During the later half of the nineteenth century, a majority of Brazilian women worked, most as domestic servants, either slave or free. House and Street re-creates the working and personal lives of these women, drawing on a wealth of documentation from archival, court, and church records. Lauderdale Graham traces the intricate and ambivalent relations that existed between masters and servants. She shows how for servants the house could be a place of protection—as well as oppression—while the street could be dangerous—but also more autonomous. She integrates her discoveries with larger events taking place in Rio de Janeiro during the period, including the epidemics of the 1850s, the abolition of slavery, the demolition of slums, and major improvements in sanitation during the first decade of the 1900s. House and Street was originally published by Cambridge University Press in 1988. For this paperback edition, Lauderdale Graham has provided a new introduction.

Syracuse, New York, in the late 1980s led U.S. cities in African American infant deaths. Even today, in this "all American city," infants of color die more than two times as often as white babies. Infant mortality is too often addressed as if it were an isolated problem, rather than part of a systemic and repeating pattern of embedded racism and structural violence. The clearing of whole neighborhoods during urban renewal, coupled with the collapse of industry, brought unintended consequences. Dilapidated rental housing, abandoned houses, and empty lots provide the conditions for lead poisoning, gonorrhea, and illicit drug use. Inadequate education, unemployment, and racially biased arrest and sentencing underpin the epidemic of African American male incarceration. Inmate fathers cannot provide financial support and only limited emotional support during collect calls from jail or prison. Supermarkets fled the inner city, where corner stores sell cigarettes, malt liquor, lottery tickets, and drug paraphernalia in place of healthy food. The stories and the data in this book show that low birth weight, premature birth, and infant death are a part of life patterns resulting from systemic discrimination increasing risk over a lifetime and, in some cases, reaching the next generation.

This is the second of five ambitious volumes theorizing the structure of governance above and below the central state. This book is written for those interested in the character, causes, and consequences of governance within the state. The book argues that jurisdictional design is shaped by the functional pressures that arise from the logic of scale in providing public goods and by the preferences that people have regarding self-government. The first has to do with the character of the public goods provided by government: their scale economies, externalities, and informational asymmetries. The second has to do with how people conceive and construct the groups to which they feel themselves belonging. In this book, the authors demonstrate that scale and community are principles that can help explain some basic features of governance, including the growth of multiple tiers over the past six decades, how jurisdictions are designed, why governance within the state has become differentiated, and the extent to which regions exert authority. The authors propose a postfunctionalist theory which rejects the notion that form follows function, and argue that whilst functional pressures are enduring, one must engage human passions regarding self-rule to explain variation in the structures of rule over time and around the world. It is designed to accommodate the impressive growth of research in comparative politics, international relations, public policy, federalism, environmental and urban studies concerned with the dispersion of authority from central states up to supranational institutions, down to subnational governments, and side-ways to public-private networks. Gene tests (also called DNA-based tests), the newest and most sophisticated of the techniques used to test for genetic disorders, involve direct examination of the DNA molecule itself. Other genetic tests include biochemical tests for such gene products as enzymes and other proteins and for microscopic examination of stained or fluorescent chromosomes. Genetic tests are used for several reasons, including: Carrier screening, which involves identifying unaffected individuals who carry one copy of a gene for a disease that requires two copies for the disease to be expressed; Preimplantation genetic diagnosis prenatal diagnostic testing new-born screening; Presymptomatic testing for predicting adult-onset disorders such as Huntington's disease; Presymptomatic testing for estimating the risk of developing adult-onset cancers and Alzheimer's disease; Confirmational diagnosis of a symptomatic individual forensic/identity testing. In gene tests, scientists scan a patient's DNA sample for mutated sequences. A DNA sample can be obtained from any tissue, including blood. For some types of gene tests, researchers design short pieces of DNA called probes, whose sequences are complementary to the mutated sequences. These probes will seek their complement among the three billion base pairs of an individual's genome. If the mutated sequence is present in the patient's genome, the probe will bind to it and flag the mutation. Another type of DNA testing involves comparing the sequence of DNA bases in a patient's gene to a normal version of the gene. This book gathers important new research in this field.

Macpherson's unique approach connects the rise of the novel to contemporary developments in liability law -- in particular, to legal principles of strict liability that hold persons accountable for harms inflicted upon others in the absence of intention, consent, direct action, or foreknowledge. In fresh readings of Defoe, Richardson, and Fielding, she shows that these laws share with the novel the view that the state of a person's mind is irrelevant to the question of her responsibility for her actions. Macpherson urges readers to rethink the ancient consensus that the novel differs from tragedy in its elevation of character over plot. She concludes that the realist novel is ultimately a tragic form, committed to holding persons accountable for accidents of fate. But FSMs also carry large and long-lasting fiscal costs and risks. The note presents recommendations for managing the legacies of the COVID-19 programs and preparing for future crises. Ideally, FSMs should be assessed and included in budget plans, though a balance needs to be struck between speed and scrutiny.
