The problem is not so much demographic change as the political and policy challenge of creating fair, sustainable and effective policies for people of all ages. This book, based on a large European Observatory study, uses new evidence to challenge some of the myths surrounding ageing and its effects on economies and health systems. Cataclysmic views of population ageing are often based on stereotypes and anecdotes unsupported by evidence. How we address ageing societies is a choice. Societies can choose policies that benefit people of all ages, promoting equity both within and between generations, and political coalitions can be built to support such policies. The Voice of America (VOA) is the oldest and largest U.S. government-funded international media organization. In 2020, Donald Trump nominated Michael Pack, a right-wing documentarian and close friend of Steve Bannon, to lead the organization and curb what Trump saw as the network's overly negative reporting on the U.S. During the seven months that Pack oversaw the agency, more than 30 whistleblowers filed complaints against him, a judge ruled that he had infringed journalists' constitutional right to freedom of speech, and he refused to respond to a subpoena issued by the Senate Committee on Foreign Relations. How did such a major international public service media network become intensely politicized by government allies in such a short time, despite having its editorial independence protected by law? What were the effects on news output? And what can we learn from this situation about how to protect media freedom in the future? Capturing News, Capturing Democracy puts these events in historical and international context--and develops a new analytical framework for understanding government capture and its connection to broader processes of democratic backsliding. Drawing from in-depth interviews with network managers and journalists, and analysis of private correspondence and internal documents, Wright, Scott, and Bunce analyze how political appointees, White House officials, and right-wing media influenced VOA changing its reporting of the Black Lives Matter movement, the presidential election, and its contested aftermath. The authors stress that leaving the VOA unprotected opens it and other public media to targeting by authoritarian leadership and poses serious risks to US democracy. Further, they offer practical recommendations for how to protect the network and other international public service media better in the future.
Today’s high schools are increasingly based around the use of digital technologies. Students and teachers are encouraged to ‘Bring Your Own Device’, teaching takes place through ‘learning management systems’ and educators are rushing to implement innovations such as flipped classrooms, personalized learning, analytics and ‘maker’ technologies. Yet despite these developments, the core processes of school appear to have altered little over the past 50 years. As the twenty-first century progresses, concerns are growing that the basic model of ‘school’ is ‘broken’ and no longer ‘fit for purpose’. This book moves beyond the hype and examines the everyday realities of digital technology use in today’s high schools. Based on a major ethnographic study of three contrasting Australian schools, the authors lay bare the reasons underlying the inconsistent impact of digital technologies on day-to-day schooling. The book examines leadership and management of technology in schools, the changing nature of teachers’ work in the digital age, as well as student (mis)uses of technologies in and out of classrooms. Bias" is a term that circulates frequently in the contemporary landscape of political media, a term intended to diagnose a failure when media outlets fail to maintain journalistic objectivity. Beyond Bias interrogates what would seem, at first glance, to be cases of utterly biased examples of political media-contemporary conservative documentary films. However, rather than dismiss such examples of political representation as exemplars of ideological nonsense, reactionary propaganda, etc., Beyond Bias locates in such examples of conservative media a mode of discourse central to contemporary democratic debate in the US. Specifically, this book identifies conservative media as a mode of hysterical discourse. As the book makes clear, hysterical political discourse occurs when debate is simulated as a means to avoid a more substantive exchange; when appeals to compromise function as a screen to blur the distinctions between opposing sides or viewpoints; as recourse to any and all opinions or "alternative facts" conducive to conservatism's ideological priorities, no matter how divorced from reality; through the reduction of complex issues into moral binaries; through the depoliticizing emphasis on form over content; and, ultimately, as a sustained means to "police" the political with excess nonsense and noise that drowns out any alternative voices. Drawing from psychoanalytic theories of hysteria (Jacques Lacan, Juliet Mitchell, Teresa Brennan, Christopher Bollas, and others) and Jacques Rancière's aesthetic politics, and likewise by placing conservative documentaries in the context of many concerns central to Documentary Studies (participation, observation, representation, the archive, etc.), Beyond Bias views conservative documentary, and conservative media and politics more generally, not as the biased excesses of the contemporary political landscape but rather as texts central to understanding the implicit, though sometimes affectively traumatic, antagonisms inevitable in democracy and constitutive of democratic debate"--

Yet the influence of the media is not always welcome. It can also be used as a mechanism of surveillance and control or to disseminate hate speech and propaganda. Despite a wealth of theorizing and research about each concept, lobbying and norms still raise a number of interesting issues. Why do lobbyists and politicians engage in cooperative behavior? How does cooperative behavior in lobbying affect policy making? If democratic participation is good, why do we view lobbying as bad? Lobbying engenders debate about its effects on the political process and on policy development. Sociologists and other social scientists remain concerned about how norms emerge, the content of norms, how widely they are distributed, and how they are enforced. Political scientists study how interest groups work together and influence the political process. Based on the experience of the author, a former lobbyist, this book looks at the social norms of lobbying and how such norms work in a general framework of other norms and legal institutions in the political process. In developing this argument, John C. Scott claims that: Embedded social relationships and trust-based social norms underpin everyday interactions among policy actors. These relationships and norms have concrete impacts on the policy making process. Social relationships and norms inhibit participation in the political process by outside actors. The investigation is conducted through an innovative theoretical framework, combining existing theoretical perspectives from different disciplines, and using a variety of data and methods, including longitudinal quantitative and social network data, interviews with lobbyists, activists, and policymakers, and anecdotal and historical examples. The Social Process of Lobbying provides refreshingly new empirical evidence and theoretical analysis on how networks of trust are neither all good nor all bad but are ambivalent: they can both improve policy and fuel collusion.

The prospect of international conflict over water has long been the subject of academic and popular concern, but subnational political conflict is considerably more common, and almost certainly imposes greater economic and environmental costs. Indeed, subnational hydropolitics are an important feature of several large countries, including the United States, India, and China. Moreover, disputes between water users in shared river basins have often persisted despite repeated attempts by central governments to resolve them through both persuasion and coercion. Yet despite the growing threat of water scarcity around the world, little research exists on sub-national politics of shared water resources. This book attempts to fill the gap by explaining how and why hydropolitics play out within countries, as well as between them. Subnational Hydropolitics re-examines the issue of water conflict by examining conflicts at the subnational rather than international level. By examining several in-depth case studies of both conflict and cooperation, Scott Moore argues that increasing sub-national water conflict is driven by two inter-linked forces, identity politics, which gives subnational politicians a reason to compete over shared water resources; and political decentralization, which provides them with the tools to do so. To understand politics at the subnational level, the book blends insights from both the environmental governance and comparative politics literatures. By examining the challenges many countries face in achieving cooperation over shared water resources, the book helps to shed light on different mechanisms and processes for solving cooperation problems at the regional scale lessons relevant to tackling a wide range of transboundary environmental problems, including air pollution, urbanization, and ecosystem protection. But at its core, this book promises a definitive contribution to the growing sub-field of environmental politics, centered on understanding how different countries attempt to solve the problems inherent in governing water resources in shared river basins.
Conventional models of voting behavior depict individuals who judge governments for how the world unfolds during their time in office. This phenomenon of retrospective voting requires that individuals integrate and appraise streams of performance information over time. Yet past experimental studies short-circuit this 'integration-appraisal' process. In this Element, we develop a new framework for studying retrospective voting and present eleven experiments building on that framework. Notably, when we allow integration and appraisal to unfold freely, we find little support for models of 'blind retrospection.' Although we observe clear recency bias, we find respondents who are quick to appraise and who make reasonable use of information cues. Critically, they regularly employ benchmarking strategies to manage complex, variable, and even confounded streams of performance information. The results highlight the importance of centering the integration-appraisal challenge in both theoretical models and experimental designs and begin to uncover the cognitive foundations of retrospective voting.
