To many Americans in the nineteenth and twentieth centuries, the West was simultaneously the greatest symbol of American opportunity, the greatest story of its history, and the imagined blank slate on which the country’s future would be written. From the Spanish-American War in 1898 to the Great Depression’s end, from the Mississippi to the Pacific, policymakers at various levels and large-scale corporate investors, along with those living in the West and its borderlands, struggled over who would define modernity, who would participate in the modern American West, and who would be excluded. In Making a Modern U.S. West Sarah Deutsch surveys the history of the U.S. West from 1898 to 1940. Centering what is often relegated to the margins in histories of the region—the flows of people, capital, and ideas across borders—Deutsch attends to the region’s role in constructing U.S. racial formations and argues that the West as a region was as important as the South in constructing the United States as a “white man’s country.” While this racial formation was linked to claims of modernity and progress by powerful players, Deutsch shows that visions of what constituted modernity were deeply contested by others. This expansive volume presents the most thorough examination to date of the American West from the late 1890s to the eve of World War II.
Gridlock is not a modern legislative condition. Although the term is said to have entered the American political lexicon after the 1980 elections, Alexander Hamilton complained about it more than two hundred years ago. In many ways, stalemate seems endemic to American politics. Constitutional skeptics even suggest that the framers intentionally designed the Constitution to guarantee gridlock. In Stalemate, Sarah Binder examines the causes and consequences of gridlock, focusing on the ability of Congress to broach and secure policy compromise on significant national issues. Reviewing more than fifty years of legislative history, Binder measures the frequency of deadlock during that time and offers concrete advice for policymakers interested in improving the institutional capacity of Congress. Binder begins by revisiting the notion of "framers' intent," investigating whether gridlock was the preferred outcome of those who designed the American system of separated powers. Her research suggests that frequent policy gridlock might instead be an unintended consequence of constitutional design. Next, she explores the ways in which elections and institutions together shape the capacity of Congress and the president to make public law. She examines two facets of its institutional evolution: the emergence of the Senate as a coequal legislative partner of the House and the insertion of political parties into a legislative arena originally devoid of parties. Finally, she offers a new empirical approach for testing accounts of policy stalemate during the decades since World War II. These measurements reveal patterns in legislative performance during the second half of the twentieth century, showing the frequency of policy deadlock and the legislative stages at which it has most often emerged in the postwar period. In a little-known chapter of World War II, Black people living in Nazi Germany and occupied Europe were subjected to ostracization, forced sterilization, and incarceration in internment and concentration camps. In the absence of public commemoration, African diaspora writers and artists have preserved the stories of these forgotten victims of the Third Reich. Their works illuminate the relationship between creative expression and wartime survival and the role of art in the formation of collective memory. This groundbreaking book explores a range of largely overlooked literary and artistic works that challenge the invisibility of Black wartime history. Emphasizing Black agency, Sarah Phillips Casteel examines both testimonial art by victims of the Nazi regime and creative works that imaginatively reconstruct the wartime period. Among these are the internment art of Caribbean painter Josef Nassy, the survivor memoir of Black German journalist Hans J. Massaquoi, the jazz fiction of African American novelist John A. Williams and Black Canadian novelist Esi Edugyan, and the photomontages of Scottish Ghanaian visual artist Maud Sulter. Bridging Black and Jewish studies, this book identifies the significance of African diaspora experiences and artistic expression for Holocaust history, memory, and representation.
Anglo-Americans in New Mexico were a major cause of the decline of traditional Spanish New Mexican crafts in the nineteenth century; in a reverse swing, they helped to bring about a revival in the twentieth century. When the railroad came west in the 1880s life in New Mexico changed almost overnight, and crafts which had thrived in isolation declined rapidly. Then in the 1920s and 1930s artists, anthropologists, educators, and other patrons in the state, recognizing the unique beauty and charm of New Mexico's Spanish colonial crafts, saw the need not only to preserve crafts from the past, but also to encourage their revival in the present. Foremost among these patrons was Leonora Curtin of Santa Fe. Born into a prominent but rather bohemian family, she was instrumental in promoting this revival. In 1934, during the darkest years of the Great Depression, Native Market was born. This endeavor, which became the forerunner of today's world famous yearly Santa Fe Spanish Market, was Leonora's brainchild. Greatly involved in the local art scene of the times, Leonora recognized the pressing need to preserve the rapidly vanishing traditional craft production of Spanish speaking artisans of the region. Through her leadership, dedication, and outreach, New Mexico's Hispano crafts people and artists were given renewed opportunities to market their often enchantingly beautiful creations through the successful commercial venture known as Native Market. This is that story.
