Decolonization after World War II led to a significant global increase in the number of states. Each new nation was born with high expectations. But these hopes were soon eroded by the ineffectiveness and capriciousness of many of the new regimes. In many states military juntas have become the order of the day, and even where juntas have not taken power, political differences have repeatedly degenerated into violent exchanges that do not readily lend themselves to political settlement. Not only the new states have suffered from these problems; indeed, political solutions to conflict have become depressingly conspicuous by their absence. Against this background, the last decade has seen a resurgence of interest in evaluating the political capacity or strength of modern nation-states. In Power without Force, Robert Jackman argues that political capacity has two broad components: organizational age and legitimacy. Thus, it is essential to focus both on institutions conceived in organizational terms and the amount of compliance and consent that leaders are able to engender. The emphasis on each reflects the view that political life centers on the exercise of power, and that, unlike physical force, power is intrinsically relational. Although all states have he capability to inflict physical sanctions, their ability to exercise power is the key element of their political capacity. Drawing on a wide range of studies from political science, sociology, and political economy, Power without Force redirects attention to the central issues of political capacity. By stressing that effective conflict resolution must be addressed in political terms, this volume underscores perennial issues of governance and politics that form the heart of comparative politics and political sociology.

The contributors to this volume are prominent epidemiologists, doctors, microbiologists and scientists from Europe, USA and Africa. Professors Chretien and Enarson give a masterful account of the epidemiology of lung complications of HIV. Drs Zumla, Rowland Jones and Professor McMichael give a detailed summary of the lung immune responses to HIV. They outline normal lung defenses and discuss the consequences of HIV infection on them. The pulmonary radiological features of HIV and its complications as seen in the USA and Europe are illustrated by Professors Armstrong and Dee and this is compared and contrasted by Professor Tshibwabwa-Tumba who brings together his vast experience of chest X-rays in AIDS patients from Central Africa. Drs O'Doherty and Miller deal with the uses, and potential applications, of nuclear medicine in imaging of the chest in AIDS patients.

This book traces the evolution of concessional financing to Third World countries from its postwar origins in the Marshall Plan to the debt crisis that engulfed virtually the entire Third World in the early 1980s. It documents the evolution of a system of aid provision, of structured access to concessional external financing. The central focus is on how this structure of access to aid has changed over time and shaped development options an choices in the Third World. From this perspective, the emergence of the debt crisis is closely connected to the role of aid in the world economy. Although the debt crisis had other roots as well, this book elucidates an important set of determinants, generally overlooked, within the systems of aid provision itself. This book argues that the Indo-Europeanizing of Europe essentially began shortly before 1600 BC, when lands rich in natural resources were taken over by military forces from the Eurasian steppe and from southern Caucasia. First were the copper and silver mines (along with good harbors) in Greece, and the copper and gold mines of the Carpathian basin. By ca. 1500 BC other military men had taken over the amber coasts of Scandinavia and the metalworking district of the southern Alps. These military takeovers offer the most likely explanations for the origins of the Greek, Keltic, Germanic and Italic subgroups of the Indo-European language family. Battlefield warfare and militarism, Robert Drews contends, were novelties ca. 1600 BC and were a consequence of the military employment of chariots. Current opinion is that militarism and battlefield warfare are as old as formal states, going back before 3000 BC. Another current opinion is that the Indo-Europeanizing of Europe happened long before 1600 BC. The "Kurgan theory" of Marija Gimbutas and David Anthony dates it from late in the fifth to early in the third millennium BC and explains it as the result of horse-riding conquerors or raiders coming to Europe from the steppe. Colin Renfrew’s Archaeology and Language dates the Indo-Europeanizing of Europe to the seventh and sixth millennia BC, and explains it as a consequence of the spread of agriculture in a "wave of advance" from Anatolia through Europe. Pairing linguistic with archaeological evidence Drews concludes that in Greece and Italy, at least, no Indo-European language could have arrived before the second millennium BC.

The papers published here are dedicated to the memory of Ellen N. Davis, one of the most valued and beloved Aegean scholars of her generation. All of the articles are in some way inspired or influenced by Davis' own contributions to the field. In the area of metalwork, several papers investigate interconnections within and around the Aegean during the Early, Middle, and Late Bronze Ages (Betancourt, Ferrence, and Muhly, Weingarten, Kopcke), while others examine metal ware in its social context (Wiener). Papers on wall painting range from studies of pigments and optical illusions (Vlachopoulos), to representations of water (Shank). Anthropomorphic representations, or their absence, of goddesses or priestesses (Jones), rulers (Palaima), or initiates (Koehl) are also studied here with new eyes and fresh insights.

Although most of these polymers are organic materials, attention is being focused increasingly toward polymers that contain inorganic elements as well as organic components. The goal of Inorganic Polymers is to provide a broad overview of inorganic polymers in a way that will be useful to both the uninitiated and those already working in this field. There are numerous reasons for being interested in inorganic polymers. One is the simple need to know how structure affects the properties of a polymer, particularly outside the well-plowed area of organic materials. Another is the bridge that inorganic polymers provide between polymer science and ceramics. More and more chemistry is being used in the preparation of ceramics of carefully controlled structure, and inorganic polymers are increasingly important precursor materials in such approaches. This new edition begins with a brief introductory chapter. That is followed with a discussion of the characteristics and characterization of polymers, with examples taken from the field. Other chapters in the book detail the synthesis, reaction chemistry, molecular structure, and uses of polyphosphazenes, polysiloxanes, and polysilanes. The coverage in the second edition has been updated and expanded significantly to cover advances and interesting trends since the first edition appeared. Three new chapters have been added, focusing on ferrocene-based polymers, other phosphorous-containing polymers, and boron-containing polymers; inorganic-organic hybrid composites; and preceramic inorganic polymers.
