This first volume of the Official History of the UK Civil Service covers its evolution from the Northcote-Trevelyan Report of 1854 to the first years of Mrs Thatcher’s government in 1981. Despite current concerns with good governance and policy delivery, little serious attention has been paid to the institution vital to both: the Civil Service. This Official History is designed to remedy this by placing present problems in historical context and by providing a helpful structure in which others, and particularly former officials, may contribute to the debate. Starting with the seminal 1854 Northcote-Trevelyan Report, it covers the ‘lost opportunity’ of the 1940s when the Service failed to adapt the needs of ‘big government’ as advocated by Beveridge and Keynes. It then examines, in greater detail, the belated attempts at modernisation in the 1960s, the Service’s vilification in the 1970s and the final destruction of the ‘old order’ during the first years of Mrs Thatcher’s government. Particular light is shed on the origins of such current concerns as the role of special advisers the need for a Prime Minister’s Department the evolution of Parliamentary Select Committees to resolve the potential tension between bureaucracy and Parliamentary democracy. This Official History is based on extensive research into both recently released and unreleased papers as well as interviews with leading participants. It has important lessons to offer all those, both inside and outside the UK, seeking to improve the quality of democratic government. This book will be of great interest to all students of British history, British government and politics, and of public administration in general.

There would have been moral codes, but no Commandments. Had the Jews been polytheists, they would today be only another barely remembered people, less important, but just as extinct as the Babylonians. Had Christians presented Jesus to the Greco-Roman world as ''another'' God, their faith would long since have gone the way of Mithraism. And surely Islam would never have made it out of the desert had Muhammad not removed Allah from the context of Arab paganism and proclaimed him as the only God. The three great monotheisms changed everything. With his customary clarity and vigor, Rodney Stark explains how and why monotheism has such immense power both to unite and to divide. Why and how did Jews, Christians, and Muslims missionize, and when and why did their efforts falter? Why did both Christianity and Islam suddenly become less tolerant of Jews late in the eleventh century, prompting outbursts of mass murder? Why were the Jewish massacres by Christians concentrated in the cities along the Rhine River, and why did the pogroms by Muslims take place mainly in Granada? Transcending the inner journey, pilgrimage is crossing boundaries, following God in unfamiliar places, both being and befriending the stranger, and walking alongside one another. As the imitation of Christ, pilgrimage embodies humility, service, love, and compassion as well as our vulnerability with others. Espousing the union of God, self, and the Other as the objective of the Christian life, the book casts the mission partnership as one of reciprocal relations based on the body of Christ. Addressing the entirety of the mission journey, including a spirituality of religious travel, the intragroup experience, and individual Christian formation, the heart of the book explores short-term mission through the lens of the hero’s journey. Having loved, served, and listened to others, short-term missioners return home as more Christlike people where their lifelong journey of faith continues. The Changing Mile, originally published in 1965, was a benchmark in ecological studies, demonstrating the prevalence of change in a seemingly changeless place. Photographs made throughout the Sonoran Desert region in the late 1800s and early 1900s were juxtaposed with photographs of the same locations taken many decades later. The nearly one hundred pairs of images revealed that climate has played a strong role in initiating many changes in the region. This new book updates the classic by adding recent photographs to the original pairs, providing another three decades of data and showing even more clearly the extent of change across the landscape. During these same three decades, abundant information about climatic variability, land use, and plant ecology has accumulated, making it possible to determine causes of change with more confidence. Using nearly two hundred additional triplicate sets of unpublished photographs, The Changing Mile Revisited utilizes repeat photographs selected from almost three hundred stations located in southern Arizona, in the Pinacate region of Mexico, and along the coast of the Gulf of California. Coarse photogrammetric analysis of this enlarged photographic set shows the varied response of the region's major plant species to the forces of change. The images show vegetation across the entire region at sites ranging in elevation from sea level to a mile above sea level. Some sites are truly arid, while others are located above the desert in grassland and woodland. Common names are used for most plants and animals (with Latin equivalents in endnotes) to make the book more accessible to non-technical readers. The original Changing Mile was based upon a unique set of data that allowed the authors to evaluate the extent and magnitude of vegetation change in a large geographic region. By extending the original landmark study, The Changing Mile Revisited will remain an indispensable reference for all concerned with the fragile desert environment.
