Pershing and Counterinsurgency Warfare in the Muslim Philippines, 1899–1913 provides a play-by-play account of a crucial but often overlooked period in the development of American counterinsurgency strategy. Tracing Pershing's military campaigns in the Philippines, Ronald K. Edgerton examines how Progressive counterinsurgency doctrine evolved in direct response to the first sustained military encounter between the United States and Muslim militants. Pershing de-emphasized so-called civilizing efforts and stressed the practicality of building relationships with local Moro leaders and immersing himself in Moro cultural practices. In turn, Moros elected him as a fellow datu, or chief, and Pershing came to realize a fundamental principle of counterinsurgency warfare: one size does not fit all, and tactics must be molded to fit the specific environment. In light of Pershing's military success, this study calls for a reevaluation of the more invasive counterinsurgency methods used by US officers against Muslim militants today, and it addresses the important role the Philippine–American War played in developing modern US military strategy.

Before their relocation to the Indian Territory in present-day Oklahoma, the Kanza Indians spent twenty-seven years on a reservation near Council Grove, Kansas, on the Santa Fe Trail. In The Darkest Period, Ronald D. Parks tells the story of those years of decline in Kanza history following the loss of the tribe’s original homeland in northeastern and central Kansas. Parks makes use of accounts by agents, missionaries, journalists, and ethnographers in crafting this tale. He addresses both the big picture—the effects of Manifest Destiny—and local particulars such as the devastating impact on the tribe of the Santa Fe Trail. The result is a story of human beings rather than historical abstractions. The Kanzas confronted powerful Euro-American forces during their last years in Kansas. Government officials and their policies, Protestant educators, predatory economic interests, and a host of continent-wide events affected the tribe profoundly. As Anglo-Americans invaded the Kanza homeland, the prairie was plowed and game disappeared. The Kanzas’ holy sites were desecrated and the tribe was increasingly confined to the reservation. During this “darkest period,” as chief Allegawaho called it in 1871, the Kanzas’ Neosho reservation population diminished by more than 60 percent. As one survivor put it, “They died of a broken heart, they died of a broken spirit.” But despite this adversity, as Parks’s narrative portrays, the Kanza people continued their relationship with the land—its weather, plants, animals, water, and landforms. Parks does not reduce the Kanzas’ story to one of hapless Indian victims traduced by the American government. For, while encroachment, disease, and environmental deterioration exerted enormous pressure on tribal cohesion, the Kanzas persisted in their struggle to exercise political autonomy while maintaining traditional social customs up to the time of removal in 1873 and beyond.

Then this confidant of Abraham Lincoln’s went on to courageously defend three of the assassination conspirators—including the disingenuous Samuel Mudd—and lobbied the key vote to block the impeachment of Andrew Johnson. Seavoy insists that development economics is a failed discipline because it does not recognize the revolutionary difference between subsistence and commercial social values. Seavoy demonstrates that commercial labor norms are essential for producing assured food surpluses in all crop years and an assured food surplus is essential for sustaining the development process. The commercialization of food production is a political process, as in the term political economy. If peasants have a choice, they will not voluntarily perform commercial labor norms. Central governments must overcome peasant resistance to performing commercial labor norms by various forms of coercion. The most historically effective coercions are deprivation of peasant control of land use by foreclosure and eviction for excessive subsistence debts. Landless peasants are forced to become supervised paid laborers. Coercion is most effective when it is linked to money rewards for peasants who voluntarily transform themselves into yeomen cultivators or farmers. These commercially motivated cultivators and storekeepers become the resident commercializing agents in peasant villages who administer the central government's coercive and inducement policies. Based on extensive examples and field observation, this book is designed for use in courses that explore problems of economic development. Scholars and government policy makers will find the analysis equally provocative.
