The book examines the origins, development and contemporary significance of the Soviet doctrine of 'limited sovereignty' ('Brezhnev Doctrine'), with particular reference to the Doctrine's implications for the Soviet Union's relations with Eastern Europe. The author identifies and considers the multiple functions served by the Soviet Union's essentially dualistic or 'bi-axial' approach to sovereignty, which embraces notions derived from both general international law and from Soviet Marxist-Leninist doctrine. The book also includes a comparative analysis of the US 'Monroe Doctrine'. The author argues that, although in the Gorbachev era of 'new thinking', the Soviet doctrine of sovereignty may be developing a 'third axis', Western predictions of the imminent or actual demise of the 'Brezhnev Doctrine' are premature.

Austria, the multicultural crossroad of the European continent, has been the genesis of many artistic concepts. Just as late 19th and early 20th century Austria gave influential modernism to the world in the fields of medicine, urban planning, architecture, design, literature, music, and theater, so its film industry created a significant national cinema that seeded talents and concepts internationally. Nevertheless, the value of Austrian cinema to international film has been long obscured. Austria's important bond with American film is also underappreciated because of the lack of accessible English language scholarship on the early careers of Austro-Hollywood artists and on influential developments in Austrian film history. This book evaluates the institutional environments of China and the United States, and the West more broadly, and how they affect their trading relationship, with specific emphasis on intellectual property theft and other allegations of unfair competition. The economic and political characteristics of the two countries affect the balance of power in their trading relationship, with ramifications far beyond jobs and output. The major theme is China’s ability to free ride on Western institutions through intellectual property theft and extortion. This free riding is far more than just infringing patents and reaping profits; it creates a combination of incentives for political pressures in the West that diminish the free market and liberal Western values. The result is the classic result of free riding – underprovision, or degeneration, of the Western institutions that made the West prosperous and free. At the same time, China’s economic might, military prowess, and global soft power increase, often with deleterious effects for freedom and free markets. This book is distinctive because it integrates public choice ideas about economic institutions, state action, and strategic behavior into international trade. It also takes account of the economic characteristics of China and the West and explains why they present a situation that is fundamentally different from other trade disputes. In recent decades, widespread rejection of positivism’s notorious hostility toward the philosophical tradition has led to renewed debate about the real relationship of philosophy to its history. How History Matters to Philosophy takes a fresh look at this debate. Current discussion usually starts with the question of whether philosophy’s past should matter, but Scharff argues that the very existence of the debate itself demonstrates that it already does matter. After an introductory review of the recent literature, he develops his case in two parts. In Part One, he shows how history actually matters for even Plato’s Socrates, Descartes, and Comte, in spite of their apparent promotion of conspicuously ahistorical Platonic, Cartesian, and Positivistic ideals. In Part Two, Scharff argues that the real issue is not whether history matters; rather it is that we already have a history, a very distinctive and unavoidable inheritance, which paradoxically teaches us that history’s mattering is merely optional. Through interpretations of Dilthey, Nietzsche, and Heidegger, he describes what thinking in a historically determinate way actually involves, and he considers how to avoid the denial of this condition that our own philosophical inheritance still seems to expect of us. In a brief conclusion, Scharff explains how this book should be read as part of his own effort to acknowledge this condition rather than deny it.
