East Asian economies of the 1980s and much of the 1990s were among the most competitive exporters of manufactured products and were also able to sustain growth rates far higher than those of other countries, developing or industrial. However, the economic crisis of 1997-98 impacted the economies of these countries. Although recovery began fairly quickly in some countries, others have yet to regain their growth momentum. 'Can East Asia Compete?' looks at whether or not East Asia can restore its near magical performance, or is its competitive strength beginning to wane. This volume argues that East Asian countries have far from exhausted their growth potential. However, future competitiveness will depend on much greater innovative capability in manufacturing and services, innovativeness that is grounded in stronger institutions, improved macroeconomic policies, and closer regional coordination. 'Can East Asia Compete?' clearly summarizes the issues currently being debated and provides guidance to East Asian economies on how to deal with the policy concerns that lie ahead.

In 2007, the Hong Kong Special Administrative Region held its first-ever contested election for Chief Executive, selected by 800 members of an Election Committee drawn from roughly 7% of the population. The outcome was a foregone conclusion, but the process allowed a pro-democracy legislator to obtain enough nominations to contest the election. The office of Chief Executive is as unique as the system used to fill the office, distinct from colonial governors and other leaders a Chinese provinces and municipalities. The head of the HKSAR enjoys greater autonomous powers, such as powers to nominate principal officials for Chinese appointment, pardon offenders and appoint judges. Despite its many anti-democratic features, the Election Committee has generated behavior typically associated with elections in leading capitalist democracies and has also gained prominence on the mainland as the vehicle for returning Hong Kong deputies to the National People's Congress. This book reviews the history and development of the Election Committee (and its predecessor), discusses its ties to legislative assemblies in Hong Kong and Mainland China, and reflects on the future of the system.

There has been intense interest in the proposals to implement Article 23, both in Hong Kong and abroad. This book will be valuable to anyone who has followed or participated in that debate or has an interest in the delicate balance between civil liberties and national security. The book will be particularly useful for legislators, policy-makers, lawyers, journalists, historians, teachers, and students, especially in the fields of law and the social sciences. The statutory Appendix will assist teachers and students to draw comparisons between existing law and the government's proposals. In 2003 more than 500,000 people marched in Hong Kong against the National Security (Legislative Provisions) Bill, which would have prohibited treason, sedition, secession, and subversion against the national government of China and included new mechanisms for proscribing political organisations. This edited collection analyses that legislation, particularly the implications for civil liberties and the one country two systems model. Although the massive protest compelled the Hong Kong government to withdraw the Bill from the legislature in 2003, it will likely propose similar legislation in the future because Hong Kong has a constitutional obligation to implement Article 23 of the Basic Law. The book provides detailed and balanced commentary on the Bill, explains why certain proposals proved so controversial, and offers concrete recommendations on how to improve the proposals before the next legislative exercise. Fu Hualing is an Associate Professor and Director of the Centre for Comparative and Public Law, Faculty of Law, of the University of Hong Kong. His research interests include social legal studies, human rights and criminology. He has an LLB from Southwestern University of Law and Politics (China), an MA from the University of Toronto (Canada) and a doctorial degree from Osgoode Hall Law School (Canada). Carole J. Petersen is an Associate Professor and a former Director of the Centre for Comparative and Public Law, Faculty of Law, of the University of Hong Kong. She has been teaching law in Hong Kong since 1989, specializing in constitutional law, human rights, and anti-discrimination law. She has a BA from the University of Chicago, a JD from Harvard Law School, and a Post-graduate Diploma in the Law of the People’s Republic of China from the University of Hong Kong. Simon N. M. Young is an Associate Professor and Deputy Director of the Centre for Comparative and Public Law, Faculty of Law, of the University of Hong Kong. He teaches criminal law, evidence and legal aspects of white collar crime. Previously, he was Counsel in the Crown Law Office-Criminal, Ministry of the Attorney General for Ontario, in Toronto, Canada. Over the past four decades, Los Angeles, Hong Kong, and key urban regions of China have emerged as global cities—in financial, political, cultural, environmental, and demographic terms. In this book, Robert Gottlieb and Simon Ng trace the global emergence of these urban areas and compare their responses to a set of six urban environmental issues. These cities have different patterns of development: Los Angeles has been the quintessential horizontal city, the capital of sprawl; Hong Kong is dense and vertical; China's new megacities in the Pearl River Delta, created by an explosion in industrial development and a vast migration from rural to urban areas, combine the vertical and the horizontal. All three have experienced major environmental changes in a relatively short period of time. Gottlieb and Ng document how each has dealt with challenges posed by ports and the movement of goods, air pollution (Los Angeles, Hong Kong, and urban China are all notorious for their hazardous air quality), water supply (all three places are dependent on massive transfers of water) and water quality, the food system (from seed to table), transportation, and public and private space. Finally they discuss the possibility of change brought about by policy initiatives and social movements.

This important work challenges the validity of the "New Perspective" on Paul and Judaism. Working with new data fom Jewish literature and a fresh reading of Romans 1–5, Simon Gathercole produces a far-reaching criticism of the current approach to Paul and points a new way forward. Building on a detailed examination of the past generation of scholarship on Paul and early Judaism, Gathercole's work follows two paths. First, he shows that while early Judaism was not truly oriented around legalistic works-righteousness, it did consider obedience to the Law to be an important criterion at the final judgment. On the basis of this reconstruction of Jewish thought and a rereading of Romans 1–5, Gathercole advances his main argument — that Paul did indeed combat a Jewish perspective that saw obedience to the Law both as possible and as a criterion for vindication at the final judgment. Paul's reply is that obedience to the Law is not a criterion for the final judgment because human nature makes obedience to the Law impossible. His doctrine of justification can therefore be properly viewed in its Jewish context, yet anthropological issues also take center stage.
