An examination of how human beings are brought into the planning of complex infrastructure projects, through analysis of a controversial public transportation project. Policymakers are regularly confronted by complaints that ordinary people are left out of the planning and managing of complex infrastructure projects. In this book, Sebastián Ureta argues that humans, both individually and collectively, are always at the heart of infrastructure policy; the issue is how they are brought into it. Ureta develops his argument through the case of Transantiago, a massive public transportation project in the city of Santiago, proposed in 2000, launched in 2007, and in 2012 called “the worst public policy ever implemented in our country” by a Chilean government spokesman. Ureta examines Transantiago as a policy assemblage formed by an array of heterogeneous elements—including, crucially, “human devices,” or artifacts and practices through which humans were brought into infrastructure planning and implementation. Ureta traces the design and operation of Transantiago through four configurations: crisis, infrastructuration, disruption, and normalization. In the crisis phase, humans were enacted both as consumers and as participants in the transformation of Santiago into a “world-class” city, but during infrastructuration the “active citizen” went missing. The launch of Transantiago caused huge disruptions, in part because users challenged their role as mere consumers and instead enacted unexpected human devices. Resisting calls for radical reform, policymakers insisted on normalizing Transantiago, transforming it into a permanent failing system. Drawing on Chile's experience, Ureta argues that if we understand policy as a series of heterogeneous assemblages, infrastructure policymaking would be more inclusive, reflexive, and responsible.

After a modest increase in Metro fares in Santiago, Chile, last October, twenty Metro stations were simultaneously set on fire. The fare increase was the tipping point of years of social malaise. Days later there were more than a million protesters on the streets. Under neoliberalism Chile was long seen as an exemplary developing economy, and a testament to the power of privatization and free trade. But all was not well. Sebastian Edwards tells the story of how Chile went from being the posterchild of market-oriented reforms and capitalist modernization to a nation rocked by violence and political upheaval. The meeting of members of different cultures, frequently conceptualized in abstract terms, always involves the meeting of human bodies. Bodies were and are not only markers of cultural identity and difference, endlessly inscribed and represented as the 'body politic' or 'the exotic other'; as battlegrounds of cross-cultural signification and identification bodies are also potential agents of change. While some essays address the elusiveness of the 'real' or material body, forever lost behind a veil of textual and visual representation, others analyze the performative effect of such representations - their function of disciplining colonized bodies and subjects by integrating them into Western systems of cultural signification and scientific classification. Yet, as the volume also shows, formerly colonized people, far from subjecting themselves completely to Western discourses of physical discipline, retain traditional body practices - whether in food culture, religious ritual, or musical performances. Such local reinscriptions escape the grip of Western culture and transform the global semantics of the body.

Microwave dielectric materials play a key role in our global society with a wide range of applications, from terrestrial and satellite communication including software radio, GPS, and DBS TV to environmental monitoring via satellite. A small ceramic component made from a dielectric material is fundamental to the operation of filters and oscillators in several microwave systems. In microwave communications, dielectric resonator filters are used to discriminate between wanted and unwanted signal frequencies in the transmitted and received signal. When the wanted frequency is extracted and detected, it is necessary to maintain a strong signal. For clarity it is also critical that the wanted signal frequencies are not affected by seasonal temperature changes. In order to meet the specifications of current and future systems, improved or new microwave components based on dedicated dielectric materials and new designs are required. The recent progress in microwave telecommunication, satellite broadcasting and intelligent transport systems (ITS) has resulted in an increased demand for Dielectric Resonators (DRs). With the recent revolution in mobile phone and satellite communication systems using microwaves as the propagation media, the research and development in the field of device miniaturization has been a major challenge in contemporary Materials Science. In a mobile phone communication, the message is sent from a phone to the nearest base station, and then on via a series of base stations to the other phone. At the heart of each base station is the combiner/filter unit which has the job of receiving the messages, keeping them separate, amplifying the signals and sending then onto the next base station. For such a microwave circuit to work, part of it needs to resonate at the specific working frequency. The frequency determining component (resonator) used in such a high frequency device must satisfy certain criteria. The three important characteristics required for a dielectric resonator are (a) a high dielectric constant which facilitates miniaturization (b) a high quality factor (Qxf) which improves the signal-to-noise ratio, (c) a low temperature coefficient of the resonant frequency which determines the stability of the transmitted frequency. During the past 25 years scientists the world over have developed a large number of new materials (about 3000) or improved the properties of known materials.
