A mysterious man kills many people for pleasure. As a small boy, he kills all his family. He also kills the parents of his fiance, Nancy, who is a beautiful doctor. The father of one of his victim is in jail. For a lot of money, he convinces an inmate who is due for release to kill the mysterious man. Over the past 200 years, a health reform movement has emerged about every 80 years. These clean living cycles surged with, or were tangential to, a religious awakening. Simultaneously with these awakenings, out groups such as immigrants and/or youth were seen to exhibit behaviors that undermined society. Middle class fear of these dangerous classes and a desire to eliminate disease, crime, and other perceived health or social problems led to crusades in each of the three reform eras against alcohol, tobacco, drugs, certain foods, and sexual behaviors. A backlash began to emerge from some segments of the population against reform efforts. After the dissipation of the activism phase, laws made during the reform era often became ignored or repealed. With a few exceptions, during the 30 to 40 year ebb of the cycle, the memory of the movement disappeared from public awareness. The desire for improved health and social conditions also led to campaigns in favor of exercise, semi-vegetarian diets, women's rights, chastity, and eugenics. Engs describes the interweaving of temperance, women's rights, or religion with most health issues. Factions of established faiths emerged to fight perceived immorality, while alternative religions formed and adopted health reform as dogma. In the reform phase of each cycle, a new infectious disease threatened the population. Some alternative medical practices became popular that later were incorporated into orthodox medicine and public health. Ironically, over each succeeding movement, reformers became more likely to represent grass roots beliefs, or even to be state or federal officials, rather than independent activists.

This book sets out to understand the significance of geographical context – place – for universities in the globalised setting of the twenty-first century. It examines their social impact on the regions in which they are situated, both from the perspectives of the universities themselves and from the perspectives of a range of different local and regional interest groups. It draws on a national study in the UK which has examined the role played by universities in four contrasting regional contexts. This UK study will be set within the larger theoretical and international literature on the role played by universities in processes of social change and transformation. An important theme of the book is the effects of university activities on various socially disadvantaged groups and consideration is given to whether there are ‘winners’ and ‘losers’ arising from the activities and interventions of universities. The book distinguishes between ‘discourses’, ‘activities’ and their ‘impacts’ in considering the role of universities and emphasises the importance of history and context as important mediators of national and institutional policies. It examines some of the key partnerships which universities enter into within their regions and considers some of the factors which determine the nature of these partnerships. Implications are drawn out for university leaderships and for regional and national policy bodies. Infinite dimensional systems is now an established area of research. Given the recent trend in systems theory and in applications towards a synthesis of time- and frequency-domain methods, there is a need for an introductory text which treats both state-space and frequency-domain aspects in an integrated fashion. The authors' primary aim is to write an introductory textbook for a course on infinite dimensional linear systems. An important consideration by the authors is that their book should be accessible to graduate engineers and mathematicians with a minimal background in functional analysis. Consequently, all the mathematical background is summarized in an extensive appendix. For the majority of students, this would be their only acquaintance with infinite dimensional systems.

The place of drugs in American society is a problem more apt to evoke diatribe than dialog. With the support of the Na tional Science Foundation's program on Ethics and Values in Science and Technology, and the National Endowment for the Humanities' program on Science, Technology, and Human Values, * The Hastings Center was able to sponsor such dialog as part of a major research into the ethics of drug use that spanned two years. We assembled a Research Group from leaders in the scientific, medical, legal, and policy com munities, leavened with experts in applied ethics, and brought them together several times a year to discuss the moral, legal and social issues posed by nontherapeutic drug use. At times we also called on other experts when we needed certain issues clarified. We did not try to reach a consensus, yet several broad areas of agreement emerged: That our society's response to nontherapeutic drug use has been irrational and inconsistent; that our attempts at control have been clumsy and ill-informed; that many complex moral values are entwined in the debate and cannot be reduced to a simple conflict between individual liberty and state paternalism. Of course each paper should be read as the statement of that particular author or authors. Within public schools in the United States, students of color are truncating their music education experiences at higher rates than their white counterparts. Music educators have searched for explanations of this phenomenon as well as effective interventions, yet there has been little overall improvement of these statistics.
