Improving college access and success among Black males has garnered tremendous attention. Many social scientists have noted that Black men account for only 4.3% of the total enrollment at 4-year postsecondary institutions in the United States, the same percentage now as in 1976. Furthermore, two thirds of Black men who start college never finish. The lack of progress among Black men in higher education has caused researchers, practitioners, and policymakers to become increasingly focused on ways to increase their access and success. Offering recommendations and strategies to help advance success among Black males, this monograph provides a comprehensive synthesis and analysis of factors that promote the access, retention, and persistence of Black men at diverse institutional types (e.g., historically Black colleges and universities, predominantly White institutions, and community colleges). What are the choices the Asia-Pacific community will face if it proceeds further down the path of developing preferential regional trading arrangements? Fragmentation of the region into preferential trading arrangements on a bilateral or subregional basis promises relatively little economic gain and considerable risk of increased trade conflict. Larger preferential trading blocs, spanning the whole of East Asia, the Western Pacific, or the APEC membership, offer greater potential economic benefits but also face formidable political obstacles. In this study, Scollay and Gilbert weigh the economic consequences of the increased use of preferential trading arrangements in the Asia-Pacific region, whether these develop on the basis of trans-Pacific cooperation or solely within the East Asian or Western Pacific sub-regions. They evaluate the economic effects of both the existing proposals for new bilateral and multilateral agreements and of more far-reaching developments involving the creation of a substantial trading bloc or blocs in the region. Comparisons between the economic effects of establishing such bloc(s) in the region and the effects of achieving APEC's Bogor goals on the basis of "open regionalism" suggest that the latter approach continues to offer a worthwhile alternative. The study demonstrates that the benefits of global free trade dominate those available from establishment of any combination of major blocs or from APEC's "open regionalism".

Formed shortly after the outbreak of World War 2, and equipped with Messerschmitt Bf 109Es, Jagdgeschwader 1 was initially tasked to defend the regional North Sea and Baltic coastal areas and Germany's main port cities and naval bases. The greatest task for JG 1 though came after 1942 in its defence of the Reich against the US Eighth Air Force's B-17s and B-24s, bearing the brunt of defence against increasingly regular, larger and deep penetrating USAAF daylight bomber raids with fighter escort. Levels of attrition subsequently grew, but so did experience among the leading aces, who were often the subject of propaganda films and literature. Many of Germany's most famous World War 2 aces flew with JG 1 including Herbert Ihlefeld (132 victories), Heinz Bär (220) and Walter Oesau (127), piloting Bf 109Es, Fw 190s and the Heinkel 162 jet fighter. A review of the theoretical twists and turns in the development of the Heckscher-Ohlin model and an empirical assessment of the basic model and three related theorems. No names are more closely associated with modern trade theory than Eli Heckscher and Bertil Ohlin. The basic Heckscher-Ohlin proposition, according to which a country exports factors in abundant supply and imports factors in scarce supply, is a key component of modern trade theory. In this book, Robert Baldwin traces the development of the HO model, describing the historical twists and turns that have led to the basic modern theoretical model in use today. Baldwin not only presents a clear and cohesive view of the model's evolution but also reviews the results of empirical tests its various versions. Baldwin, who published his first theoretical article on the HO model in 1948, first surveys the development of the HO model and then assesses empirical tests of its predictions. Most discussions of empirical work on HO models confine themselves to the basic theorem, but Baldwin devotes a chapter to empirical tests of three related propositions: the Stolper-Samuelson theorem; the Rybczynski theorem; and the factor price equalization theorem. He concludes that the formulation and testing of these later models have improved economists' understanding of the forces shaping international trade, but that many empirical trade economists (himself included) were so enamored of the elegant but highly unrealistic factor price equalization models developed from the insights of Heckscher and Ohlin that they have neglected investigation of other models without this relationship.

Nearly every life form found among North American flowering plants is represented in Arizona. This amazing diversity is partly explained by the fact that the altitudinal range extends from a few feet above sea level to approximately 12,000 feet at the summit of the San Francisco Peaks. The life zone range from Arctic-Alpine on these peaks to Lower Sonoran in the southwest and Subtropical in the extreme south. The main objective of this book is to provide means for identifying the approximately 3438 species of flowering plants, ferns, and fern-allies growing without cultivation in Arizona. Keys for identification of the families, genera, and species are provided. Under each species the authors give the geographical distribution within and outside Arizona, and usually the altitudinal range and time of flowering. They describe economic uses, toxic or other properties, and ornamental value of many plants, giving particular attention to the utilization of native plants by the large Indian population of the state. Introductory chapters describe the topography, geology, soils, and climate of Arizona, the several types of vegetation in relation to the physical conditions, and the proportional representation of the larger plant families. There is also a brief account of botanical explorations in Arizona since 1832. This is the only available work on the flora of Arizona that includes the results of intensive, botanical research in the state during the past twenty years. It is based on an earlier publication, Flowering Plants and Ferns of Arizona, issued by the U.S. Department of Agriculture in 1942 and now out of print. For the present revision, a supplementary section of more than fifty pages has been prepared under the direction of John Thomas Howell and Elizabeth McClintock of the California Academy of Sciences. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology. In his introduction, Robert H. Mohlenbrock defines terms and procedures used in the identification and classification of this group of flowering plants referred to as monocotyledons—plants that produce upon germination a single cotyledon or seed-leaf and are often identified by their tall, slender, grass-like leaves. He outlines the life histories and morphologies of the representative monocots and illustrates the plants’ habits and frequencies in Illinois. Geared to the amateur as well as the professional botanist, the volume includes a glossary of definitions and identification keys to classify the plants according to order, family, genus, and species. The identifying characteristics of each descending class are also given in detail. The morphology of each species is outlined along with data on frequency of occurrence, related soil and climate conditions, and history of past collections. Among the 125 illustrations are detailed sketches of the important features of each species and maps indicating the geographical locations of each species in Illinois.

HE playing of die viola has been one of the sadly neglected arts. This is all the more incredible T when we realize, as we all do today, that the instrument with its rich, mellow tone should always have been regarded as one of the most ideally gratifying mediums of musical expression when played by the accomplished artist. The insignificant position that the viola had occupied in the field of solo instru ments in the past undoubtedly was responsible for the apparent neglect in its artistic exploitation to such a degree that in nearly every symphony orchestra throughout the world the viola section (with the none tor-frequent exception of the principal player) was composed of cast-offs from the second violins, who, al ready too old to perform satisfactorily on their respective instruments, were relegated to pass their remain ing years of service playing viola. Happily, we have a different picture of the orchestral viola sections in most of our modern symphonic bodies today. Virile young players are adopting the viola as their major instrument, and that sly, well known German sobriquet, Pensions-instrument, surely is deserved no longer. The viola should be studied and played by young artists who especially adapt themselves to the serious presentation of the instrument as aseparate and independent medium of expression, which requires fully as much intelligent, conscientious, and diligent application to achieve noteworthy results as any orches tral instrument.
