How does a globally uncompetitive industry compete successfully in specific markets? What shapes the decisions of importers in these markets to purchase inputs from a more costly supplier? Current theories highlight the role of the market or firm strategy as possible explanations. It’s Not Just the Economy, Stupid! Trade Competitiveness in the 21st Century relies on 12 years of research of the US textile industry and the apparel industry throughout the Latin American and Caribbean regions to provide an alternative answer to these questions. The book argues that market factors and business strategies alone do not determine industry competitiveness and firm import behavior. Rather, special international trade programs and regulated trade agreements, which are commonly described as free trade agreements, make it possible for an industry that is less competitive in the global market to become highly competitive in specific markets. Furthermore, these same international trade programs and agreements create incentives for importers to purchase inputs from specific markets, including those with higher costs. For example, the US textile industry is less cost competitive than the same industry in a number of other countries, such as China. Although less expensive textile suppliers exist, some Latin American and Caribbean countries continue to import a majority of their textiles from the United States for use in their garment exports. The book shows that this particular trend results from special trade programs and regulated trade agreements. The findings presented here complement existing scholarship on international trade by focusing on the behavior of importers rather than exporters. Furthermore, whereas current studies explain how industries compete in the global market, the book shifts the emphasis toward industry competitiveness in specific markets.

Nowhere can we appreciate so easily the intertwined nature of the triple forces of knowledge accumulation--capital, colonial, and racial--than in the imperial museum, where the objects of accumulation remain materially, visibly preserved. Sarita See maintains that it is this material collection of artifacts associated with the racial, colonial primitive that forms the foundation of American knowledge production. The Filipino Primitive takes Karl Marx's concept of "primitive accumulation," usually conceived of as an economic process for the acquisition of land and the extraction of labor, and argues that we also must understand it as a project of knowledge accumulation. Taking us through the Philippine collections at the University of Michigan Natural History Museum and the Frank Murphy Memorial Museum, also in Michigan, See reveals these exhibits as both allegory and real case of the primitive accumulation subtending imperial American knowledge, just as the extraction of Filipino labor contributes to American capitalist colonialism. With this understanding of the Filipino foundations of the development of an American accumulative drive toward power and knowledge, we can appreciate the value of Filipino American cultural producers like Carlos Bulosan, Stephanie Syjuco, and Ma-Yi Theater Company who have created incisive parodies of an accumulative epistemology, even as they articulate powerful alternative, anti-accumulative social ecologies.

In 2012, an exhibition at the National Museum of the American Indian entitled “IndiVisible: African-Native American Lives in the Americas” illuminated the experiences and history of a frequently overlooked multiracial group. This book redresses that erasure and contributes to the growing body of scholarship about people of mixed African and Indigenous ancestry in the United States. Yoking considerations of authenticity in Life Writing with questions of authenticity in relationship to mixed-race subjectivity, Cannon analyzes how Black Native Americans navigate narratives of racial and ethnic authenticity through a variety of autobiographical forms. Through close readings of scrapbooks by Sylvester Long Lance, oral histories from Black Americans formerly enslaved by American Indians, the music of Jimi Hendrix, photographs of contemporary Black Indians, and the performances of former Miss Navajo Radmilla Cody, Cannon argues that people who straddle Black and Indigenous identities in the United States unsettle biological, political, and cultural metrics of racial authenticity. The creative ways that Afro-Native American people have negotiated questions of belonging, authenticity, and representation in the past 120 years testify to the empowering possibilities of expanding definitions of autobiography.

Forging an Academic Discipline

In tracing the origins of the modern human-rights movement, historians typically point to two periods: the 1940s, in which decade the Universal Declaration of Human Rights (UDHR) was ratified by the United Nations General Assembly; and the 1970s, during which numerous human rights nongovernmental organizations (NGOs), most notably Amnesty International and Médecins Sans Frontières, came into existence. It was also in the 1970s, Sarita Cargas observes, when the first classes in international human rights began to be taught in law schools and university political science departments in the United States. Cargas argues that the time has come for human rights to be acknowledged as an academic discipline. She notes that human rights has proven to be a relevant field to scholars and students in political science and international relations and law for over half a century. It has become of interest to anthropology, history, sociology, and religious studies, as well as a requirement even in social work and education programs. However, despite its interdisciplinary nature, Cargas demonstrates that human rights meets the criteria that define an academic discipline in that it possesses a canon of literature, a shared set of concerns, a community of scholars, and a methodology. In an analysis of human rights curricula in Australia, Canada, the United Kingdom, and the United States, Cargas identifies an informal consensus on the epistemological foundations of human rights, including familiarity with human rights law; knowledge of major actors including the United Nations, governments, NGOS, and multinational corporations; and, most crucially, awareness and advocacy of the rights and freedoms detailed in the articles of the UDHR. The second half of the book offers practical recommendations for creating a human rights major or designing courses at the university level in the United States.
