Have the revised International Health Regulations allowed states to rise to the challenge of delivering global health security? In the age of air travel and globalized trade, pathogens that once took months or even years to spread beyond their regions of origin can now circumnavigate the globe in a matter of hours. Amid growing concerns about such epidemics as Ebola, SARS, MERS, and H1N1, disease diplomacy has emerged as a key foreign and security policy concern as countries work to collectively strengthen the global systems of disease surveillance and control. The revision of the International Health Regulations (IHR), eventually adopted by the World Health Organization’s member states in 2005, was the foremost manifestation of this novel diplomacy. The new regulations heralded a profound shift in international norms surrounding global health security, significantly expanding what is expected of states in the face of public health emergencies and requiring them to improve their capacity to detect and contain outbreaks. Drawing on Martha Finnemore and Kathryn Sikkink’s “norm life cycle” framework and based on extensive documentary analysis and key informant interviews, Disease Diplomacy traces the emergence of these new norms of global health security, the extent to which they have been internalized by states, and the political and technical constraints governments confront in attempting to comply with their new international obligations. The authors also examine in detail the background, drafting, adoption, and implementation of the IHR while arguing that the very existence of these regulations reveals an important new understanding: that infectious disease outbreaks and their management are critical to national and international security. This book examines internal political conflicts in the British Empire within the legal framework of treason and sedition. The threat of treason and rebellion pervaded the British Atlantic in the 17th and 18th centuries; Britain's control of its territories was continually threatened by rebellion and war, both at home and in North America. Even after American independence, Britain and its former colony continued to be fearful that opposition and revolution might follow the French example, and both took legal measures to control both speech and political action. This study places these conflicts within a political and legal framework of the laws of treason and sedition as they developed in the British Atlantic. The treason laws originated in the reign of Edward III, and were adapted and modified in the 16th and 17th centuries. They were exported to the colonies, where they underwent both adaptation and elaboration in application in the slave societies as well as those dominated by free settlers. Relationships with natives and European rivals in the Americas affected the definitions of treason in practice, and the divided loyalties of the American revolutionary war added further problems of defining loyalty and treachery. Treason and Rebellion in the British Atlantic, 1685-1800 offers a new study of treason and sedition in the period by placing them in a truly transatlantic perspective, making it a valuable study for those interested in the legal and political of Britain's empire and 18th-century revolutions.
Building upon the developing picture of the importance of British music, musicians and institutions during the eighteenth century, this book investigates the themes of composition, performance (amateur and professional) and music-printing, within the wider context of social, religious and secular institutions. British music in the era from the death of Henry Purcell to the so-called 'Musical Renaissance' of the late nineteenth century was once considered barren. This view has been overturned in recent years through a better-informed historical perspective, able to recognise that all kinds of British musical institutions continued to flourish, and not only in London. The publication, performance and recording of music by seventeenth- and eighteenth-century British composers, supplemented by critical source-studies and scholarly editions, shows forms of music that developed in parallel with those of Britain's near neighbours. Indigenous musicians mingled with migrant musicians from elsewhere, yet there remained strands of British musical culture that had no continental equivalent. Music, vocal and instrumental, sacred and secular, flourished continuously throughout the Stuart and Hanoverian monarchies. Composers such as Eccles, Boyce, Greene, Croft, Arne and Hayes were not wholly overshadowed by European imports such as Handel and J. C. Bach. The present volume builds on this developing picture of the importance of British music, musicians and institutions during the period. Leading musicologists investigate themes such as composition, performance (amateur and professional), and music-printing, within the wider context of social, religious and secular institutions.
As this book shows, between 1910 and 1942, social feminists in New Jersey waged an unsuccessful campaign for legislation that would permit eugenic sterilization of ‘feebleminded’ and other ‘undesirable’ citizens. Church archives and religious periodicals described the conflict between Catholic and Protestant citizens regarding this issue. Reform-minded women persisted in their quest for such progressive state legislation despite repeated failures. Their number of potential voters was very small compared to the organized bloc of Catholic citizens who viewed such legislation as immoral and based on bad science, and threatened to unseat any legislator who supported such a notion. This insightful text highlights that public officials would only enact such laws when they were convinced that many citizens supported a particular eugenic goal and then would vote for legislators who satisfied this moral challenge. Public opinion was unprepared for such radical legislation in New Jersey, and legislators learned that to even consider a eugenic sterilization notion would be political suicide.

This is the first major study of the convict in the Atlantic world of the eighteenth century. It concentrates on the diverse characters of the transported men, women and children, and their fate in the colonies, exploring at the local level the contrasts in sentencing, shipping and settlement of convicts in America. The central myths about transportation prevalent in the eighteenth century, particularly that most felons returned, are examined in the context of the burgeoning print culture of criminal biographies and newspaper stories. In addition, the exchange of representations between the two sides of the Atlantic, and the changing American reaction to convicts, are placed within the growing transatlantic debate on transportation before the American Revolution. Above all, the realities of escape, of convicts running away and returning to England, are subject to systematic investigation for the first time.
Banishing troublesome and deviant people from society was common in the early modern period. Many European countries removed their paupers, convicted criminals, rebels and religious dissidents to remote communities or to their colonies where they could be simultaneously punished and, perhaps, contained and reformed. Under British rule, poor Irish, Scottish Jacobites, English criminals, Quakers, gypsies, Native Americans, the Acadian French in Canada, rebellious African slaves, or vulnerable minorities like the Jews of St. Eustatius, were among those expelled and banished to another place. This book explores the legal and political development of this forced migration, focusing on the British Atlantic world between 1600 and 1800. The territories under British rule were not uniform in their policies, and not all practices were driven by instructions from London, or based on a clear legal framework. Using case studies of legal and political strategies from the Atlantic world, and drawing on accounts of collective experiences and individual narratives, the authors explore why victims were chosen for banishment, how they were transported and the impact on their lives. The different contexts of such banishment – internal colonialism ethnic and religious prejudice, suppression of religious or political dissent, or the savageries of war in Europe or the colonies – are examined to establish to what extent displacement, exile and removal were fundamental to the early British Empire.

This book provides a detailed account, and critique, of diverse approaches to the arts funding question, with a focus on the arm’s length arts councils that are the norm in the Anglo-American world. It builds on economic methods, the liberal-egalitarian framework of John Rawls, the communitarian opposition to the liberal framework, the capabilities approach to equality, and the cultural conservatism of Roger Scruton and others. In each case, the book considers the very practical aspect of public funding of the arts, namely, what are the implications for what ought to receive priority, and what parts of the cultural world are best left to their own, private sector, devices. It is not a work of “arts advocacy”. Rather, the book challenges assumptions, and sparks critical debate in the field.

Rogues, Thieves and the Rule of Law" is a large-scale study of crime, disorder and law enforcement in northern England in the early modern period. London was not the only city where female criminals were common and gangs were feared, nor was it the sole centre of industrial and political agitation. The north was an area of national significance which supplied the capital with its fuel and whose tendency to industrial insurgence commanded the attention of every 18th-century administration.; Arguing that much of the recent work on early modern crime has focused on London and its surrounding counties, which have wrongly been interpreted as typical of the whole country, this study, in contrast, seeks to place the metropolitan image within the wider context of regional realities. As such, it offers a significant antidote to the picture of excessive brutality associated with London and Tyburn, breaking new ground by encompassing crime in an entire region and at all levels of the judicial system. It uniquely reflects upon gender and crime, the development of transportation, the rise of imprisonment and the convergence of military and civil power, in an attempt to contain an assertive and riotous population in a region remote from central authority.; The north-east had a distinctively violent history before 1700 and retained some of its traditionally wild character in the 18th century. The growing contrasts between urban and rural districts provide a revealing backdrop to the different patterns of crime and official responses. In terms of punishments, the region swiftly followed national trends in transportation, but was pioneering in its early use of imprisonment. This study seeks to change the way we think about crime in early modern England.

Charles Edward was ruler of the German Duchy of Saxe-Coburg and Gotha, president of the German Red Cross, and the grandson of Queen Victoria. He was closely allied with the rise of Adolf Hitler and the implementation of eugenic policies designed to improve German racial health. When war began in 1939, Hitler ordered a secret program of murder by poison gas and starvation to eliminate the mentally and physically handicapped “ballast people”; approximately 250,000 people were eventually killed. Readers in medicine, law, sociology and history will be interested in this tragic story of a weak-willed, but powerful Nazi leader who facilitated this murderous program, even though one of his own relatives died in the “euthanasia” scheme. Although Charles Edward traveled to neutral countries during the war, he did nothing to broadcast the inhumane treatment of his own and thousands of other families whose relatives disappeared into the murder machine.

He initiated a compulsory sterilization program that eventually blocked 400,000 citizens from enjoying any normal family life. With the onset of war in 1939, he decided that resources should be reserved for healthy, worthwhile citizens who could work for victory. He then ordered a secret program to kill the handicapped. Approximately 250,000 citizens had died when the war finally ended. Many were arrested and imprisoned; some were executed. Suffering is an unavoidable reality in health care. Not only are patients and families suffering but also the clinicians who care for them. Commonly the suffering experienced by clinicians is moral in nature, reflecting the increasing complexity of health care, their roles within it, and the expanding range of available interventions. Moral suffering is the anguish experienced in response to various forms of moral adversity including moral harms, wrongs or failures, or unrelieved moral stress. Confronting moral adversity challenges clinicians' integrity: the inner harmony that arises when their essential values and commitments are aligned with their choices and actions. The most studied response to moral adversity is moral distress. The sources and sequelae of moral distress, one type of moral suffering, have been documented among clinicians across specialties. Recent interest has expanded to include a more corrosive form of moral suffering, moral injury. Moral resilience, the capacity to restore or sustain integrity in response to moral adversity, offers a path designing individual and system solutions to address moral suffering. It encompasses capacities aimed at developing self- regulation and self-awareness, buoyancy, moral efficacy, self-stewardship and ultimately personal and relational integrity. Moral resilience has been shown to be a protective resource that reduces the detrimental impact of moral suffering. Clinicians and healthcare organizations must work together to transform moral suffering by cultivating the individual capacities for moral resilience and designing a new architecture to support ethical practice. The three Mozart/Da Ponte operas offer a inexhaustible wellspring for critical reflection, possessing a complexity and equivocation common to all great humane works. They have the potential to reflect and refract whatever locus of contemporaneity may be the starting point for enquiry. Thus, even postmodern and postmillennial concerns, far from seeming irrelevant to these operas, are instead given new perspectives by them, while the music and the dramatic situations have the multivalency to accept each refreshed palette of interpretation without loss of their essential character. These operas seem perennially new. In exploring the evergreen qualities of Don Giovanni and Le Nozze di Figaro, the authors of this book do not shun approaches that have foundations in established theory, but refract them through such problems as the tension between operatic tradition and psychological realism, the coexistence of multiple yet equal plots, and the antagonism between the tenets of tradition and the need for self-actualization. In exploring such themes, the authors not only illuminate new aspects of Mozart's operatic compositions but also probe the nature of musical analysis itself.
The edition brings together the known writings in poetry and prose of Edward Rushton (1756--1814). Blinded by trachoma after an outbreak on the slaving ship in which he was a young officer, Rushton returned to Liverpool to scratch a living as a publican, newspaper editor, and finally bookseller and publisher. In his day Rushton was a well-known Liverpool poet and reformer, with an impressively wide range of causes (the Liverpool Blind School, the Liverpool Marine Society, and many radical political groups). Many of his songs, particularly the marine ballads, were very familiar in Britain and America. In the later Victorian period, as a particular version of romanticism began to dominate literary sensibilities, Rushton's overt politics fell from favour and he became rather obscure, at least by comparison with his like-minded (but much better off) friend William Roscoe. As the history of slavery abolition and other radical causes has come to be re-examined, the bicentenary of Rushton's death, falling in November 2014, has suggested an opportunity to take a new look at his remarkable career and impressive body of work. There has never been a critical edition of Rushton's poems. His own 1806 edition omits much (including what is his best-known work in modern times, the anti-slavery West-Indian Eclogues of 1787), and the posthumous 1824 edition omits much from the 1806 collection while drawing in other work. The edition works from the earliest datable sources, in newspapers, chapbooks, periodicals, and broadsides, providing a clean text with significant revisions and variants noted in the commentary, glosses on unfamiliar words, with brief contexts and explanations informed by the latest scholarship.
This book is about the drugs used in the treatment and management of rheumatic disorders. The term 'therapeutics' used in the title is intended to mirror the relevance of drugs in the widest sense of the word. Thus, general principles underlying pharmaceutical and pharmacological study have been included together with more clinical matters concerned with applying specific rheumatic problems. The need for another work on rheumatological drugs in itself, as opposed to the different approach intended, was prompted by the ever continuing and bewildering plethora of antirheumatic drugs flooding the market at present. We believe that such a burgeoning of new preparations is welcome in an era when in general there are still no 'cures' available. Moreover, we also feel that a continued update of this rapidly advancing field is essential, not only for its own sake, but also to place it in perspective with itself and with neighbouring fields.
