Spoils of War traces the histories of navies and ships of the defeated powers from the months leading up to the relevant armistices or surrenders to the final execution of the appropriate post-war settlements. The later histories of ships that saw subsequent service, either in their original navies or in those navies which acquired them, are also described. Focusing on Kenya’s path-breaking mobile money project M-Pesa, this book examines and critiques the narratives and institutions of digital financial inclusion as a development strategy for gender equality, arguing for a politics of redistribution to guide future digital financial inclusion projects. One of the most-discussed digital financial inclusion projects, M-Pesa facilitates the transfer of money and access to formal financial services via the mobile phone infrastructure and has grown at a phenomenal rate since its launch in 2007 to reach about 80 per cent of the Kenyan population. Through a socio-legal enquiry drawing on feminist political economy, law and development scholarship and postcolonial feminist debate, this book unravels the narratives and institutional arrangements that frame M-Pesa’s success while interrogating the relationship between digital financial inclusion and gender equality in development discourse. Natile argues that M-Pesa is premised on and regulated according to a logic of opportunity rather than a politics of redistribution, favouring the expansion of the mobile money market in preference to contributing to substantive gender equality via a redistribution of the revenue and funding deriving from its development. In light of the Arab Spring and after days of public quarreling that highlighted the divisions among NATO’s members on an agreement to give command of the "no-fly" zone in Libya to the Alliance, it is evident that the U.S. is having problems engaging with its European allies and partners. Why is this happening? Breaking away from the conventional way to study transatlantic relations, Serena Simoni uses a Constructivist theoretical lens to argue that the transatlantic partners’ changing identities since the early 1990s have influenced their political interests and, as a consequence, their national security policies. Contemporary divergences are a notable byproduct of these transformations. By focusing on cases of disagreement (i.e., NATO’s enlargement, the International Criminal Court, and Debt Relief for Africa), this book shows how since the 1990s, the US has started to see itself as the actor carrying the international defense burden, while the European Union has developed an image of itself as the actor in charge of humanitarian efforts, which generally entails diplomacy rather than military efforts. Contemporary cases of disagreement as the Arab Spring, Libya, and Foreign Assistance in Africa illustrate how redefined national identities continue to alter the course of transatlantic relations. Understanding Transatlantic Relations provides a more accurate examination of the future of transatlantic relations and offers an understanding of those issues that the United States and Europe would consider important enough to justify their cooperation.

This report was developed to inform the WHO Technical Product, purchasing instruments to strengthen quality health services for chronic illnesses (WHO-OECD joint publication). The Australian primary care system largely consists of independent private medical practices funded by fees for services. A Health Care Homes model that included voluntary patient enrolment and voluntary provider participation, with bundled payment for chronic disease management was implemented as a trial from October 2017 to June 2021. The model aimed to provide more flexible services delivered by multidisciplinary teams. Previous attempts to introduce patient enrolment supported by capitation had mixed results. The trial design of this involved a variety of stakeholders. Practices did not become purchasers of other services, and careful attention was paid to identifying and risk-rating suitable patients. The evaluation of the trial demonstrated some improved disease management and more use of a variety of practitioners without any significant change in hospital use. The decrease in fee-for-service revenue was more than compensated for by the capitated payments.

Vocational Trajectories Within the Australian Labour Market

This report explores the movements that workers make in the workforce and whether there are any commonalities. It also considers whether these movements can be characterised as vocational pathways. Workers within the finance, primary, health and electrical trades/engineering industries were interviewed about their employment and study history, career progression and reasons for any movements. They found that, within medium- to high-skill roles, workers either move upwards into roles with greater responsibilities or they move laterally into related roles expanding their technical skills and knowledge. Within low-skill roles, movements are associated more with ensuring an ongoing livelihood rather than a career pathway.
