George Woods transformed the World Bank from a relatively passive investment organization into an active leader of world development. He pushed for greatly increased lending in support of agriculture and education, worked closely with the United Nations, and revived and greatly strengthened economic analysis in the Bank itself. He also initiated measures to expand the equity investments of the International Finance Corporation and sought annual funding of one billion dollars for the International Development Association, the Bank's soft-loan affiliate. He retired in 1968 after inducing Robert McNamara to be his successor.

Passed by Congress in July 1787, the Northwest Ordinance laid out the basic form of government for all U.S. territory north of the Ohio River. That summer, the Constitutional Convention drafted the defining document of the American Republic as a whole. A bargain struck between Congress and the Convention outlawed slavery north of the Ohio, but gave Southern states a Congressional and Electoral College representation based on population figures that included slaves--each valued at three-fifths of a free white citizen. Because of this agreement, the western lands acquired from Great Britain after the Revolutionary War were divided into slave and free states--a compromise which, when it failed, precipitated the Civil War 74 years later. For years most historians denied that this political deal took place. Drawing on contemporary letters and documents, this detailed analysis re-examines the Ordinance and how Congress silently permitted the South's "peculiar institution" to move westward.
First published in 1956, this is an account of the arming of the Union forces in the Civil War, and of Lincoln’s part in it. It has never been told in any comprehensive way before, and shows Lincoln in a new and engaging light. Lincoln was determined to win the war, yet his generals seemed unable to give him a victory, so he reasoned that a more efficient weapon would have to be invented. However, his main opponent, General James W. Ripley, who sat in charge of army ordnance, believed the war would be short and didn’t want a vast supply of expensive arms left over. Standardized guns and ammunition made supplying the troops in the field easier. Lincoln was in the thick of it. He wanted mortar boats to help open the upper Mississippi as they had helped Porter take New Orleans. When he discovered a big snafu had delayed production, one J. D. Mills came to Washington with a crude machine gun that was soon christened the coffee-mill gun. Probably the biggest and longest controversy involved muzzle-loading rifles—favoured by Ripley—and breech-loading rifles—the Soldier’s choice, as he could lie down and load a breechloader at least five times as fast as a muzzle-loader. In addition to these and other standard arms, the inventors offered a wide catalogue of innovations: rockets, steam guns, liquid fire, a submarine, explosive bullets, a proposed poison gas, and so on down to the fantastic. This book is a big American story of Washington in wartime, and it will appeal to everybody who ever had any contact with the armed services. For the specialist, it offers quite a quantity of previously unpublished material. Its biggest merit is, however, that it is just plain fascinating reading, the kind of book no one should start late in the evening if he wants any sleep.

Congressional primaries are increasingly being blamed for polarization and gridlock in Congress. Most American states adopted congressional primaries during the first decades of the 20th century as a means of breaking the hold of political "bosses" on the nomination of candidates. Yet now, many contend that primaries have become a means by which the most dedicated party activists choose candidates unrepresentative of the electorate, and so general election voters are forced to choose between two ideologically extreme candidates. Consequently, there have been recent instances in both parties where nominees were chosen who were clearly not preferred by party leaders, and who arguably lost elections that their parties should have won. This book is the first to focus solely upon congressional primary elections, and to do so for a student readership. Boatright organizes his text around the contention that there are important differences between types of primaries, and these differences prevent us from making blanket statements about primary competition. He focuses on explanations of two sources of difference: differences in electoral structure and differences brought about by the presence or absence of an incumbent seeking reelection. The first three chapters introduce these differences, explore how they came to exist, and outline some of the strategic considerations for candidates, parties, interest groups, and voters in primary elections.
