Sub-Saharan Africa needs to significantly accelerate its electricity generation. While hydropower is prominent in some countries, solar and wind power generation has lagged other world regions, even though sub-Saharan Africa has some of the most favorable conditions. A mix of domestic and external financing can increase both renewable electricity generation and GDP. In a scenario where about $25 bn in climate finance flows are allocated annually to renewable energy, renewable electricity production could be up to 24 percent higher than in a scenario excluding this financing, and annual GDP growth would be boosted by 0.8 percentage point on average over the next decade, accompanied by stronger labor demand in the electricity sector. Policies can help catalyze climate finance. An ambitious package of governance, business regulations, and external sector reforms is associated with a 20 percent increase in climate finance flows and a 7 percent increase in electricity generation over five years. In addition, implementing climate policies is linked to increases in green foreign direct investment announcements and green electricity production.

This book develops and examines the concepts and strategies for rural empowerment through the formation of a community-driven social knowledge management (SKM) framework aided by social technology. The framework is aimed at mobilizing knowledge resources to bridge the rural–urban knowledge divide while securing rural empowerment using digital connections and social collaborations built on strategies of self-sustenance and self-development. With key empirical findings supplemented by relevant theoretical structures, case studies, illustrative figures and a lucid style, the book combines social technologies and social development to derive a social knowledge management platform. It shows how the proposed SKM framework can enhance knowledge capabilities of rural actors by facilitating connection among rural–urban entities through formation of purposive virtual communities, which allow social agents to create, modify and share content collaboratively. Climate change poses challenging policy tradeoffs for India. The country faces the challenge of raising living standards for a population of 1.4 billion while at the same time needing to be a critical contributor to reducing global GHG emissions. The government has implemented numerous policies to promote the manufacturing and use of renewable energy and shift away from coal, but much still needs to be done to reach India’s 2070 net zero goal. Reducing GHG emissions will almost certainly have a negative impact on growth in the short run and have important distributional consequences for individuals and communities who today rely on coal. But with the right policies, these costs—which are non-negligible but dwarfed by the cost of climate change over the next decade if no action is taken—can be significantly curtailed. This paper provides an in depth review of the current climate policy landscape in India and models emissions trajectories under different policy options to reduce GHG emissions.
