Stroup offers detailed profiles of these "varieties of activism" in the United States, Britain, and France. These three countries are the most popular bases for INGOs, but each provides a very different environment for charitable organizations due to differences in legal regulations, political opportunities, resources, and patterns of social networks. Stroup's comparisons of leading American, British, and French INGOs—Care, Oxfam, Médecins sans Frontières, Human Rights Watch, Amnesty International, and FIDH—reveal strong national patterns in INGO practices, including advocacy, fund-raising, and professionalization. These differences are quite pronounced among INGOs in the humanitarian relief sector, and are observable, though less marked, among human rights INGOs. Stroup finds that national origin helps account for variation in the "transnational advocacy networks" that have received so much attention in international relations. For practitioners, national origin offers an alternative explanation for the frequently lamented failures of INGOs in the field: INGOs are not inherently dysfunctional, but instead remain disconnected because of their strong roots in very different national environments.

A masterly and moving account of the most horrific hidden atrocity of World War II: Ravensbrück, the only Nazi concentration camp built for women On a sunny morning in May 1939 a phalanx of 867 women—housewives, doctors, opera singers, politicians, prostitutes—was marched through the woods fifty miles north of Berlin, driven on past a shining lake, then herded in through giant gates. Whipping and kicking them were scores of German women guards. Their destination was Ravensbrück, a concentration camp designed specifically for women by Heinrich Himmler, prime architect of the Holocaust. By the end of the war 130,000 women from more than twenty different European countries had been imprisoned there; among the prominent names were Geneviève de Gaulle, General de Gaulle’s niece, and Gemma La Guardia Gluck, sister of the wartime mayor of New York. Only a small number of these women were Jewish; Ravensbrück was largely a place for the Nazis to eliminate other inferior beings—social outcasts, Gypsies, political enemies, foreign resisters, the sick, the disabled, and the “mad.” Over six years the prisoners endured beatings, torture, slave labor, starvation, and random execution. In the final months of the war, Ravensbrück became an extermination camp. Estimates of the final death toll by April 1945 have ranged from 30,000 to 90,000. For decades the story of Ravensbrück was hidden behind the Iron Curtain, and today it is still little known. Using testimony unearthed since the end of the Cold War and interviews with survivors who have never talked before, Sarah Helm has ventured into the heart of the camp, demonstrating for the reader in riveting detail how easily and quickly the unthinkable horror evolved. 2022 Heggoy Prize from the French Colonial Historical Society Royal Historical Society's 2022 Gladstone Book Prize Shortlist Hostages of Empire combines a social history of colonial prisoner-of-war experiences with a broader analysis of their role in Vichy's political tensions with the country's German occupiers. The colonial prisoners of war came from across the French Empire, they fought in the Battle for France in 1940, and they were captured by the German Army. Unlike their French counterparts, who were taken to Germany, the colonial POWs were interned in camps called Frontstalags throughout occupied France. This decision to keep colonial POWs in France defined not only their experience of captivity but also how the French and German authorities reacted to them. Hostages of Empire examines how the entanglement of French national pride after the 1940 defeat and the need for increased imperial control shaped the experiences of 85,000 soldiers in German captivity. Sarah Ann Frank analyzes the nature of Vichy's imperial commitments and collaboration with its German occupiers and argues that the Vichy regime actively improved conditions of captivity for colonial prisoners in an attempt to secure their present and future loyalty. This French "magnanimity" toward the colonial prisoners was part of a broader framework of racial difference and hierarchy. As such, the relatively dignified treatment of colonial prisoners must be viewed as a paradox in light of Vichy and Free French racism in the colonies and the Vichy regime's complicity in the Holocaust.
