Robert Knight's book examines how the 60,000 strong Slovene community in the Austrian borderland province of Carinthia continued to suffer in the wake of Nazism's fall. It explores how and why Nazi values continued to be influential in a post-Nazi era in postwar Central Europe and provides valuable insights into the Cold War as a point of interaction of local, national and international politics. Though Austria was re-established in 1945 as Hitler's 'first victim', many Austrians continued to share principles which had underpinned the Third Reich. On August 29, 2005, Hurricane Katrina made landfall near New Orleans leaving death and destruction across the Louisiana, Mississippi, and Alabama Gulf Coast counties. The lethargic and inept emergency response that followed exposed institutional flaws, poor planning, and false assumptions that are built into the emergency response and homeland security plans and programs. Questions linger: What went wrong? Can it happen again? Is our government equipped to plan for, mitigate, respond to, and recover from natural and manmade disasters? Can the public trust government response to be fair? Does race matter? Racial disparities exist in disaster response, cleanup, rebuilding, reconstruction, and recovery. Race plays out in natural disaster survivors' ability to rebuild, replace infrastructure, obtain loans, and locate temporary and permanent housing. Generally, low-income and people of color disaster victims spend more time in temporary housing, shelters, trailers, mobile homes, and hotels - and are more vulnerable to permanent displacement. Some 'temporary' homes have not proved to be that temporary. In exploring the geography of vulnerability, this book asks why some communities get left behind economically, spatially, and physically before and after disasters strike.
During the 1930s, Austrian film production companies developed a process to navigate the competing demands of audiences in Nazi Germany and those found in broader Western markets. When the images of desperate, hungry, thirsty, sick, mostly Black people circulated in the aftermath of Hurricane Katrina, it became apparent to the whole country that race did indeed matter when it came to government assistance. In The Wrong Complexion for Protection, Robert D. Bullard and Beverly Wright place the government response to natural and human-induced disasters in historical context over the past eight decades. They compare and contrast how the government responded to emergencies, including environmental and public health emergencies, toxic contamination, industrial accidents, bioterrorism threats and show that African Americans are disproportionately affected. Bullard and Wright argue that uncovering and eliminating disparate disaster response can mean the difference between life and death for those most vulnerable in disastrous times.
This case study of transportation policy for disabled people illustrates the flaws in policymaking that lead many Americans to believe government is not working as it should. Robert A. Katzmann examines the workings of the legislative, administrative, and judicial processes, both separately and in interaction, as he relates the erratic path of transportation policy for the disabled over two decades. An estimated 13.4 million people in this country have difficulty using public transportation, but the federal response to their problems of mobility is of fairly recent vintage, beginning with legislation in the early 1970s. Since then, there have been many twists and turns in policy, involving a wide array of governmental institutions. These constant shifts have confused state and local governments, the transit industry, and the disabled community. Assessing why policy was so erratic, Katzmann concludes that in part the confusion resulted from the inability to choose between conflicting approaches to the problem--one oriented toward the rights of equal access for the disabled, and the other favoring effective mobility by any practical means. In addition, the conflict between these two policy approaches was compounded by increasing fragmentation within and among national institutions.

How Los Angeles, Hong Kong, and China deal with such urban environmental issues as ports, goods movement, air pollution, water quality, transportation, and public space. Over the past four decades, Los Angeles, Hong Kong, and key urban regions of China have emerged as global cities—in financial, political, cultural, environmental, and demographic terms. In this book, Robert Gottlieb and Simon Ng trace the global emergence of these urban areas and compare their responses to a set of six urban environmental issues. The bicycle has long been a part of American culture but few would describe it as an essential element of American identity in the same way that it is fundamental to European and Asian cultures. Instead, American culture has had a more turbulent relationship with the bicycle. First introduced in the United States in the 1830s, the bicycle reached its height of popularity in the 1890s as it evolved to become a popular form of locomotion for adults. Two decades later, ridership in the United States collapsed. As automobile consumption grew, bicycles were seen as backward and unbecoming—particularly for the white middle class. Turpin chronicles the story of how the bicycle’s image changed dramatically, shedding light on how American consumer patterns are shaped over time. Turpin identifies the creation and development of childhood consumerism as a key factor in the bicycle’s evolution. In an attempt to resurrect dwindling sales, sports marketers reimagined the bicycle as a child’s toy. By the 1950s, it had been firmly established as a symbol of boyhood adolescence, further accelerating the declining number of adult consumers. Tracing the ways in which cycling suffered such a loss in popularity among adults is fundamental to understanding why the United States would be considered a "car" culture from the 1950s to today. Polymer chemistry and technology form one of the major areas of molecular and materials science. This field impinges on nearly every aspect of modern life, from electronics technology, to medicine, to the wide range of fibers, films, elastomers, and structural materials on which everyone depends. Although most of these polymers are organic materials, attention is being focused increasingly toward polymers that contain inorganic elements as well as organic components. The goal of Inorganic Polymers is to provide a broad overview of inorganic polymers in a way that will be useful to both the uninitiated and those already working in this field. There are numerous reasons for being interested in inorganic polymers. One is the simple need to know how structure affects the properties of a polymer, particularly outside the well-plowed area of organic materials. Another is the bridge that inorganic polymers provide between polymer science and ceramics. More and more chemistry is being used in the preparation of ceramics of carefully controlled structure, and inorganic polymers are increasingly important precursor materials in such approaches.
