Current conceptions of teacher training reflect key issues in professional practices. Two prevailing views seem to be in conflict, the first is that a teacher ought to be able to act as an autonomous professional, trusted to have and apply subject knowledge, through the exercise of judgement. The second conception views the teacher more as a 'deliverer' of a specific curriculum, defined centrally in various government sponsored strategies. Much has been written on the development of 'the reflective practitioner' as crucial to the first conception, and a strong critique of 'the audit culture' in education has emerged. Currently we are at a significant moment in teacher education, - a 'lighter touch' KS3 curriculum and the instigation of new standards for the award of qualified teacher status (QTS). The QTS standards are important as they are set to form the basis of standards at all levels of teaching. This book examines in depth current education and suggests why and how teachers need to develop and exercise practical knowledge and understanding; how standards assessment alone cannot support this teacher 'formation'; and what good 'formation' might be. The nature of practical knowledge is analysed, using some concepts from the work of John Dewey, in two theoretical chapters (4 and 5). The current standards-based model of teacher training in England is predominantly instrumentalist in its application of 'technical rationality' and unsuited to the formation of teachers. However, the often invoked concept of the 'reflective practitioner' is underdetermined and a conception of reflection is needed to illuminate its contribution to the development of practical judgement. The book's argument applies more widely to the debate between 'deregulators' and 'professionalisers' in other spheres of economic and social activity. In asking specific questions about teacher education, questions about the aims of education within specific conditions are raised.

This book investigates institutional dimensions of urban water supply in India, with a specific focus on institutional capabilities to provide drinking water to urban households in an efficient, equitable and sustainable manner. This book has been developed through empirical research within the context of growing urbanisation and increasing water needs of Indian cities, and the wider developmental goal of achieving universal and equitable access to safe and affordable water for all – as envisaged in goal 6 of the SDGs. This study revolves around three important aspects of urban water supply and governance. Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. The waters of Orizon are deep, salt and dashing, so that it is more like an inland sea than a lake. On ancient Oz maps Orizon is marked by a large blue circle, but so steep and impenetrable are the paths over the mountains, so beset with dangerous beasts and yawning chasms, few travelers have glimpsed its sparkling waters, or the islands rising so dazzlingly from its center. When they left New York in 1836, brothers Henry and Samuel Phoenix intended to establish a temperance colony where inhabitants could live a life free from "demon alcohol." How are a reader's perceptions of a plot impacted by its presentation through textual clues rather than explicit narration, and why would an author choose this comparatively indirect mode of narration? Conspicuous Silences answers these questions by examining Victorian novels in which pivotal events are left inexplicit for hundreds of pages at a time, but are nonetheless evident to the reader. The clarity with which readers understand these inexplicit plot lines is evidenced by their ability to follow the progression of narratives that rely heavily on the inexplicit content being detected; without this reader comprehension, these narratives would be deemed incoherent. In linguistics, communications that depend on a hearer's or reader's inference, rather on their 'decoding' the explicit content of an utterance, are termed 'implicatures'. Conspicuous Silences explores the impact that central, sustained implicatures have on a reader's experience of a novel. It also discusses how authors may generate those implicatures by exploiting the reader's assumption of narratorial omniscience, and the correlated reader assumption of a narrative's fictionality. Reliance on such sustained, fictionality-related implicatures is fairly ubiquitous: Conspicuous Silences concentrates on texts by Elizabeth Gaskell, George Eliot, Charles Dickens, Frances Trollope, Anthony Trollope, Wilkie Collins, and M. E. Braddon. It examines the use of implicature in communicating impolite topics, communicating character psychology, and in fashioning a playful narrative tone. This work contributes to Victorian literary scholarship, narratological discussions about narratorial omniscience and fictionality, and pragmatic stylistic debates about fictionality and the use of implicature.
Current population movements involve both established and new destinations, often encompassing marginal and rural communities and resulting in a whole new set of issues for these communities.
