The first part of the book covers case-study materials divided by region and subdivided by country. Within each country, materials are arranged chronologically and topically. The second major part examines the methods and theory of nonviolent action, principled nonviolence, and several closely related areas in social science, such as conflict analysis and social movements. With a few notable exceptions, historians have tended to ignore the role that science and medicine played in the antebellum South. The fourteen essays in Science and Medicine in the Old South help to redress that neglect by considering scientific and medical developments in the early nineteenth-century South and by showing the ways in which the South’s scientific and medical activities differed from those of other regions. The book is divided into two sections. The essays in the first section examine the broad background of science in the South between 1830 and 1860; the second section addresses medicine specifically. The essays frequently counterpoint each other. In the first section, Ronald Numbers and Janet Numbers argue that he South’s failure to “keep pace” with the North in scientific areas resulted from demographic factors. William Scarborough asserts that slavery produced a social structure that encouraged agricultural and political careers rather than scientific and industrial ones. Charles Dew offers a strong indictment of slavery, suggesting that the conservative influence of the institution severely discouraged the adoption of modern technologies. Other essays examine institutions of higher learning in the South, southern scientific societies, and the relationship between science and theology. The section on medicine in the Old South also examines the ways in which the medical needs and practices of the Old South were both similar to and distinct from those of other regions. K. David Patterson argues that slavery in effect imported African diseases into the Southeast and created a “modified West African disease environment.” James H. Cassedy points out that land-management policies determined by slavery—land clearing, soil exhaustion—also helped created a distinctive disease environment. Other contributors discuss southern public health problems, domestic medicine, slave folk beliefs, and the special medical needs of blacks. Science and Medicine in the Old South is a long-overdue examination of these segments of the southern cultural milieu. These essays will do much to clarify misconceptions about the time and the region; moreover, they suggest directions for future research.
In From Socrates to Summerhill and Beyond: Towards a Philosophy of Education for Personal Responsibility, Ronald Swartz offers an evolving development of fallible, liberal democratic, self?governing educational philosophies. He suggests that educators can benefit from having dialogues about questions such as these: 1). Are there some authorities that can be consistently relied upon to tell school members what they should do and learn while they are in school? 2.) How should the imagination of social theorists be both used and checked in the development and implementation of innovative educational reforms? 3.) How can teachers in personal responsibility schools help their students learn? These questions are representative of problems that Swartz raises in his book. Swartz identifies four educational programs as personal responsibility schools. These are Little Commonwealth (Homer Lane); Summerhill (A.S.Neill); Orphans Home (Janusz Korczak) and Sudbury Valley School (Daniel Greenberg). Swartz then suggests that these learning environments create social institutions that are liberal, democratic, and self?governing and therefore endorse the policy of personal responsibility. This policy states: All school members, students included, are fallible authorities who should be personally responsible for determining their own school activities and many policies that govern a school. Schools which incorporate this policy can interchangeably be referred to as personal responsibility, self?governing, or Summerhill style schools. In providing an historical and philosophical understanding of Summerhill style schools, Swartz suggests that these educational alternatives have intellectual roots in the ideas associated with Socrates as portrayed in Plato’s Apology. Specifically, in personal responsibility schools teachers are not viewed as authorities who attempt to transmit wisdom to their students. Rather, self?governing schools follow the Socratic tradition which claims that teachers can be viewed as fallible authorities who attempt to engage students in dialogues about questions of interest to students. The interpretation of Plato’s works used by Swartz can be found in Karl Popper’s The Open Society and Its Enemies. Swartz has also been significantly influenced by the educational writings of Bertrand Russell and Paul Goodman. Goodman’s Compulsory Miseducation makes it clear that schools which follow in the tradition of Summerhill compete with the educational programs that are an outgrowth of John Dewey’s writings. In summary, Swartz’s book aims to engage educators in dialogues that will lead to improved educational theories and practices.

As subsequent revelations uncovered an athletic program operating free of oversight, university officials faced criminal charges while unprecedented NCAA sanctions hammered Penn State football and blackened the reputation of coach Joe Paterno. Governments typically build and maintain public infrastructure, which they fund through taxes. But in the past twenty-five years, many developing and advanced economies have introduced public-private partnerships (PPPs), which bundle finance, construction, and operation into a long-term contract with a private firm. In this book, the authors provide a summary of what they believe are the main lessons learned from the interplay of experience and the academic literature on PPPs, addressing such key issues as when governments should choose a PPP instead of a conventional provision, how PPPs should be implemented, and the appropriate governance structures for PPPs. The authors argue that the fiscal impact of PPPs is similar to that of conventional provisions and that they do not liberate public funds. The case for PPPs rests on efficiency gains and service improvements, which often prove elusive. Indeed, pervasive renegotiations, faulty fiscal accounting, and poor governance threaten the PPP model.
