Coupled atmosphere-ocean models are at the core of numerical climate models. There is an extraordinarily broad class of coupled atmosphere-ocean models ranging from sets of equations that can be solved analytically to highly detailed representations of Nature requiring the most advanced computers for execution. The presence of international missions in weak and failing states across the globe confirms that multi-lateral involvement has become a strategic imperative to secure international peace and security. With demands for democratic governance and peaceful coexistence in countries such as Afghanistan and Iraq, the questions and issues addressed in Bosnia take on greater urgency. Focussing on Bosnia after the Dayton Peace Agreement (DPA) in 1995, this book examines the role of the international community in state building and intervention. It makes two arguments that challenge conventional, power-sharing approaches to conflict management based on group representation and elite collusion. First, the author explores the idea that effective intervention requires moving beyond the dichotomy between international imposition of state-building measures and local self-government. When compromise among the former warring parties proves impossible and domestic institutions cannot autonomously guarantee efficient policy-making, the presence of international staff in domestic institutions can guarantee further democratisation and local ownership of the peace process. Second, this book argues that the long-term transformation of conflict requires the active involvement and empowerment of domestic civil society groups. Instead of considering domestic society as a desolate blank slate, international intervention needs to build on local resources and assets, which are available even in the aftermath of a devastating war. The world changes like the patterns in a kaleidoscope: trends expand, contract, break up, melt, disintegrate and disappear, while others are formed. Change – as opposed to stasis – is our normal condition, the only certainty in our lives, hence the need to create tools that provide organizations with the means to tackle change and navigate complexity. We must accept the reality of constant change and be prepared for a heavy shift in perspective: interconnection versus separation, acceleration versus linearity and discontinuity versus continuity. Anticipating the future requires more than the traditional predictive models (forecasting) based on the forward projection of past experiences. Advanced methods use anticipation logic (foresight) and build probable scenarios taking into account weak signals, emerging trends, coexisting presents and potential paths of evolution. Corporate foresight is fundamental to interpret and lead change. The two cornerstones of foresight are organization and management. As concerns organization, the authors advocate the separation of research (oriented to the market of tomorrow) from development (oriented to the market of today), the establishment of a foresight unit and the concentration of research activities mainly on the acquisition and recombination of external know-how. As regards management, after an overview of state-of-the-art literature on forecasting methods, the authors propose the implementation of a "future coverage" methodology, which enables companies to measure and verify the consistency between trends, strategic vision and offered products. These organizational and managing tools are then tested in a case study: the Italian company Eurotech SpA, a leader in the ICT sector.
This paper investigates possible drivers of volatility in the South African rand since the onset of the global financial crisis. We assess the role played by local and international economic surprises, commodity price volatility, global market risk perceptions, and local political uncertainty. As a measure of rand volatility, the study uses a market-based implied volatility indicator for the rand / U.S. dollar exchange rate. Economic surprises—the difference between market expectations and data prints—are captured by Citi’s Economic Surprise Index which is available for South Africa and its main economic partners. The results suggest that rand volatility is mainly driven by commodity price volatility, and global market volatility, as well as domestic political uncertainty. In addition, economic surprises originating in the United States matter, but not those originating from South Africa, Europe, or China.

This book provides an overview of solar wind turbulence from both the theoretical and observational perspective. It argues that the interplanetary medium offers the best opportunity to directly study turbulent fluctuations in collisionless plasmas. In fact, during expansion, the solar wind evolves towards a state characterized by large-amplitude fluctuations in all observed parameters, which resembles, at least at large scales, the well-known hydrodynamic turbulence. This text starts with historical references to past observations and experiments on turbulent flows. It then introduces the Navier-Stokes equations for a magnetized plasma whose low-frequency turbulence evolution is described within the framework of the MHD approximation. It also considers the scaling of plasma and magnetic field fluctuations and the study of nonlinear energy cascades within the same framework. It reports observations of turbulence in the ecliptic and at high latitude, treating Alfvénic and compressive fluctuations separately in order to explain the transport of mass, momentum and energy during the expansion. Further, existing models are compared with direct observations in the heliosphere. The problem of self-similar and anomalous fluctuations in the solar wind is then addressed using tools provided by dynamical system theory and discussed on the basis of available models and observations. The book highlights observations of Yaglom’s law in solar wind turbulence, which is one of the most important findings in fully developed turbulence and directly related to the long-lasting and still unsolved problem of solar wind plasma heating. This book reviews the economic literature on cooperative investment in next generation broadband networks and geographic regulation. It additionally proposes innovative models for estimating the level of competition and investment in the fixed telephony market and the retail market for newspapers. In doing so, it addresses two hotly debated issues in business strategy and economic policy: the determinants of investment and competition and the impacts of innovative investment schemes. The first chapter reviews the literature on new cooperative investment schemes in next generation broadband networks and geographic regulation. The effects on competition, investment and welfare of such schemes crucially depend on the details of the agreements. For instance, in the case of joint-ventures, the manner in which investment costs are shared and internal and external access prices are determined significantly impacts the outcome. In the case of long-term access agreements, it is essential to consider how access tariffs are structured, whether they can adapt to market developments ex-post, and whether contracts are signed before or after the investment takes place. Generally, many of these agreements allow for some extent of risk sharing, offering the possibility of increasing investment incentives when firms are not risk neutral. It is suggested that regulators consider introducing regulated co-investment agreements complementing current regulation, in addition to considering geographically segmented access prices. The second chapter assesses entry and competition in local retail markets for newspapers. It builds on the new empirical industrial organisation (NEIO) literature to estimate sustainable coverage and competitive effects of entry for Swiss newspaper sellers which sell composite goods (newspapers, food and other goods of daily use). An entry threshold ratio methodology is used, allowing for model estimation even when the range of products under examination is not exactly defined and when price and quantity data are not available. It is found that under duopoly prices the market size of a Commune required for single firm entry is about twice as large as under monopoly prices. A clear and quantifiable trade-off between competition and investment therefore exists. Moreover, it is found that while a second entrant in this market strongly increases competition, further entry doesn’t have a significant additional competitive effect. From a welfare perspective, therefore, it can be stated that “two is enough” to ensure competition in this market. In the third chapter, competition and market strategies in the Swiss fixed telephony market are assessed. A market model based on a generalised version of the traditional “dominant firm – competitive fringe” model, is developed. Direct estimation of the incumbent’s intertemporal residual demand function is performed by instrumenting the market price with incumbent-specific cost shifting variables, as well as other variables. The concrete estimates show that residual retail demand for voice traffic is highly inelastic. Such a level of elasticity is only compatible with a profit maximising incumbent in the case of largely competitive conduct. It is therefore found that the Swiss incumbent acted largely competitively, and that current regulated telephony retail price caps could not be justified on the basis of a lack of competition.

In order to inject dissipation as to force local exponential stabilization of the steady-state solutions, an Optimal Control Problem (OCP) with a quadratic cost functional over an infinite time-horizon is introduced for the linearized N-S equations. As a result, the same Riccati-based, optimal boundary feedback controller which is obtained in the linearized OCP is then selected and implemented also on the full N-S system. For $d=3$, the OCP falls definitely outside the boundaries of established optimal control theory for parabolic systems with boundary controls, in that the combined index of unboundedness--between the unboundedness of the boundary control operator and the unboundedness of the penalization or observation operator--is strictly larger than $\tfrac{3}{2}$, as expressed in terms of fractional powers of the free-dynamics operator. In contrast, established (and rich) optimal control theory [L-T.2] of boundary control parabolic problems and corresponding algebraic Riccati theory requires a combined index of unboundedness strictly less than 1. An additional preliminary serious difficulty to overcome lies at the outset of the program, in establishing that the present highly non-standard OCP--with the aforementioned high level of unboundedness in control and observation operators and subject, moreover, to the additional constraint that the controllers be pointwise tangential--be non-empty; that is, it satisfies the so-called Finite Cost Condition [L-T.2].

This book presents a computational scheme for calculating the electronic properties of crystalline systems at an ab-ini tio Hartree-Fock level of approximation. The first chapter is devoted to discussing in general terms the limits and capabilities of this approximation in solid state studies, and to examining the various options that are open for its implementation. The second chapter illustrates in detail the algorithms adopted in one specific computer program, CRYSTAL, to be submitted to QCPE. Special care is given to illustrating the role and in:fluence of computational parameters, because a delicate compromise must always be reached between accuracy and costs. This book is devoted to the study of coupled partial differential equation models, which describe complex dynamical systems occurring in modern scientific applications such as fluid/flow-structure interactions. The first chapter provides a general description of a fluid-structure interaction, which is formulated within a realistic framework, where the structure subject to a frictional damping moves within the fluid. The second chapter then offers a multifaceted description, with often surprising results, of the case of the static interface; a case that is argued in the literature to be a good model for small, rapid oscillations of the structure. The third chapter describes flow-structure interaction where the compressible Navier-Stokes equations are replaced by the linearized Euler equation, while the solid is taken as a nonlinear plate, which oscillates in the surrounding gas flow. The final chapter focuses on a the equations of nonlinear acoustics coupled with linear acoustics or elasticity, as they arise in the context of high intensity ultrasound applications.

This book presents a method for solving linear ordinary differential equations based on the factorization of the differential operator. The approach for the case of constant coefficients is elementary, and only requires a basic knowledge of calculus and linear algebra. In particular, the book avoids the use of distribution theory, as well as the other more advanced approaches: Laplace transform, linear systems, the general theory of linear equations with variable coefficients and variation of parameters. The case of variable coefficients is addressed using Mammana’s result for the factorization of a real linear ordinary differential operator into a product of first-order (complex) factors, as well as a recent generalization of this result to the case of complex-valued coefficients.
