Low for (Very) Long? A Long-Run Perspective on R* Across Advanced Economies

We provide a long-run perspective on neutral interest rates with new estimates for 16 advanced economies since the 1870s using the Laubach and Williams approach. Our estimates differ substantially from commonly used proxies. We find that, while cross-country heterogeneity was significant in the past, since the 1980s the decline has been common to many countries. Traditional determinants such as population aging and productivity growth are strongly correlated with the changes in neutral rates, while others like the relative price of capital and inequality exhibit weak relationships with r*. We also find that neutral rates co-vary negatively with public debt-to-GDP ratios.

While modernism was publicized as a fusion of technology, new materials, and rational aesthetics to improve the lives of ordinary people, it was often out of reach to the very masses it purportedly served. Both women and men engaged in this daily budgeting, but women's roles were especially important in achieving some level of comfort and avoiding penury. In some communities, the daily practices in place in the seventeenth century persisted into the twentieth, whilst other groups adopted new ways, such as using numbers to chart domestic affairs and turning to the savings banks that appeared in the nineteenth century. These strategies promised respectability and greater access to new consumer goods: better clothes and finer furnishings accompanied a newly disciplined behaviour. Therefore, in the material world of the past and in the changing habits of earlier generations lie crucial turning points. This book explores these previously under-researched patterns and practices that gave shape to modern consumer society.

Which Federal Reserve Bank presidents vote on the U.S. monetary policy committee depends on a mechanical, yearly rotation scheme. Rotation is without exclusion: nonvoting presidents do attend and participate in the meetings of the committee. We test two hypotheses about the dependence of presidents' behavior on voting status. (i) Loss compensation: presidents compensate the loss of the right to vote with an increased use of speeches and contributions. (ii) Motivation: presidents complement the right to vote with an increased use of speeches and contributions. The evidence favors the motivation hypothesis. Also, in years that presidents vote, their speeches move financial markets less than in years they do not vote. We argue that this vote discount is consistent with presidents’ communication behavior.
