The Pengerang Integrated Petroleum Complex (PIPC) is a huge development that has emerged on the east coast of Johor. Comprising Petronas’ largest refinery facility and numerous ancillary and supporting industrial areas, it is pegged to diversify Malaysia’s petrochemical industry and reap the benefits of the area’s fortunate position on international maritime trade routes. While initial responses to the PIPC development were of concern for Singapore’s oil and gas business, the island-nation’s long reputation and position in the industry means that the PIPC has some steep learning curves to traverse before coming on par with its southerly neighbour. However, the PIPC is likely to provide a solution to Singapore’s limitations in terms of costly services and limited land space. It may also rejuvenate an industry now seen by some SMEs to be somewhat stagnant. While there are myriad global trends that may inhibit the complete success of the PIPC, it seems to be well placed to provide economic spillover benefits for Johor and Malaysia. Even if it does not become a top regional player, it will be able to meet local demands for Euro 5 quality products. The PIPC received a boost with Saudi Aramco’s commitment to invest in the Refinery and Petrochemical Integrated Development (RAPID) project. More investments may come on board when the refinery begins operations in 2019. A full assessment of PIPC’s success or failure can be conducted once other announced developments are completed and full operations begin.
Oil palm was brought to Malaysia from West Africa as part of British colonial agricultural development initiatives, but the refining of crude palm oil only began in the 1970s as part of the move by the Malaysian government to industrialize the country’s agrarian economy. Malaysia is the world’s second-largest producer of palm oil, after Indonesia. Both countries account for about 85 per cent of total exports. Incidentally, smallholders produce about 40 per cent of the total output of palm oil in Malaysia. The palm oil industry is mired in controversy. Global campaigns originating in Europe and the US have branded the crop the biggest cause of deforestation, with proposed bans to follow in December 2024. Certification has been proposed as the solution to address gaps in sustainability. Sabah is used as an illustrative case study of an effective approach for statewide certification using both the Malaysian Sustainable Palm Oil (MSPO) and Roundtable for Sustainable Palm Oil (RSPO) schemes.

The sectors listed as the main focus of this effort included: energy, industrial processes, waste, agriculture, land use, land-use change and forestry (LULUCF). Several initiatives under myriad governments have been launched to reduce Malaysia’s climate change impacts; among those has been the emphasis on renewable energy (RE). Malaysia’s current energy mix relies heavily on coal and natural gas. Long-entrenched subsidies on these energy sources, coupled with greatly depreciating prices make it difficult for new RE producers to enter the market and increase their market share. This is in spite of positive developments in RE infrastructure and reduced RE material costs. Solar, biogas, biomass and mini-hydro have been put forward as the RE sources with the most potential, but all have issues of consistency and reliability. Because small energy generators cannot guarantee infallible energy production, they may not be the most viable options for the long term. Their size also denies them the economies of scale that would reduce their costs. Instead, these higher costs may be transferred to the consumer. Other issues include the competition for land in the development of large-scale solar farms, including the possible loss of community farmlands and hence livelihoods, if not displacement. A push for biomass and biogas as a source of energy might also lead to increased oil palm production to meet the need for consistent supplies of oil palm waste. Biogas from municipal landfills is made even more challenging given that Malaysian municipal waste is not sorted at source. One possible solution is the use of hybrid RE in rural areas, comprising a mix of micro-hydro, solar and diesel-based energy generation as a back-up. However an immediate win is to ensure energy efficiency and public education to encourage emissions reduction and climate change impacts on the individual consumer.
This study was carried out in Johor and Kedah through a combination of focus groups, formal and informal interviews and long-term ethnographic participant observation. Johor was selected for this study because it is the birthplace and long-time bastion of UMNO while Kedah was of interest because of the Mahathir family legacy in the state. The study shows that the rural vote is not homogeneous; views and perceptions that could lead to electoral action differs between regions, ages and genders. Daily survival and rising costs of living are the key common issues that were raised across all regions. The importance of Malay rights and the priority of Islam are also important to the rural voter. Another common problem mentioned is that of the middleman who prevents allocated funds or financial assistance from reaching the average rural resident. Malay cultural norms, traditional obligations of loyalty and patronage politics are major factors that affect the decisions of older rural voters. Younger voters might be open to the idea of a new government, but they need to overcome community and family pressure to break away from generational practices of voting for Barisan Nasional. Some rural voters feel that they gain no benefits from having either side of the political divide in power. While these voters generally do not see the point of voting, a last-minute decision to vote may go the way of the party that provides them with immediate gains.

Nationwide vaccination is seen as the only way out of the pandemic. Malaysia’s COVID-19 communication strategy was hampered by political machinations and myriad changes in government. The need to shore up favour among the electorate resulted in inconsistent messaging and regular U-turns whenever there was public outrage at arbitrary restrictions. This resulted in confusion on the ground, preventing successful COVID-19 management and containment. Under the current regime, claims to more accessible data have been disputed and doubts have surfaced over data transparency and accuracy. There is an urgent need to ensure convincingly reliable information, as well as to use more engaging messaging on more suitable media. A holistic and effective COVID-19 communication strategy should adopt principles from several communication approaches, resulting in messages that are clear, simple and accessible as well as consistent and credible. Audiences should be segmented so that messages can be better tailored to their needs, with adequate information on the necessary steps to prevent infection and spread. Fake news, misinformation, and disinformation should be constantly tackled and debunked. The Gerai OA and OA Lindungi Komuniti Facebook pages are outstanding examples of grassroots information dissemination channels that effectively provide fact-checked, coherent and accessible information to local communities in languages and on media best-suited to their audiences.
