When the Personal Responsibility and Work Opportunity Reconciliation Act became law in 1996, the architects of welfare reform celebrated what they called the new "consensus" on welfare: that cash assistance should be temporary and contingent on recipients' seeking and finding employment. However, assessments about the assumptions and consequences of this radical change to the nation's social safety net were actually far more varied and disputed than the label "consensus" suggests. By examining the varied realities and accountings of welfare restructuring, Stretched Thin looks back at a critical moment of policy change and suggests how welfare policy in the United States can be changed to better address the needs of poor families and the nation. Using ethnographic observations, in-depth interviews with poor families and welfare workers, survey data tracking more than 750 families over two years, and documentary evidence, Sandra Morgen, Joan Acker, and Jill Weigt question the validity of claims that welfare reform has been a success. They show how poor families, welfare workers, and welfare administrators experienced and assessed welfare reform differently based on gender, race, class, and their varying positions of power and control within the welfare state. The authors document the ways that, despite the dramatic drop in welfare rolls, low-wage jobs and inadequate social supports left many families struggling in poverty. Revealing how the neoliberal principles of a drastically downsized welfare state and individual responsibility for economic survival were implemented through policies and practices of welfare provision and nonprovision, the authors conclude with new recommendations for reforming welfare policy to reduce poverty, promote economic security, and foster shared prosperity.
This volume examines the effects of mid 1990s welfare reform in the state of Oregon. The reforms made cash assistance temporary and contingent on recipients' seeking and finding employment. Based on comprehensive research conducted in the late 1990s, researchers interviewed and observed low-income families across the state, as well as welfare workers and administrators. These interviews led to new definitions of the problems facing those who work within the welfare delivery system and the people the system serves. The researchers assessed the strengths and shortcoming of welfare reform, and they suggest policy directions that will promote economic security and family well being. The reasons for the overall failure of welfare reform, the authors concluded, are complex and rooted in a misdiagnosis of the reasons that millions of families are poor and dependence on policy solutions "that intensified economic insecurity and reproduced inequalities more than they fostered poverty reduction or economic opportunity." The authors call for an immediate effort to build a stronger social safety net and to repeal the most onerous provisions of welfare reform. They recommend a host of policies to promote economic security including a focus on developing higher wage jobs, health care reform, and access to high quality and affordable higher education, housing and child care.

War, revolution, and the consolidation of Soviet power during the 1920s prompted 21,000 Mennonites to leave the Soviet Union for Canada. Among them were Isaac and John Thiessen. Left behind was their beloved family: three siblings and parents, Elizabeth and Heinrich, who were tortured and starved under Stalin’s rule. Letters from Home provides a rare, intimate portrait of the Russian Mennonite experience during the Holodomor, documenting in detail this horrific and much-debated period of human history. Between 1925 and 1934, Elizabeth and Heinrich wrote letters from Molotschna Mennonite Colony in Russia to Isaac and his wife, Anna, in Leamington, Canada. Serendipitously, these letters were rescued from extinction by Anna, painstakingly transcribed by Marie Hildebrandt Huebert, and translated into English by grandson Otto Tiessen. They were then gathered into this vital historical manuscript by Otto’s wife Faye and by Sandra Froese Callahan, Elizabeth and Heinrich’s great-granddaughter. This book is an in-depth critical examination of all pertinent aspects of life without parole (LWOP). Empirically assessing key arguments that advance LWOP, including as an alternative to the death penalty, it reveals that not only is the punishment cruel while not providing any societal benefits, it is actually detrimental to society. Over the last 30 years, LWOP has exploded in the United States. While the use of capital punishment over that same time period has declined, it must be recognized that LWOP is, in fact, a hidden death sentence. It is, however, implemented in a way that allows society to largely ignore this truth. While capital punishment has rightfully been subject to intense debate and scholarship, LWOP has mostly escaped such scrutiny. In fact, LWOP has been touted by both death penalty abolitionists and by tough-on-crime conservatives, which has allowed it to flourish under the radar. Specifically, abolitionists have advanced LWOP as a palatable alternative to capital punishment, which they perceive as inhumane, error-prone, costly, and racially biased. Conservatives, meanwhile, advocate for LWOP as an effective means of fighting crime, a just form of retribution, and necessary tool for managing incorrigible offenders. This book seeks to tap into and help inform this growing debate by subjecting these key arguments to empirical scrutiny. The results of those analyses fail to produce any evidence in support of any of those various justifications and therefore suggest that LWOP should be abolished and replaced with life sentences that come with parole eligibility after a maximum of 25 years. The book will be of great interest to students and scholars of criminology and criminal justice and will also have crossover appeal into the fields of law, political science, and sociology. For more than thirty years, William F. “Buffalo Bill” Cody entertained audiences across the United States and Europe with his Wild West show. Scores of books have been written about Cody’s fabled career as a showman, but his involvement in the film industry—following the dissolution of his traveling show—is less well known. In Buffalo Bill on the Silver Screen, Sandra K. Sagala chronicles the fascinating story of Cody’s venture into filmmaking during the early cinema period. In 1894 Thomas Edison invited Cody to bring some of the Wild West performers to the inventor’s kinetoscope studio. From then on, as Sagala reveals, Cody was frequently in the camera’s eye, eager to participate in the newest and most popular phenomenon of the era: the motion picture. In 1910, promoter Pliny Craft produced The Life of Buffalo Bill, a film in which Cody played his own persona. After his Wild West show disbanded, Cody fully embraced the film business, seeing the technology as a way to recoup his financial losses and as a new vehicle for preserving America’s history and his own legacy for future generations. Because he had participated as a scout in some of the battles and skirmishes between the U.S. Army and Plains Indians, Cody wanted to make a film that captured these historical events. Unfortunately for Cody, The Indian Wars (1913) was not a financial success, and only three minutes of footage have survived. Long after his death, Cody’s legacy lives on through the many movies that have featured his character. Sagala provides a useful appendix listing all of these films, as well as those for which Cody himself took an active role as director, producer, or actor. Published on the eve of the centennial anniversary of The Indian Wars, this engaging book offers readers new insights into the legendary figure’s life and career and explores his lasting image in film.

Female entrepreneurs represent a rapidly growing element of corporate America, as evidenced in The National Women's Business Council’s 1991 Annual Report to the President of the United States and Congress. Given that so much of the business of America is composed of organizations started and run by women, a sobering statistic presented in the same report attests to the failure rate of these businesses: women-owned businesses fail at a rate seven to eleven percent higher than businesses owned by men. Given the theoretical foundation of the nature of adult learning, this research explored the phenomenon of learning for a select group of adult learners, a group of successful female entrepreneurs.
