The rule of law is becoming a victim of the struggle against terrorism. Many countries are reviewing their security procedures and questioning whether due process rights hinder them in the war on terror. There is increasing emphasis on preventive detention or strategies of disablement that cut into the liberties of suspects who may not have committed a crime. The focus of this book is the Republic of Ireland, where the risk of political violence has constantly threatened the Irish state. To ensure its survival, the state has resorted to emergency laws that weaken due process rights. The effects of counter-terrorism campaigns upon the rule of law governing criminal justice in Ireland are a central feature of this book. Globalization has supported this crossover, as organized crime seems immune to conventional policing tactics. But globalization fragments the authority of the state by introducing a new justice network. New regulatory agencies are entrusted with powers to control novel risks and social movements adopt a human rights discourse to contest state power and emergency laws. The result of this conflux of actors and risks is are negotiation of the model of justice that citizens can expect. Terrorism, Rights and the Rule of Law contributes to current debates about civil liberties in the war on terror, how counter-terrorism can contaminate criminal justice, and how globalization challenges a state-centred view of criminal justice. It will be of key interest to students of criminology, law, human rights and sociology,as well as legal and other practitioners and policy-makers.

This book provides the first systematic study of prison governors, a hidden and powerful, but much neglected, group of criminal justice practitioners. Its focus is on how they carry out their task, how that has changed over time and how their role has evolved. The author, himself a former prison governor, explains how prison governors have changed under external pressures, and examines a number of the factors that have been influential in changing their working environment in particular the changing status of prisoners and the development of the concept of prisoners rights, the increasing scrutiny of the press and politicians, competitive elements introduced by privatization of the penal institutions, and the introduction of risk management approaches. Based on extensive research, including interviews with 42 prison governors, this book also explores a number of important biographical factors. The author describes the demographic characteristics of the sample of governors interviewed, including their social origins, educational and occupational backgrounds, their reasons and motivation for joining the prison service, their career paths, and also explores their values and beliefs. In the light of the findings of this study the author also makes a number of important suggestions for changes that should be made to policy and practice, and explores the implications for how our prisons should be governed in the future.

Less well known were its effects on health in the region, which have led to a serious health crisis. This report examines the degree to which the pollution adversely affected human health, putting it in the context of other health determinants such as socioeconomic factors, health care standards and availability, and lifestyle factors. Among the numerous pollutants, the report points to lead, dust, toxic gases, and nitrates in rural water supplies as having a significant impact on health in Central and Eastern Europe. The author suggests possible avenues for international action. However, an analysis of the determinants of health reveals that addressing the pollution problems alone will not solve the health crisis. Improving health in this region will depend on the changing economic fortunes of individual countries and the ability of each to create a supportive social environment for its citizens.

Using a corpus of 50 films, ranging from John Ford's The Informer (1935) to Lenny Abrahamson's Garage (2007), the author examines the extent to which Irish English grammatical, discourse and lexical features are present in the films and provides a qualitative analysis of the accents in these works. The authenticity of the language is called into question and discussed in relation to the phenomenon of the Stage Irishman.

While confidential informants (CI’s) can play a crucial role in police investigations, they also have the potential to cause great harm if they are dishonest. The process by which police agencies qualify a CI to work and the strength of agency policy may be the source of the problem. This Brief examines the integrity problem involving CIs in police operations within the United States, provides an overview of pitfalls and problems related to veracity and informant integrity including the difficulties in detecting when a CI is lying, and compares the provisions of actual published police policy to the model CI policy published by the International Association of Chiefs of Police (IACP). The analysis shows a wide divergence between actual police policy and the national standard promulgated by the IACP. The Brief provides policy recommendations for improving use of CIs that can potentially reduce or eliminate integrity problems that can lead to organizational accidents such as wrongful arrests and convictions, injuries or deaths. Some Courts have issued measures to ensure that information received from CIs is reliable by examining sworn testimony and documents related to their work. However, as this Brief explores, this judicial effort arises only after a police operation has taken place, and the use of force – even deadly force—has already been employed. The author proposes integrity testing beforehand, which would allow police to have a greater understanding of a CI’s motivation, ability and veracity when conducting law enforcement operations. In addition, there are aspects of police policy that can enhance CI management such as training, supervision and entrapment that can further guard against integrity problems. Although integrity testing is not flawless, it does interpose an additional step in the CI management process that can help guard against wrongful conviction and perjury that harms the judicial process.
