Winner of the 2013 Eleanor Maccoby Award from APA Division 7 Women's schooling is strongly related to child survival and other outcomes beneficial to children throughout the developing world, but the reasons behind these statistical connections have been unclear. In Literacy and Mothering, the authors show, for the first time, how communicative change plays a key role: Girls acquire academic literacy skills, even in low-quality schools, which enable them, as mothers, to understand public health messages in the mass media and to navigate bureaucratic health services effectively, reducing risks to their children's health. With the acquisition of academic literacy, their health literacy and health navigation skills are enhanced, thereby reducing risks to children and altering interactions between mother and child. Assessments of these maternal skills in four diverse countries - Mexico, Nepal, Venezuela, and Zambia - support this model and are presented in the book. Chapter 1 provides a brief history of mass schooling, including the development of a bureaucratic Western form of schooling. Along with the bureaucratic organization of healthcare services and other institutions, this form of mass schooling spread across the globe, setting new standards for effective communication - standards that are, in effect, taught in school. Chapter 2 reviews the demographic and epidemiological evidence concerning the effects of mothers' education on survival, health, and fertility. In this chapter, the authors propose a model that shows how women's schooling, together with urbanization and changes in income and social status, reduce child mortality and improve health. In Chapter 3, the authors examine the concept of literacy and discuss how its meanings and measurements have been changed by educational research of the last few decades. Chapter 4 introduces the four-country study of maternal literacy. The extraxial-axial theory (EAT) and universal elemental homology (UEH) are often portrayed as mutually exclusive hypotheses of homology within pentaradiate Echinodermata. EAT describes homology upon the echinoderm bauplan, interpreted through early post-metamorphic growth and growth zones, dividing it into axial regions generally associated with elements of the ambulacral system and extraxial regions that are not. UEH describes the detailed construction of the axial skeleton, dividing it into homologous plates and plate series based on symmetry, early growth, and function. These hypotheses are not in conflict; the latter is rooted in refinement of the former. Some interpretive differences arise because many of the morphologies described from eleutherozoan development are difficult to reconcile with Paleozoic forms. Conversely, many elements described for Paleozoic taxa by UEH, such as the peristomial border plates, are absent in eleutherozoans. This Element recommends these two hypotheses be used together to generate a better understanding of homology across Echinodermata.
How Hawai'i became an emblem of multiculturalism during its journey to statehood in the mid-twentieth century Gateway State explores the development of Hawai'i as a model for liberal multiculturalism and a tool of American global power in the era of decolonization. The establishment of Hawai'i statehood in 1959 was a watershed moment, not only in the ways Americans defined their nation’s role on the international stage but also in the ways they understood the problems of social difference at home. Hawai'i’s remarkable transition from territory to state heralded the emergence of postwar multiculturalism, which was a response both to independence movements abroad and to the limits of civil rights in the United States. Once a racially problematic overseas colony, by the 1960s, Hawai'i had come to symbolize John F. Kennedy’s New Frontier. This was a more inclusive idea of who counted as American at home and what areas of the world were considered to be within the U.S. sphere of influence. Statehood advocates argued that Hawai'i and its majority Asian population could serve as a bridge to Cold War Asia—and as a global showcase of American democracy and racial harmony. In the aftermath of statehood, business leaders and policymakers worked to institutionalize and sell this ideal by capitalizing on Hawai'i’s diversity. Asian Americans in Hawai'i never lost a perceived connection to Asia. Instead, their ethnic difference became a marketable resource to help other Americans navigate a decolonizing world. As excitement over statehood dimmed, the utopian vision of Hawai'i fell apart, revealing how racial inequality and U.S. imperialism continued to shape the fiftieth state—and igniting a backlash against the islands’ white-dominated institutions.

Why populations brutalized in war elect their tormentors One of the great puzzles of electoral politics is how parties that commit mass atrocities in war often win the support of victimized populations to establish the postwar political order. Violent Victors traces how parties derived from violent, wartime belligerents successfully campaign as the best providers of future societal peace, attracting votes not just from their core supporters but oftentimes also from the very people they targeted in war. Drawing on more than two years of groundbreaking fieldwork, Sarah Daly combines case studies of victim voters in Latin America with experimental survey evidence and new data on postwar elections around the world. She argues that, contrary to oft-cited fears, postconflict elections do not necessarily give rise to renewed instability or political violence. Daly demonstrates how war-scarred citizens reward belligerent parties for promising peace and security instead of blaming them for war. Cambodia, like its regional peers, offers a number of tax incentives to investors. This paper reviews these incentives to assess their costs and benefits, including their likely effectiveness in attracting capital and in supporting the diversification strategy. It finds that an important incentive, the tax holiday, differs materially from practice elsewhere in offering a deferral rather than exempting from tax and may not be very effective. Moreover, other features of the tax system, such as the high withholding rate on dividends, imply relatively high effective tax rates for foreign investors. The paper discusses potential reforms that weigh revenue and other costs of tax incentives against the need for a competitive tax system, including a shift from tax holidays toward investment allowances.
It's time to design the next iteration of higher education. There is no question that higher education faces significant challenges. Most of today's universities aren't prepared to tackle issues like demographic change, the continued defunding of public education, cost pressures, and the opportunities and challenges of educational technologies. Then, of course, there is the shock of the COVID-19 pandemic, which will reverberate for years and may very well usher higher education into an era of significant structural change. Some critics argue that a premium should be placed on change functions—that is to say, on creativity, innovation, organizational learning, and change management. Yet few institutions of higher education have functions focused on thoughtful, iterative problem-solving and opportunity identification. The authors of Design for Change in Higher Education argue that we must imagine and actively make our way to new institutional forms. They assert that design—a practical art that is conceptually rich and visible in its concreteness—must become a core internal competency of the university. They propose one grounded in the practical experiences of a specific educational design organization: Michigan State University's Hub for Innovation in Learning and Technology, which all three authors have helped to run. The Hub was created to address issues of participation, impact, and scale in moving learning innovations from the individual to the collective and from the classroom to the institution.
