Why human rights don’t work In The Effluent Eye, Rosemary J. Jolly argues for the decolonization of human rights, attributing their failure not simply to state and institutional malfeasance but to the very concept of human rights as anthropocentric—and, therefore, fatally shortsighted. In an engaging mix of literary and cultural criticism, Indigenous and Black critique, and substantive forays into the medical humanities, Jolly proposes right-making in the demise of human rights. Using what she calls an “effluent eye,” Jolly draws on “Fifth Wave” structural public health to confront the concept of human rights—one of the most powerful and widely entrenched liberal ideas. She builds on Indigenous sovereignty work from authors such as Robin Wall Kimmerer, Leanne Betasamosake Simpson, and Mark Rifkin as well as the littoral development in Black studies from Christine Sharpe, Saidiya Hartman, and Tiffany Lethabo King to engage decolonial thinking on a range of urgent topics such as pandemic history and grief; gender-based violence and sexual assault; and the connections between colonial capitalism and substance abuse, the Anthropocene, and climate change. In the past half century since the Vogts stimulated investigations on the anatomi cal relationships between cortex and subcortical structures, a voluminous literature has developed on the thalamus. Although much of this writing has been based upon studies of sub-human primates and carnivora, the prime goal of most investi gators has been to elucidate clinical experience. And indeed, these researches have enlightened the neurologist. From the beginning of anatomical studies of the thalamus, anatomists have sought a meaningful parcellation of the thalamus on the basis of both topography and cellular morphology. However, as the internal organization of the thalamus changes greatly in phylogeny, a topographical designation of thalamic divisions in different species loses its significance. Hence, the detailed descriptions of the nuclear configuration of carnivora, which appeared from the laboratories of Huber and Crosby, could not be readily applied to the thalamus of monkey or man. This has led to the introduction of different and more or less specific terminologies for each species rendering attempts at homologies difficult, if not impossible. Recogniz ing the changes in conceptualization of the thalamus and the advances in neuro anatomical knowledge, Dr. Van Buren has tackled the formidable tasks of bringing the thalamic nomenclature up to date. He has based his parcellation of the thala mus upon the histological morphology of the neuronal components, which are modified, to some extent at least, by the fiber tracts traversing the area.

Both recognize each other as vital players in a range of issues of global significance, including the use of force, macroeconomic policy, nonproliferation of nuclear weapons, climate change and financial regulation. By documenting the full range of variation within one population of a species and investigating the causal factors, Rosemary and Peter Grant provide impressive evidence that species are capable of evolutionary change within observable periods of time. Among the most dramatic examples of recent speciation and adaptive diversification are Darwin's Finches, which live in the Galápagos Islands. Darwin theorized that these closely related birds had evolved from a common ancestor to fill the available ecological niches on this remote archipelago. Not only have they evolved into thirteen species, but more recent study has shown that many of them exhibit striking variation in beak structure and other traits. For more than a decade, the Grants have studied one of these species, the large cactus finch, on the isolated Isla Genovesa. They present information on the environment and demographic features of the population, then discuss the range of genetic, ecological, and behavioral factors responsible for the unusually large morphological variation. They place the large cactus finch in its community setting to better understand its evolution and conclude by discussing the implications of the study for the genetic structure of small populations and the problems of conserving them. James Harris (1709-80) was an author of philosophical treatises and an enthusiastic amateur musician who directed the concerts and music festivals at Salisbury for nearly fifty years. His family and social circle had close connections with London's music-making: his brother was a witness toHandel's will, and his correspondents sent him lively reports on all aspects of musical life in the capital-opera, oratorio, concerts, but also about the leading performers, music copyists, and instrument makers. In 1761 Harris became a member of Parliament and thereafter divided his time betweenLondon and Salisbury. His letters and diaries provide an unrivalled record of concert- and theatre-going in London, including exchanges of letters with David Garrick about a production at Drury Lane. As his children grew up an engaging family correspondence emerged. We learn of his daughters'involvement in concerts and amateur theatrical productions; his son, who pursued a diplomatic career, reported on operas, concerts, and plays in the court of Frederick the Great and Catherine the Great. Now, for the first time, it is possible to enjoy in full the lively first-hand descriptions fromHarris's family papers, which contribute fascinating insights into contemporary eighteenth-century musical and theatrical life.
