The protests, riots, and looting that followed the death of George Floyd, and the resurgence of the Black Lives Matter movement—cheered on and celebrated by the media and political class—accelerated the crash of confidence that New York City needed in order to rebound quickly from the economic disaster. Through reckless financial husbandry; by sowing racial discord and resentment; by enshrining a corrosive pay-to-play political culture that turned City Hall into a ticket office; and by using his office as a platform to advance himself as a national political figure, Bill de Blasio set the stage for the ruin of New York City. He has left the city vulnerable to the social, economic, and cultural shocks that have leveled its confidence and brought into question its capacity to absorb the creative energies of the world, and reflect them back in the form of opportunity and wealth, as it has done for hundreds of years. By focusing his study on this boomtown, Rockman reassesses the roles of race and region and rewrites the history of class and capitalism in the United States during this time. Rockman describes the material experiences of low-wage workers—how they found work, translated labor into food, fuel, and rent, and navigated underground economies and social welfare systems. He also explores what happened if they failed to find work or lost their jobs. Rockman argues that the American working class emerged from the everyday struggles of these low-wage workers. Their labor was indispensable to the early republic’s market revolution, and it was central to the transformation of the United States into the wealthiest society in the Western world. Rockman’s research includes construction site payrolls, employment advertisements, almshouse records, court petitions, and the nation’s first “living wage” campaign. These rich accounts of day laborers and domestic servants illuminate the history of early republic capitalism and its consequences for working families.

By the 1850s, the expansion of printing and distribution technologies provided writers with more readers and literary outlets than ever before, while the ever-changing political contexts occasioned by the revolutions of 1830 and 1848 brought about differing degrees of political, social, and literary censure and pressure. Seth Whidden examines crises of literary authority in nineteenth-century French literature, both in response to the attempts of the Second Empire (1852-1870) to restore the unquestioned imperial authority that had been established by Napoleon I and in the aftermath of the bloody Paris Commune of 1871. In each of his chapters, Whidden offers a representative case study highlighting one of several phenomena-literary collaboration, parody, destabilized poetic form, the substitution of one poetic or narrative voice with that of the man-that enabled challenges to the traditional status of the writer and, by extension, the political authority that it reflected. Whidden focuses on the play Le Supplice d’une femme (1865); the Cercle Zutiste, a group of writers, musicians, and artists who met regularly in the fall of 1871, only months after the fall of the Second Empire; Arthur Rimbaud’s Commune-era poems; and Jules Verne’s 1851 ’Un voyage en ballon,’ later reprinted as ’Un drame dans les airs’ in 1874. Whidden concludes with a futuristic look at authority and auctority as it pertains to midcentury writers taking stock of the weakened authority still possible in a post-Second Empire France and envisioning what kind of auctority is still to come.

The reason for these reforms' failures, the book argues, is that they proceed from an incorrect conception of just what a party is. Parties are not rigid structures that can be wished or legislated away; they are networks of creative and adaptive policy demanders who use their influence to determine just what sorts of people get nominated for office. Even while these reforms tend to fail, however, they impose considerable costs on society, usually reducing transparency and accountability in politics and government.
