Performance and Capacity Themes for Cloud Computing

This IBM® RedpaperTM is the second in a series that addresses the performance and capacity considerations of the evolving cloud computing model. The first Redpaper publication (Performance Implications of Cloud Computing, REDP-4875) introduced cloud computing with its various deployment models, support roles, and offerings along with IT performance and capacity implications associated with these deployment models and offerings. In this redpaper, we discuss lessons learned in the two years since the first paper was written. We offer practical guidance about how to select workloads that work best with cloud computing, and about how to address areas, such as performance testing, monitoring, service level agreements, and capacity planning considerations for both single and multi-tenancy environments. We also provide an example of a recent project where cloud computing solved current business needs (such as cost reduction, optimization of infrastructure utilization, and more efficient systems management and reporting capabilities) and how the solution addressed performance and capacity challenges. We conclude with a summary of the lessons learned and a perspective about how cloud computing can affect performance and capacity in the future.

Conventional philosophical wisdom holds that no agent can invoke its own moral integrity — no agent can invoke fidelity to its deepest ethical commitments — as an independent moral consideration. This is because moral integrity simply consists in doing what is, all-things-considered, the right thing. Integrity argues that this conventional wisdom is mistaken with regard to individual agents, but is especially misguided with regard to liberal democracies as collective agents. Even more than individual persons, liberal democracies as collective agents often face integrity considerations of independent moral force, affecting the moral status of actual political decisions. After defending this philosophical thesis, this book illustrates its practical value in thinking through a wide range of practical policy problems. These problems range from 'dirty' national security policies, through the moral status of political honours celebrating political figures of questionable integrity, to the 'clean hands' dilemmas of political operatives who enable media demagogues to scapegoat vulnerable ethnic and racial minorities.

Beyond the Law's Reach? argues that fundamental assumptions in contemporary political philosophy need to be rethought in the face of pervasive political violence. At an applied level, Nili develops this claim by delving into a series of specific controversies, all revolving around affluent democracies' policy responses to the threat of pervasive violence abroad. Examples include the ethics of giving refuge to beleaguered autocrats to avert civil war in their country, the ethics of prosecuting foreign officials who have colluded with drug cartels, and the admission of oligarchs who acquired their riches by distorting their country's rule of law. At a more theoretical level, the book shows that the moral principles needed to adjudicate these particular controversies can illuminate broader issues in normative political theory. These range from the philosophy of criminal punishment, through the relationship between the law's letter and its spirit, to the general plausibility of certain moral theories (and meta-theories) as public policy guides. Ranging from influential theories of justice to some of the hardest moral dilemmas facing communities and leaders struggling with the shadow of violence, this book explores the difficult circumstances in which we must aside not just the assumption of a stable liberal democracy, but even the dream of a clear path towards such democracy.
