The year 2015 has special significance for regional economic integration. The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015.Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015.The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. "e;pivot to Asia"e;, the TPP is envisioned as a "e;comprehensive and high-quality"e; agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for "e;One Belt, One Road"e; and the Asian Infrastructure Investment Bank.All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. To aid in understanding the beginnings, development, and potential of these grand plans, this collection of 22 essays offers a rich analysis of ASEAN's own economic integration and other related initiatives proliferating in the broader Asia-Pacific region.
Over the past two decades, ISEAS has compiled abridged articles that analyse key aspects of Southeast Asia's development and the ASEAN process. The ASEAN Reader was published in 1992 just as the Cold War ended, while The Second ASEAN Reader came in 2003 in the wake of the 1997 Asian crisis and the September 11 attacks in 2001. The past decade has not been spared its share of intense changes, with the rise of China and India bringing new challenges to the region's power equation, and the impact of the 2008 global financial crisis. Despite this, the momentum towards an integrated ASEAN community has been maintained. The articles in The Third ASEAN Reader study the trends and events of recent years, and discuss the immediate future of Southeast Asia.
Growing urbanization, increasing trade and investment due to integration, and emerging new business models like e-commerce are accelerating the demand for efficient logistics in each ASEAN country. The logistics sector is inherently complex due to its scope, ranging from physical infrastructure covering four modes of transport, customs, and services. Each of these sub-sectors is regulated by different government agencies, leading to complex challenges in each country’s logistics sector. Policymaking has a tendency to be done piecemeal rather than integratively, while a more or less fragmented governance structure impedes implementation. ASEAN liberalization commitments focusses on raising the cap on foreign equity, while regulatory reform remains untouched. Also, flexibility offered in these commitments allows for non-compliance. Going forward, developing seamless logistics requires ASEAN countries to first overcome their domestic challenges. Each country needs to develop comprehensive plans, and effective implementation of these is essential. Liberalization commitments should complement domestic reforms in each country.
Singapore had been one of the nations severely affected by the 2008-09 global financial and economic crisis. The city state came under pressure through the financial, trade, and confidence channels. ASEAN Economic Community (AEC) building is a long journey. For continued relevance and impact, the AEC must remain dynamic while taking into consideration evolving contexts and emerging opportunities and challenges. Notable progress has been made under the two AEC Blueprints (2015 and 2025), particularly in laying down the frameworks for regional economic integration and community building. Nonetheless, gaps remain in implementation, calling for a more streamlined but result-oriented agenda and stronger institutional coordination. Today, the AEC is faced with a markedly different context and unprecedented challenges resulting from a poly-crisis, involving geo-economic fragmentation, supply chain restructuring, and climactic changes. Without adjustment, ASEAN’s pillar and sector-centric approach can be expected to fall short in effectively responding to these challenges. As AEC 2025 enters its final quarter, ASEAN needs to recalibrate its priorities. It also increasingly needs to take a whole-of-community approach to integration, as issues and their solutions are spread across multiple sectors. Furthermore, as it develops the AEC Post-2025 agenda, it needs to strike a balance between ambition and pragmatism, and to support substance with institutions and processes.
