This unusual history of the first four secretaries-general of NATO and their importance in the post-war politics of Western defense is a study of diplomacy–of individuals and the impact of their personalities on international events. It can perhaps best be described in terms of what it is not. It is not, for example, exclusively a book on NATO, nor is it a text on international organization. It is neither a history of European politics nor an analysis of East-West relations. It is not a specialized study of nuclear politics, and it does not pretend to be a record of the political interplay between the United States and its European allies. Yet all of these themes appear in the work. In the course of preparing this book, Dr. Jordan came to know the four secretaries-general, as well as many other individuals involved in NATO since its inception. While his analysis is objective and he has thoroughly documented his observations, there is also a valuable personal element in his assessment of the impact the persons who occupied this relatively little known but very important office had on the institution they headed and the international political environment in which they operated.

A Newsman Remembered is not just the story of the life of Ralph Burdette Jordan (RBJ or Jock) who was a remarkable newspaperman/motion picture publicist/war correspondent. It is also a glimpse into an era of American social and political history that is now, unfortunately, largely forgotten if not discarded. The compelling personalities with whom he engaged Aimee Semple McPherson, William Randolph Hearst, Louis B. Mayer, General Douglas MacArthur are but fading memories which this book briefly restores. The first half of the 20th century began as an era of optimism that encompassed a belief that working hard along with seizing the main chance would produce social, professional and financial success. Ralph Jordan certainly exuded that optimism in everything that he encountered in his short life. Along with his contemporaries, moving into the great (largely ill-defined) middle class was his overarching goal. Within this goal, family life was an important ingredient for him - marriage in his day was still a partnership with clearly defined marital roles and expectations. Ralph and Marys marriage reflected that domestic configuration. Religious faith if not always observed to the letter also formed an important part of their family life. It could not be otherwise for them and those other largely third-generation descendants of Mormon pioneers (and their non-Mormon contemporaries) with whom they associated. These so-called Mormon second- and third-generation diasporans were willing even eager to leave behind them the remoteness of what was then described as Zion, to seek more promising futures elsewhere, retaining as best they could their unique heritage. Thus, Ralph Jordans story is indeed a life and times story worth telling!
This thoroughgoing study of international secretariats might be entitled "What the International Civil Servant Really Does," as opposed to what he or she should do or is believed to do. The author interviewed international officials, studied the documents of the agencies involved, and reviewed the relevant literature in an intensive investigation of the political role played by international secretariats of United Nations organizations. He suggests that various factors are involved in determining the role of these secretariats—size, types of functions, the degree of control exercised by member governments, the relative technical expertise of these governments and secretariat officials, the personalities of these officials. An original conclusion is reached: civil services, at least at the international level, do not necessarily play a significant policy-making role in their organizations.
Gen. Andrew J. Goodpaster was one of the leading soldier-scholars of his time. He stood as a key figure among the dominant American military and political personalities during the Cold War. He was called out of retirement to restore the integrity of West Point after a major ethical crisis. Upon his final retirement and for over a quarter-century thereafter, he was actively involved in both the formal and informal world of Washington policy-making, making his mark repeatedly as a respected participant.
