However, as the author observes, these systems have limitations in solving vexing problems such as sprawl and non-point source pollution, as the cost of their use can easily outweigh the benefits. He suggests a system, termed 'Green Wood in the Bundle of Sticks', that provides the necessary theoretical and historical bases to bridge the gap between the potentials of each system. Using objective criteria based on science, this system is tied to a land ownership system that also takes into account societal concerns at a broader level.

Many modern geneticists attempt to elucidate the molecular basis of phenotype by utilizing a battery of techniques derived from physical chemistry on subcellular components isolated from various species of organisms. Volume 5 of the Handbook of Genetics provides explanations of the advantages and shortcomings of some of these revolutionary tech niques, and the nonspecialist is alerted to key research papers, reviews, and reference works. Much of the text deals with the structure and func tioning of the molecules bearing genetic information which reside in the nucleus and with the processing of this information by the ribosomes resid ing in the cytoplasm of eukaryotic cells. The mitochondria, which also live in the cytoplasm of the cells of all eukaryotes, now appear to be separate little creatures. These, as Lynn Margulis pointed out in Volume 1, are the colonial posterity of migrant prokaryotes, probably primitive bacteria that swam into the ancestral precursors of all eukaryotic cells and remained as symbionts. They have maintained themselves and their ways ever since, replicating their own DNA and transcribing an RNA quite different from that of their hosts. In a similar manner, the chloroplasts in all plants are self-replicating organelles presumably derived from the blue-green algae, with their own nucleic acids and ribosomes. Four chapters are devoted to the nucleic acids and the ribosomal components of both classes of these semi-independent lodgers. Finally, data from various sources on genetic variants of enzymes are tabulated for ready reference, and an evaluation of this information is attempted.

The great, pre-Civil War attempt of Protestant missionaries to Christianize Native Americans is found by Robert F. The irony displayed by this relationship, he says, did not really lie in the disparity between Anglo-Saxon ideals and the actual treatment of first peoples but in the failure of all, including the missions, to see that both sides had ultimately behaved according to their cultural values. Using the records of missions to sixteen tribes in various regions of the United States, Berkofer has carefully followed the hopeful efforts of sixty-five years. The ultimate outcome, when the Civil War brought most of the missions to an end, was only a nominal conversion of Native Americans, despite the unflagging optimism of missionaries struggling against cultural barriers.

The external debt burden of many low-income developing countries has increased significantly since the 1970s. Developments in a sample of ten countries show that the main factors behind the buildup of debt were (1) exogenous (adverse terms of trade shocks or weather), (2) a lack of sustained macroeconomic adjustment and structural reforms, (3) nonconcessional lending arid refinancing policies of creditors, (4) inadequate debt management, and (5) political factors (civil war and social strife). Future policies should limit the need for external financing and create an environment conducive to diversifying export growth, managing debt more prudently, and basing economic projections on more cautious assumptions.
