, and Medicine convened a workshop to consider the respondent burden and its challenges and opportunities of the American Community Survey, which is conducted by the U.S. Census Bureau. This publication summarizes the presentations and discussions from the workshop.
NASA's Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The second workshop, which is the summarized in this report, focused on the interrelationship between government, industry, and academia in the development of technology. Examples from Defense Advanced Research Projects Agency, the Department of Defense, and the National Science Foundation were covered in order to discuss best practices of such cooperative efforts as possible lessons for NASA's space exploration activities.
For the National Aeronautics and Space Administration (NASA) to achieve many of its space science and exploration goals over the next several decades, dramatic advances in space technology will be necessary. NASA has developed a set of 14 draft roadmaps to guide the development of such technologies under the leadership of the NASA Office of the Chief Technologist (OCT). Each roadmap focuses on a particular technology area. OCT requested that the National Research Council conduct a study to review the draft roadmaps, gather and assess relevant community input, and make recommendations and suggest priorities to inform NASA's decisions as it finalizes its roadmaps. The success of OCT's technology development program is essential, because technological breakthroughs have long been the foundation of NASA's successes, from its earliest days, to the Apollo program, to a vast array of space science missions and the International Space Station. An Interim Report of NASA's Technology Roadmap identifies some gaps in the technologies included in the individual roadmaps. The report suggests that the effectiveness of the NASA space technology program can be enhanced by employing proven management practices and principles including increasing program stability, addressing facility issues, and supporting adequate flight tests of new technologies. This interim report provides several additional observations that will be expanded on in the final report to be released in 2012.
It has been clear for at least 50 years the disadvantages that small businesses face in competing for U.S. government contracts. The Small Business Act of 1953 created the Small Business Administration (SBA), an independent agency in the executive branch that counsels and assists specific types of small businesses including firms owned by minorities and other socially and economically disadvantaged individuals and firms owned by women. Women-owned small businesses, however, are underrepresented or substantially underrepresented in some industries. In 2002, the SBA Office of Federal Contract Assistance for Women Business Owners (CAWBO) organized a draft study containing a preliminary set of approximations of the representation of women-owned small businesses in federal prime contracts over $25,000 by industry. Because of the past legal challenges to race- and gender-conscious contracting programs at the federal and local levels, the SBA asked the Committee on National Statistics of the National Academies to conduct an independent review of relevant data and estimation methods prior to finalizing the CAWBO study. The Steering Committee on Women-Owned Small Businesses in Federal Contracting was created and charged with holding a workshop to discuss topics including the accuracy of data and methods to estimate the use of women-owned small businesses in federal contracting and the definition of "underrepresentation" and "substantial underrepresentation" in designating industries for which preferential contracting programs might be warranted. Analyzing Information on Women-Owned Small Businesses in Federal Contracting presents the committee's report as well as the recommendations that committees have made.
The national information infrastructure (NII) holds the promise of connecting people of all ages and descriptionsâ€"bringing them opportunities to interact with businesses, government agencies, entertainment sources, and social networks. Whether the NII fulfills this promise for everyone depends largely on interfacesâ€"technologies by which people communicate with the computing systems of the NII. More Than Screen Deep addresses how to ensure NII access for every citizen, regardless of age, physical ability, race/ethnicity, education, ability, cognitive style, or economic level. This thoughtful document explores current issues and prioritizes research directions in creating interface technologies that accommodate every citizen's needs. The committee provides an overview of NII users, tasks, and environments and identifies the desired characteristics in every-citizen interfaces, from power and efficiency to an element of fun. Theories of communication and collaboration as they affect person-computer interactions and person-person interactions through the NII. Development of agents: intelligent computer systems that "understand" the user's needs and find the solutions. Offering data, examples, and expert commentary, More Than Screen Deep charts a path toward enabling the broadest-possible spectrum of citizens to interact easily and effectively with the NII. This volume will be important to policymakers, information system designers and engineers, human factors professionals, and advocates for special populations.
The 2005 conference, "The Genomic Revolution: Implications for Treatment and Control of Infectious Disease," attracted scientists, engineers, and medical researchers to work on new interdisciplinary responses using genomics to treat and control infectious diseases. Eleven conference working groups gave the participants eight hours to develop new research approaches to problems in infectious disease using genomics. Among the challenges were designing a new device to detect viral and bacterial pathogens; how best to use $100 million to prevent a future pandemic flu outbreak; how to improve rapid response to an outbreak of disease and reduce the cost of diagnostic tests; and how to sequence an individual's genome for under $1,000. Representatives from public and private funding organizations, government, industry, and the science media also participated in the working groups. Recent technological advances, particularly in microelectronics and telecommunications, biotechnology, and advanced materials, pose critical challenges and opportunities for developing countries, and for the development banks and other organizations that serve them. Those countries that fail to adapt to the transformations driven by new technologies in industry, agriculture, health, environment, energy, education, and other sectors may find it difficult to avoid falling behind. This book represents a joint effort by the World Bank and the National Research Council to survey the status and effect of technology change in key sectors and to recommend action by the development organizations, government, private sector and the scientific and technological community.
The National Geospatial-Intelligence Agency (NGA) within the Department of Defense has the primary mission of providing timely, relevant, and accurate imagery, imagery intelligence, and geospatial information-collectively known as geospatial intelligence (GEOINT)-in support of national security. In support of its mission, NGA sponsors research that builds the scientific foundation for geospatial intelligence and that reinforces the academic base, thus training the next generation of NGA analysts while developing new approaches to analytical problems. Historically, NGA has supported research in five core areas: (1) photogrammetry and geomatics, (2) remote sensing and imagery science, (3) geodesy and geophysics, (4) cartographic science, and (5) geographic information systems (GIS) and geospatial analysis. Positioning NGA for the future is the responsibility of the InnoVision Directorate, which analyzes intelligence trends, technological advances, and emerging customer and partner concepts to provide cutting-edge technology and process solutions. At the request of InnoVision, the National Research Council (NRC) held a 3-day workshop to explore the evolution of the five core research areas and to identify emerging disciplines that may improve the quality of geospatial intelligence over the next 15 years. This workshop report offers a potential research agenda that would expand NGA's capabilities and improve its effectiveness in providing geospatial intelligence.
Emerging and currently available technologies offer great promise for helping older adults, even those without serious disabilities, to live healthy, comfortable, and productive lives. What technologies offer the most potential benefit? What challenges must be overcome, what problems must be solved, for this promise to be fulfilled? How can federal agencies like the National Institute on Aging best use their resources to support the translation from laboratory findings to useful, marketable products and services? Technology for Adaptive Aging is the product of a workshop that brought together distinguished experts in aging research and in technology to discuss applications of technology to communication, education and learning, employment, health, living environments, and transportation for older adults. It includes all of the workshop papers and the report of the committee that organized the workshop. The committee report synthesizes and evaluates the points made in the workshop papers and recommends priorities for federal support of translational research in technology for older adults.
This symposium brought together leading experts and managers from the public and private sectors who are involved in the creation, dissemination, and use of scientific and technical data and information (STI) to: (1) describe and discuss the role and the benefits and costsâ€"both economic and otherâ€"of the public domain in STI in the research and education context, (2) to identify and analyze the legal, economic, and technological pressures on the public domain in STI in research and education, (3) describe and discuss existing and proposed approaches to preserving the public domain in STI in the United States, and (4) identify issues that may require further analysis.
In 2001, with support from National Science Foundation, the National Research Council began a review of the evidence concerning whether or not the National Science Education Standards have had an impact on the science education enterprise to date, and if so, what that impact has been. This publication represents the second phase of a three-phase effort by the National Research Council to answer that broad and very important question. Phase I began in 1999 and was completed in 2001, with publication of Investigating the Influence of Standards: A Framework for Research in Mathematics, Science, and Technology Education (National Research Council, 2002). That report provided organizing principles for the design, conduct, and interpretation of research regarding the influence of national standards. The Framework developed in Phase I was used to structure the current review of research that is reported here. Phase II began in mid-2001, involved a thorough search and review of the research literature on the influence of the NSES, and concludes with this publication, which summarizes the proceedings of a workshop conducted on May 10, 2002, in Washington, DC. Phase III will provide input, collected in 2002, from science educators, administrators at all levels, and other practitioners and policy makers regarding their views of the NSES, the ways and extent to which the NSES are influencing their work and the systems that support science education, and what next steps are needed.
The U.S. air transportation system is very important for our economic well-being and national security. The nation is also the global leader in civil and military aeronautics, a position that needs to be maintained to help assure a strong future for the domestic and international air transportation system. Strong action is needed, however, to ensure that leadership role continues. To that end, the Congress and NASA requested the NRC to undertake a decadal survey of civil aeronautics research and technology (R&T) priorities that would help NASA fulfill its responsibility to preserve U.S. leadership in aeronautics technology. This report presents a set of strategic objectives for the next decade of R&T. It provides a set of high-priority R&T challengesâ€"-characterized by five common themesâ€"-for both NASA and non-NASA researchers, and an analysis of key barriers that must be overcome to reach the strategic objectives. The report also notes the importance of synergies between civil aeronautics R&T objectives and those of national security.
Despite many advances, security and privacy often remain too complex for individuals or enterprises to manage effectively or to use conveniently. Security is hard for users, administrators, and developers to understand, making it all too easy to use, configure, or operate systems in ways that are inadvertently insecure. Moreover, security and privacy technologies originally were developed in a context in which system administrators had primary responsibility for security and privacy protections and in which the users tended to be sophisticated. Today, the user base is much wider-including the vast majority of employees in many organizations and a large fraction of households-but the basic models for security and privacy are essentially unchanged. Security features can be clumsy and awkward to use and can present significant obstacles to getting work done. As a result, cybersecurity measures are all too often disabled or bypassed by the users they are intended to protect. Similarly, when security gets in the way of functionality, designers and administrators deemphasize it. The result is that end users often engage in actions, knowingly or unknowingly, that compromise the security of computer systems or contribute to the unwanted release of personal or other confidential information. Toward Better Usability, Security, and Privacy of Information Technology discusses computer system security and privacy, their relationship to usability, and research at their intersection.
Climate sensitivity" is a term used to characterize the response of the climate system to an imposed forcing, and is most commonly used to mean the equilibrium global mean surface temperature change that occurs in response to a doubling of atmospheric carbon dioxide concentration. The purpose of this workshop was to explore current capabilities and limitations in quantifying climate sensitivity and consider whether there are alternative approaches for characterizing climate response that might better suit the information needs of policy makers.
Last November, the National Academies Keck Futures Initiative held the Designing Nanostructures at the Interface Between Biomedical and Physical Systems conference at which researchers from science, engineering and medicine discussed recent developments in nanotechnology, directions for future research, and possible biomedical applications. The centerpiece of the conference was breakout sessions in which ten focus groups of researchers from different fields spent eight hours developing research plans to solve various problems in the field of nanotechnology. Among the challenges were: Building a nanosystem that can isolate, sequence and identify RNA or DNA Developing a system to detect disease in vivo Sequencing a single molecule of protein Creating a biological system that will create a local hydrogen fuel source, and Growing a biological in vivo power source. Representatives from public and private funding organizations, government, industry, and the science media also participated in the focus groups. This book contains a key component of the NII 2000 project of the Computer Science and Telecommunications Board, a set of white papers that contributed to and complements the project's final report, The Unpredictable Certainty: Information Infrastructure Through 2000, which was published in the spring of 1996. That report was disseminated widely and was well received by its sponsors and a variety of audiences in government, industry, and academia. Constraints on staff time and availability delayed the publication of these white papers, which offer details on a number of issues and positions relating to the deployment of information infrastructure.
Late last year, the National Academy of Engineering (NAE) convened a workshop on Preparing the Engineering and Technical Workforce for Adaptability and Resilience to Change. The workshop springs from the earlier NAE report Making Value for America which described the ongoing transformation in the way in which products and services are conceived, designed, made, and distributed. The workshop focused on the challenges facing the workforce in light of these dramatic changes in the production process, especially the need to constantly renew and learn new skills. The workshop served to increase stakeholders' understanding of both the importance of workforce adaptability and the definition and characteristics of adaptability. It also provided an opportunity to share known best practices for fostering adaptability, including identification of barriers and multiple pathways for overcoming those barriers. As important, it helped to identify needs for future study and development. This publication summarizes the presentations and discussions from the workshop.
In 1996, the National Science Foundation (NSF) released a report about ways to improve undergraduate science, mathematics, engineering, and technology (SME&T) education. One recommendation called for establishing a digital library, similar to those that are being constructed for many research communities, that would make available electronically a wide variety of materials for improving teaching and learning of SME&T. The NSF asked the National Research Council to examine the feasibility of and issues associated with establishing such a digital national library. In response, an NRC steering committee commissioned a series of papers and convened a workshop to consider these issues. This resulting book delineates the issues that should be considered and provides recommendations to resolve them prior to committing funds.
An individual's healthspan can be defined as the length of time an individual is able to maintain good health. In 2007, over one hundred experts and researchers from public and private institutions across the nation convened to find new ways of addressing the human healthspan and the elusive nature of aging. Experts in public health, bioengineering, neuroscience and gerontology discussed how stress and lifestyle influence the decline of health at older ages. Other discussions focused on the integration of technology in the quality of life, gerontology, regenerative medicine and life expectancy with regard to social and behavioral traits. Still, other groups explored topics such as the cellular and molecular mechanisms of biological aging, the effects of exercise on the human healthspan, and changes in social context to enhance functional status of the elderly. Most importantly, experts agreed that it was imperative to ensure that the elderly have access to medical services by establishing relationships with health care and insurance providers.
Estimated costs associated with lost days and compensation claims related to musculoskeletal disorders-including back pains and repetitive motion injuries-range from $13 billion to $20 billion annually. This is a serious national problem that has spurred considerable debate about the causal links between such disorders and risk factors in the workplace. This book presents a preliminary assessment of what is known about the relationship between musculoskeletal disorders and what may cause them. It includes papers and a workshop summary of findings from orthopedic surgery, public health, occupational medicine, epidemiology, risk analysis, ergonomics, and human factors. Topics covered include the biological responses of tissues to stress, the biomechanics of work stressors, the epidemiology of physical work factors, and the contributions of individual, recreational, and social factors to such disorders. The book also considers the relative success of various workplace interventions for prevention and rehabilitation.
Advancement of telecommunications and information infrastructure occurs largely through private investment. The government affects the rate and direction of this progress through regulation and public investment. This book presents a range of positions and perspectives on those two classes of policy mechanism, providing a succinct analysis followed by papers prepared by experts in telecommunications policy and applications.
There are many questions about the mathematical preparation teachers need. Recent recommendations from a variety of sources state that reforming teacher preparation in postsecondary institutions is central in providing quality mathematics education to all students. The Mathematics Teacher Preparation Content Workshop examined this problem by considering two central questions: What is the mathematical knowledge teachers need to know in order to teach well? How can teachers develop the mathematical knowledge they need to teach well? The Workshop activities focused on using actual acts of teaching such as examining student work, designing tasks, or posing questions, as a medium for teacher learning. The Workshop proceedings, Knowing and Learning Mathematics for Teaching, is a collection of the papers presented, the activities, and plenary sessions that took place.
How is technology changing the nature of global competition? Can governments devise policies that help to create comparative advantages for national firms? An international group of experts in trade and technology policy addresses these questions in a book that contributes to a better understanding of how U.S. approaches to such policies differ from those of other industrialized countries.
