What happens when incidents result in a policy sector losing its legitimacy? When a malfunctioning policy sector receives so much negative public attention that it has to fight for its survival? For the last thirty years, the nation's mental health and social service systems have been under relentless assault, with dramatically rising costs and the fragmentation of service delivery rendering them incapable of ensuring the safety, security, and recovery of their clients. The resulting organizational trauma both mirrors and magnifies the trauma-related problems their clients seek relief from. Just as the lives of people exposed to chronic trauma and abuse become organized around the traumatic experience, so too have our social service systems become organized around the recurrent stress of trying to do more under greater pressure: they become crisis-oriented, authoritarian, disempowered, and demoralized, often living in the present moment, haunted by the past, and unable to plan for the future. Complex interactions among traumatized clients, stressed staff, pressured organizations, and a social and economic climate that is often hostile to recovery efforts recreate the very experiences that have proven so toxic to clients in the first place. The basic purpose of this book is to help policy makers at all levels of government understand that (1) widespread adolescent underachievement is not susceptible to solution by educational interventions no matter how much money is allocated to public education; and (2) there are unidentified educational and civic costs to focusing on low achievement and to expecting public institutions of education (for K–12 and college) to solve a growing social problem. Many policy makers seem to think that teachers/schools are the primary cause of low achievement. Educational institutions still cannot solve a non-education-caused problem and haven’t done so for over fifty years despite all the public and private money that has been allocated. The book concludes with suggested policies for addressing the damage to public education from “gap-closing” standards and with suggested areas for policy making in order to change the current course of failure for many low-achieving students.
The present work explores the reactivities of gaseous vanadium, vanadium-oxide, and oxovanadium-hydroxide clusters toward methanol and small hydrocarbons. Various means of mass-spectrometric techniques, isotopic labeling studies, infrared photodissociation spectroscopy, and complementary DFT-calculations are employed for this purpose. Additionally, the hydrogen-atom abstraction process from methane by polynuclear metal oxides is discussed. This work contributes to a better understanding of the metal-oxide cluster's catalytic activity on a molecular scale.

Drawing from a multidisciplinary theoretical and methodological framework, it traces the translation history of literature produced by African American women, seeking to uncover changing strategies in translation policies as well as shifts in interests in the target context, and it examines the topicality of this cohort of authors as frames of reference for Spanish critics and reviewers. Likewise, the reception of the source literature in the Spanish context is described by reconstructing the values that underlie judgements in different reception sources. Finally, this book addresses the specific problem of the translation of Black English into Spanish. Syracuse, New York, in the late 1980s led U.S. cities in African American infant deaths. Even today, in this "all American city," infants of color die more than two times as often as white babies. Infant mortality is too often addressed as if it were an isolated problem, rather than part of a systemic and repeating pattern of embedded racism and structural violence. The clearing of whole neighborhoods during urban renewal, coupled with the collapse of industry, brought unintended consequences. Dilapidated rental housing, abandoned houses, and empty lots provide the conditions for lead poisoning, gonorrhea, and illicit drug use. Inadequate education, unemployment, and racially biased arrest and sentencing underpin the epidemic of African American male incarceration. Inmate fathers cannot provide financial support and only limited emotional support during collect calls from jail or prison. Supermarkets fled the inner city, where corner stores sell cigarettes, malt liquor, lottery tickets, and drug paraphernalia in place of healthy food. The stories and the data in this book show that low birth weight, premature birth, and infant death are a part of life patterns resulting from systemic discrimination increasing risk over a lifetime and, in some cases, reaching the next generation.

The world is complex, but acknowledging its complexity requires an appreciation for the many roles context plays in shaping natural phenomena. Most published bodies of work relating to curriculum theory focus exclusively, or almost exclusively, on the contributions of men. This is not representative of influences on educational practices as a whole, and it is certainly not representative of educational theory generally, as women have played a significant role in framing the theory and practice of education in the past. Their contribution is at least equal to that of men, even though it may not immediately appear as visible on library shelves or lecture lists.
