Between the War of 1812 and the Civil War, General William S. Harney became one of the best-known military figures in America. In a career aided by Andrew Jackson and the concept of an expansible army, Harney saw duty in virtually every part of the country and participated in most of the key military episodes of his time. He chased remnants of Lafitte pirates in Louisiana, campaigned with Abraham Lincoln and Zachary Taylor during the Black Hawk War, developed Vietnam-style riverine tactics that ended the Second Seminole War, and led Winfield Scott's cavalry in the Mexican War. In the 1850s Harney devised the army's largest and most successful pre?Civil War campaign against Plains Indians, commanded troops charged with upholding federal authority in Kansas and Utah, and almost provoked hostilities with Great Britain in the Pacific Northwest. Removed from command amid false charges of disloyalty during the Missouri secession crisis, he returned as a leading member of the Indian Peace Commission of 1867?68. ø Harney was bold, ambitious, and innovative, but also impulsive, vindictive, and violent. His career illustrates the nineteenth-century army's role in implementing federal policy, highlights its limited resources compared to its responsibilities, and illuminates key aspects of its organizational structure, the behavior of its officers, and its impact on personal lives.

Includes 3 maps and more than 10 illustrations The preponderance of conflicts fought over the last seventy years have included or been centered on irregular warfare and counter-insurgency. Indeed, the helicopter’s first significant trials in combat took place during the Algerian War 1954-1962, the Vietnam War 1955-1975, and the Soviet-Afghan War 1979-1989. During these wars, French, U.S., and Soviet militaries used significant numbers of helicopters to fight insurgents and guerrillas, and each country lost their respective conflict. As conventional organizations, these militaries used helicopters to seek military dominance, often blind to or in spite of politico-strategic goals like legitimacy. The helicopter’s firepower and mobility tactically decimated insurgents, but the nature of irregular warfare rendered tactical dominance indecisive. Helicopters were indecisive or bad at enabling legitimacy, population control, and isolation, key tenets of successful COIN. Convinced that helicopter enabled military dominance could win, the French, U.S., and Soviet militaries were unable to balance the pursuit of military and politically objectives. Airmobility distracted leaders from focusing on the political aspects of counter-insurgency.

Key to developing national security strategy is figuring out what other countries want. What are their national interests? How do they perceive them? How do they project them onto the world stage? Understanding all of this helps us to predict their behavior. In developing a national security strategy for Asia, the United States must take into account the desires of two emerging giants of the 21st century: China and India. We would be mistaken, Lal argues, if we lumped China and India together in one Asian policy, because these two countries differ greatly from one another. Based on over 120 in-depth interviews with government officials and scholars in Beijing and New Delhi, the author's research yields some surprising news about the differences between China and India. Chinese leaders define their national interest as preservation of the state and territorial unity, whereas Indian decision makers define their national interests in relation to forces beyond India, such as the forces of globalization and their geopolitical status. One factor that accounts for these differences, among the many explored in this book, is the influence of one-party rule in China and parliamentary democracy in India. Another important finding is that China and India are unlikely to pursue hostility with each other. The U.S. approach to Asia will need to take these differences into account.
